A proposed policies that I've requested the removed from the consent agenda artsy D policy revisions to policies C D [00:02:00] and E are relating to hazing harassment intimidation bullying menacing cyberbullying in Dating Violence domestic violence. And the reason would you like me to go into the reason is that the information because it was on the consent agenda and there would be no opportunity to discuss. I was hoping that because information that we receive was was quite limited and there was a relatively short time to review them. I did hear from the president. Sharon coach the president of West Linn Alliance for inclusive community and the chair and co-chair of the alliance's education committee hoping for an opportunity to provide input and more time to review them. And I think potentially the [00:03:00] options available to us are to treat them as a first reading or simply to hold them over until the next meeting. A fox. I mean my understanding of the changes the proposed changes to the policies were that this is more of a housekeeping to make sure the policies are in line with current regulations and statutes. And so I'm wondering if we want to make substantive changes to the policy if that's a different process. Where do you want to make the housekeeping changes now and come back and revisit or you thinking you want to do it all at once later with more consideration? Perhaps what I my preference would be to get a little more information. The information in board book was quite limited and I think at least the alliance and I was feeling myself. I didn't have enough time to [00:04:00] review the statutory basis. You know, I know with a subscription service. They are housekeeping and they tend to keep up with changes in state and federal law and may be internal consistency among their own policies. I was just hoping for more of an opportunity to discuss that rather than simply passive in a consent agenda with no discussion. I would just add that if if next month, they're going to come for discussion and possible new language or adjustment or hearing from the public about preferred language. Then what typically we would do is also then take it to our legal counsel if there's something that is different than what is come from vetted from OSB as legal counsel. So. It's no problem or not in a time crunch here that could just put it into July as well like a second read in June with comments. And then if you changing [00:05:00] language then running it by legal counsel, and then bring it back in July and I think as with anything else if there is something that's being there should be discussions with the staff. In advance of any next meeting and if there's going to be proposed language that had go ahead and be provided in writing to the board if it's just comments and support or whatever. That's fine to have but there's something substantive that. That the community wants to propose for changes that an effort be made to try to get that in writing to me or to this. Teddy question. I mean, I assume that our legal counsel of reviewed all these before they were submitted to the board. Is that right? Because these were housekeeping coming from OSB a Peter Mercer was comments were that he felt comfortable with him as housekeeping. But if there were other [00:06:00] changes substantive than you'd want to take a deeper review of that, so he was fine that we were taking the recommendations as vetted by OSB as legal counsel and not deviating from that. X so that will leave it on for the next board meeting for a second read and possible vote and then go ahead on the agenda item. I mean the minutes. Small Change actually, I think only one letter but it's a substantive distinction. So I'm page 11 of the minute this page 18 of the board book. The statement is the polling data results are qualitative and it should read quantitative. Yeah, that's it. Then you go ahead and make a motion with that change. Well, I absolutely can so we're going to go ahead and move to item 9 a which is Three Rivers charter school terms of contract renewal as mentioned in your in the memo that I. Attached to board book on March 4th. You did as a school board agree to renew the charter or Three Rivers charter school. It is up at the end of this school year. So we're looking at another five-year renewal of their contract. We had been have been meeting regularly with the Three Rivers Charter School director, Nick Chapin who's here tonight? Wait, I Nick thanks for being here both [00:09:00] with us on the Hughes our CFO as well as director Molitor who is the board liaison? We've had a learning walk at the school as well as visits to talk about the program and meet with staff. And then on April 30th, we met for quite a while about almost two hours with administrator, Nick Chapin to look over the entire contract and to talk about the contract renewal terms. I do want to. Take a take time right now to mention that Nick Saban since his hire has been very involved administrator got up and going right away at the river's Charter School doing what any new director administrator should do which is getting to know the staff and the community and the students and it didn't take him long to do that and already unsolicited folks have commented to me about what a difference. His presence has been and they've appreciated [00:10:00] his leadership and getting in right away and rolling up his sleeves and and leading the school. But the transition didn't take long at all. He's attended board meetings as you can tell he has attended district meetings our joint partnership meetings with. First Responders, he has attended those so that he can bring back safety protocols to his staff. He attended the bond Summit. He has been to community forums. He has been very visible in the community and as he mentions often, these are our students together and the more that we work together collaborate and align our work only benefits are our students and families. So really appreciate the partnership that he brings. What I'll present this evening are the terms of agreement the general terms of agreement in the contract. It's for your information and then as we get the contract drafted by legal counsel [00:11:00] at the next board meeting, there will be a presentation by Three Rivers Charter School staff by Nick Chaffin and a board member and you'll have an opportunity to look over the new contract. Generally the terms of the negotiated contract are very similar. We have a compliance with all state and federal laws. We are in similar terms around the education of students on an IEP that the enrollment for Three Rivers Charter School will stay at a hundred and ten students grades four through eight. That funding will be at 90% ATM which is in the current contract and also going forward and 95% for students representing groups for which we are trying to close gaps and that was also in the current contract. So we'll continue that. We will continue Technology support not to exceed $25,000. Annually Financial records Audits and accounting reports will be provided to the district. And again that the duration of the charter [00:12:00] contract will be five years 2019 to 2024. So really this is a very similar contract to what we have in place and at this point is very agreeable by both parties. But some of the new terms we discussed there's some housekeeping there were some typos in the contract looking at just some updating around pronouns as well as updating some language, but one of the new terms that is going to be included as on safety under student welfare and safety section K we have agreed as a district and we would like to take the lead on this that we will provide assistance and administration. Of the healthy and safe schools plan you remember that some new legislation that requires testing of lead in drinking water lead paint asbestos. Radon integrated Pest Management, and of course in the future the carbon monoxide detectors. So rather than having the charter school do that [00:13:00] individually and reporting to the district will take the lead on that and provide it for all of our schools including Three Rivers Charter School. The district will also provide assistance and administration in development and implementation of an Emergency Operations plan consistent with the wesen Wilsonville EOP protocol, which you've been sharing with you around what to do with emergencies given that these are all our students and families having consistent protocols and actions is really important. And as I mentioned mr. Chapin has been attending all of those safety meetings, so there's great alignment across the district. They'll be some updating around buildings and Facilities, of course a new address. The old contract has the old lease address. And of course now the school has a new facility. There's some language in there of during the transition the district agreed to provide $50,000 and facility support each year that will end at the end of this contract as they are now fully into their new facility [00:14:00] again, then just the terms of the contract will reflect the new dates. And then lastly as Three Rivers charter school now owns a facility. There's a language in the contract around how to handle that as an asset. And so mr. Chapin is working with pace and their broker and legal counsel on how to craft language in the contract around if there ever was a dissolution or a change in something what happens to this asset that now is owned by Three Rivers charter school. So those will be the new things you'll see there's not many. Otherwise the terms that we are negotiating are very much a rollover of the current contract as the staff and the board are very appreciative of the school district and believe that they all have a very solid contract with us and we would agree as well. So what you'll see then in June is the new contract language. You'll get it ahead of time so you can thumb through it compared to the. [00:15:00] Old contract if you wish and we will have legal counsel review that thoroughly at the June meeting you'll then do take a vote to approve the new contract. So they'll be a memo again accompanying that with a recommendation any questions. I had a question the general terms. You just went through in the changes what you're reading from is that. Available to us. Are you waiting until June to kind of give us the final product? Yeah. Those are just my notes that I we were taking during our meeting and then you'll see them in the new contract. Yeah. Because this is a new area for me. If I want to I feel this is of such important that I should at least see the school and make a visit. Do I do that through you or directly through MR2? Absolutely, if a board member has not been to Three Rivers charter school. This would be a great time to see and I see Nick nodding. As you know from our district goal number three, we encourage and value of public input want to thank each speaker who's coming tonight to from taking the time out of your day to share with us your voice and to take part in our districts action. We're glad to meet with you outside of this time, the board encourages speakers not to mistake any silence for a lack of Interest where normally taking notes and we do care and we'll follow up if you are asking us to take action or. Please don't single out any individual District employee or student for a complaint either implicitly or explicitly if you have a complaint we have another process we. We glad to hear from you, but it's just not something we do in public. If you can keep your comments to three minutes, that's you're going to see a sign from us Douglas telling you when you're nearing the end and if that's not have time, we're always glad to meet with you outside or to have you provide information through writing. It just came out last Friday. So the staff really couldn't have had time to see it but the amount that we're getting additional for this year's an additional. So where we are now, we are at a million dollars higher than what is shown in the what you usually see in the monthly Revenue coming in. It's now going to be a million dollars higher than that good news in my opinion of that increases the ending balance and that means that shortfall that we had gets smaller and on the shortfall it is the situation is [00:19:00] the last time we pass the local option. We're only getting about two million dollars and it didn't fun. That much because there's only two million now. It's way over 8lbs at least slightly over 9 million or the equivalent of two primary schools being fully staffed just from the local option. I can't say for everybody but first some they're like what we do have a shortfall we could use the ending fund balance or the reserved for prayers as a good PR for the local option. Because if they see we've have spent every penny we have or what is necessary to keep the program that we currently have. It'll attract more. Yes votes if we go off instead and say well we we want to save it for a rainy day. It's raining and so when we look at the budget, sometimes it's easier to just say just approve it and I'm like [00:20:00] this year. Because we have additional Revenue. We've got an open. We have a local option coming up in November. Let's get all the good PR. We can you only other item for PR. I'm taking the item that's come in at 8:30 tonight will not be here. But on the bottom is your there's I think if a line could be added for the awesome Grant it hasn't been approved hasn't been funded but. It could it could be before I've spoken to mr. Elliot and he says it should be funded and approved before the end of this session. And that's one opportunity where we have a possibility of getting additional seven million dollars and I didn't see that as one of the steps. I like you don't leave seven million dollars on the table. And so if that could just be added on that item if it does get approved. That we take [00:21:00] that option to try to get the 7 million dollars because it's a lot of money. Thank you. My name and my own Tammy Miller to tu-95 Valley View Drive Wesley. And I have two kids that are in the district. Jake is a sophomore at least in sixth grade, and I just wanted to come and share. Thank you for giving me a minute. I just wanted to share my experience. Thus far Jake is a neurologically typical kid. Ellie experience has Down syndrome and bit more complicated. So, excuse me Ellie when she in preschool she experienced. Her experience with just that of a typical kid. She didn't. [00:22:00] Sunday school and so when we were getting ready to go to kindergarten we're scared very scared for a lot of reasons that people wouldn't know Ellie the way we do that would she be able to be in the class with everybody else would she be segregated into a classroom all by herself where she wouldn't learn skills and how to cope and be a part of her community. So we. Really scared and but it was a journey. She's in sixth grade now and it has not always been easy, but it's we were a team Every Spring my whole experience in this District was working with people the team and we came up we would adjust the environment. We would come up with supports we. You know make apologies and repair when they were pains or when people were hurt feelings were hurt really communication was the key and then coming up with strategies to support La so that you could be successful and [00:23:00] and it's working and it's great and she's thriving and so we're grateful. So one of the things I did want to share my time both. Okay. This is a letter that I wrote in third grade. When really through all the transitioning and she admitted that were in Jenna and she was just killing it and so will not killing it because it really is you let you learn to grow you learn to adapt and you learn you grow on you dab. So it's but we always come up with Solutions. So this was one of the letters I wrote and I just found it. She was in third grade and explains well. The experience of how we evolved so it says this school year has been a transformational one for Elly Elly has become a true member of her Jenna class only know she has welcomed a contributing member of her class and that she belongs it shows on her face. You can see her confidence and excitement each day. She leaves for school. We've seen a change in her attitude Behavior happiness and confidence in measurable. Join piece for any parent to see those things [00:24:00] in their. The relationship we've seen Blossom with her Jenna teacher Miss Bowyer has been heartwarming Miss boyar is Ellie's teacher. She takes ownership for Ellie and Elliott's her student only knows it and she knows Miss Boyer's her teacher. She's just not a visitor in the class. She really belonged and she felt it and changed their behaviors and how she she was just happy weeks. We've also seen relationships amongst her peers evolve. There are open honest conversations about disability Guided by teachers. The kids are learning that disability is normal. There's an acceptance of Ellie now rather than a fear and misunderstanding at least classmates. No Ellie versus just seeing her disability having her in their classes normal. They have her back. They accept her differences if Ellie was not a full member of her community at Cedar Oak Park those Transformations amongst kids teachers and the entire Community wouldn't have been possible. So today is I mentioned she's thriving she's a sixth [00:25:00] grader. She loves school, but we continue to work together as a team to learn to adjust to grow. We're thankful and for the people the community that now are really are our two friends. So, thank you. This thank you. Mr. Miller, you too. You don't have to just say something real quick. I Brad Miller again to tu-95 Valley View Drive West Linn. We're very fortunate to be part of the West Linn Wilsonville school district, and we said our son is a sophomore. So we've been in the district. Eleven years. He's had great experiences. Our daughters had a lot of great experiences and as parents. What's the one thing we want more than anything? It's our kids to go to school happy and to [00:26:00] have confidence, you know, they all have different ways. They build their confidence. but what I'll say is that. we Ellie's school experience has been from kindergarten through sixth grade. This year has just continued to build her confidence and she's a much different person today than she was much like her brother. Different way so we're very fortunate and we hope to building her confidence and building his confidence on into the next steps of their life. So thank you very much. It's a reminder that. the focus is here is on leading for all and that our district goals. Are very much cognizant that we want every student in each student to be able to become the person that they are going to be that [00:27:00] that does this creates great thinkers and make some thoughtful people for the world.
