Thank you 3 00:00:24.870 --> 00:00:36.110 WLWV Board Room: all right great and um Thank you so much to the students who drove here in the dark and um late at night, so it feels late to me. Probably doesn't feel late to you. Um! 4 00:00:36.120 --> 00:00:46.149 WLWV Board Room: And we'll start with uh your updates and all welcome up Skye gomes from Muslin High School and feel free to correct me if I've ever seen your name wrong. Great 5 00:00:49.860 --> 00:01:05.520 WLWV Board Room: School Board members. It is super nice to see everyone again, and i'm very excited to update you about everything that has been happening at Westland this past October, and some plans for November, and once again I appreciate the opportunity to share with you what is happening at Westland. 6 00:01:05.530 --> 00:01:19.789 WLWV Board Room: So this past October one of our two main things that happened was Bca and team driver safety week. Um. So in the top there. That picture is from the Bc. A football game. It was our pink out against Tiger. Um we want, I think, like 7 00:01:19.800 --> 00:01:33.759 WLWV Board Room: forty-nine. Nothing something close like that it was really fun Game? Um! And we raised over one thousand two hundred dollars for best friends, which is super exciting. We also got to have a guest Speaker Alyssa, who's the one standing in the middle. There 8 00:01:33.770 --> 00:01:55.149 WLWV Board Room: she is, a breast cancer survivor. So we got to talk to her, and here some of her stories, which is also super fun and amazing for our students to get that opportunity. And then we also teach our driver safety week, which was just a good week to try and educate all of our teams to drive safely. Um, especially with the road being what now and it getting dark earlier, to just try and drive safe 9 00:01:55.160 --> 00:02:18.320 WLWV Board Room: um. And then this November. One of our huge things is the canned food drive which started last Nove last Wednesday on the night and goes until this Friday the eighteenth, and we're not even halfway through. And we've raised over a thousand cans which is crazy. Yeah, and it's a saying, five cans speed the families. So that is a lot of families, and hopefully our goal is over two thousand, so I think we can get there. Um, 10 00:02:18.330 --> 00:02:38.409 WLWV Board Room: Last Wednesday. We also have powder, tough men's identifying volleyball, which is super fun. We have fourteen teams, Brushman through seniors and our team at one with the senior team, and they'll get to play our varsity girls volleyball team at the Assembly on Friday, which will be, it's super fun. Obviously they don't really have that much valuable experience, but it was super fun to watch, 11 00:02:38.420 --> 00:03:02.740 WLWV Board Room: and then, on a Friday our football team, which is currently ranked first in state, are playing in the semi-finals against Central Catholic. It's a wear block if you ah attend or want to go um, and I think it'll be super fun it's at Pioneer Stadium, and then our girls, who were ranked second in state, got second. They play Jesuit. They lost one nothing, but it was super fun game, and we were really proud of them. That's the team on the bottom left. 12 00:03:02.750 --> 00:03:21.050 WLWV Board Room: And then our cross countries teams competed in state, and Eugene and all place really well. So we're also proud of them for that. And then we had Matilda the musical going on. I saw it on Friday. It was one of my favorite musicals I've seen in the past four years. It was super fun, and they had almost full houses for every single show, So that was also really fun. 13 00:03:21.060 --> 00:03:26.530 WLWV Board Room: And then this coming to summer, we changed our old Mr. M. Is mixed talent, tadp, 14 00:03:26.590 --> 00:03:35.270 WLWV Board Room: talent pageant to um. Westlands talent got pageant. It's open to all grades now, not seniors, to get a little more um exclusive. And 15 00:03:35.280 --> 00:03:55.699 WLWV Board Room: we also have included clubs, so they can come and participate, and they can raise money for their club as well as a charity, so they'll split the money if they went, so that's super fun um, and then we're also going to have spirit days like pajamin. August Saturday. All that right before our break, which is also fun along with hot chocolate and cookies and all those fun activities 16 00:03:55.710 --> 00:04:05.150 WLWV Board Room: during lunches and before school after school. And then, Yeah, that's for December. So I will update you on all those again When I see you next December. Thank you so much for your time. 17 00:04:12.690 --> 00:04:18.230 WLWV Board Room: Thank you, Sky and i'll welcome up to the podium from Wilsonville High School, Elijah Severse. 18 00:04:20.510 --> 00:04:37.179 WLWV Board Room: Good evening, Dr. Ludwig in School Board. I'm really excited to be back and see all of you guys again. Um, i'm delighted to be back to talk about some of our achievements from this past month. Um. First, I'd really like to talk about our fall sports which have some great success this past month. 19 00:04:37.190 --> 00:04:54.819 WLWV Board Room: Our girls soccer football and volleyball teams all became North Western Organ Conference League champions. Um, which is very exciting. And then our boys cost country team uh in second place in State Um. And Our football team has shown excellence and dedication 20 00:04:54.830 --> 00:05:02.069 WLWV Board Room: as they move on to semi-finals This Friday again spend high school, which will be very exciting for all of us. 21 00:05:02.160 --> 00:05:12.700 WLWV Board Room: Um! And then for the second year in a row, our girls soccer team took the state title and a thrilling game which in that bottom left picture there. Um, 22 00:05:12.750 --> 00:05:17.659 WLWV Board Room: and thank you, Dr. Lacrig, for your support by attending the game. It was really exciting to see you there. 23 00:05:18.310 --> 00:05:34.199 WLWV Board Room: Um Wilsonville students, parents and staff have been part of an environment full of great sportsmanship this season. Uh this fall the Osa has launched a new initiative to disrupt racism and combat discrimination at organ, high School athletics. 24 00:05:34.210 --> 00:05:49.119 WLWV Board Room: Um. And Wilsonville is very proud to be part of the star initiative uh by participating in frequent trainings and meetings to create a safe and welcoming and validating environment for all athletes and coaches. 25 00:05:49.350 --> 00:06:06.680 WLWV Board Room: Continuing, i'd like to acknowledge and congratulate our Wilsonville broadcast network for um being rewarded the best broadcast. At the recent media day at University of Oregon. They had a great time. They had a day field trip, and that was really fun for them. Um, 26 00:06:06.790 --> 00:06:26.249 WLWV Board Room: Next, i'd like to talk about a fundraiser that just started today. Actually um, that will go throughout this week. Um called coin wars, which is like a fun and competitive way for us to raise some money for our for the local homeless community, and to increase medical care for all 27 00:06:26.290 --> 00:06:36.739 WLWV Board Room: um, and then our theaters production of Little Women has come to an end. But it was a great way to showcase all their talents, and it was super fun to watch them. 28 00:06:36.880 --> 00:06:41.500 WLWV Board Room: Um, thank you guys so much, for let me talk about some things happening, and I can't wait to see you guys next month. 29 00:06:48.610 --> 00:07:00.550 WLWV Board Room: Thank you, Elijah, and all welcome from Rivers Side High school, future students and eighth grader Um, Lucia Carambot 30 00:07:00.930 --> 00:07:02.080 WLWV Board Room: Carambo. 31 00:07:02.260 --> 00:07:08.600 WLWV Board Room: Okay. But recently I have involved in rowing, and that takes up most of my time. 35 00:07:27.720 --> 00:07:42.599 WLWV Board Room: I have decided to go to Riverside High School because i'm interested in the Ib program and how small the school is in the first year there will only be two grades, ninth and tenth grade, so it will be especially small compared to Westland. 36 00:07:47.760 --> 00:07:51.689 WLWV Board Room: I would like to update you all on what is going on at website right now. 37 00:07:52.170 --> 00:08:06.189 WLWV Board Room: Herbicide has already hosted an information night on October tenth that had around one hundred and fifty people come to the administrators share a lot of information about the planning and the vision of Riverside High School. 38 00:08:07.210 --> 00:08:15.180 WLWV Board Room: The people gave an opportunity to share and give suggestions on classes they would like to see in the future ever side 39 00:08:15.710 --> 00:08:21.300 WLWV Board Room: at her side. We have already posted a cte video on the website and social media. 40 00:08:21.530 --> 00:08:34.450 WLWV Board Room: We posted in mid October, so that people can find out more information about the Cte options. Currently, there are still enrollment opportunities for people to come to reside High school. 41 00:08:34.980 --> 00:08:43.200 WLWV Board Room: All families with eight and ninth graders receive emails with enrollment info. We will keep the enrollment open through the end of the month. 42 00:08:43.799 --> 00:08:58.139 WLWV Board Room: Currently there is still an oh, sorry. We already know a chance to have a zoom session with Q. A. For the eighth graders and ninth grade students and families. They had the opportunity to ask questions that they were wondering about the enrollment window 43 00:08:58.350 --> 00:09:02.890 WLWV Board Room: The administrators have presented to Wilsonville Rotary during the entire. 44 00:09:03.120 --> 00:09:07.829 WLWV Board Room: During the beginning of November we shed a bit more about the roadside high school. 45 00:09:08.330 --> 00:09:21.210 WLWV Board Room: The principal and assistant principal are still visiting middle schools and high schools to chat with the staff incidents in hang out at lunch. They are promoting website high schools with the fun with fun, trivia, and candy. 46 00:09:22.080 --> 00:09:30.149 WLWV Board Room: Thank you for having me here to share this information about Riverside High School. I hope you have learned more about website after I spoke today. 47 00:09:30.390 --> 00:09:34.430 WLWV Board Room: I'm really excited to walk into our side High School next year. Thank you. 48 00:09:42.470 --> 00:09:54.210 WLWV Board Room: Thank you so much for our dedicated and brave students. Um! You are welcome to stay as long as you want, or leave and go do your homework, or whatever else you got going on whenever you're ready. So 49 00:09:54.410 --> 00:09:56.209 WLWV Board Room: we appreciate you being here 50 00:10:05.470 --> 00:10:23.740 WLWV Board Room: certainly making time to celebrate and recognize the good work we're doing is important. And um! This evening we will be celebrating and recognizing our school psychologist. And so I Welcome up Nicole Hyatt, the assistant Director of Student Services. That's the the correct title. Yeah, Okay, Great. Come on up. 51 00:10:26.680 --> 00:10:28.889 WLWV Board Room: Definitely. Gonna have to move this down. 52 00:10:29.130 --> 00:10:30.950 WLWV Board Room: Alright, Thank you. 53 00:10:31.180 --> 00:10:51.599 WLWV Board Room: I am Nicole Hyatt, and I am the assistant director of student services along with Stephanie Crawford, and then I work with Lauren Briggsby, who is our director, and I am new. I just joined the team in July, and I first have to say how grateful I am to be here. This district has proved to be welcoming, and a very uh 54 00:10:51.760 --> 00:11:05.910 WLWV Board Room: kind place where all people are professional and respectful of each other, which I really appreciate. Um, I am so grateful that I get to share with you the work of a group of incredibly dedicated professionals that we have here in Westland, Wilsonville. 55 00:11:05.920 --> 00:11:12.619 WLWV Board Room: We have eight fabulous school psychologists who work every day to use their knowledge to support students and staff, 56 00:11:12.630 --> 00:11:33.829 WLWV Board Room: all the while sharing their expertise with two interns who are eager to learn and to grow as professionals. When we reflect on the knowledge and experience of a school psychologist, it is vast. Their training prepares them with a deep expertise in data collection, assessment school, wide systems, resilience and risk factors, 57 00:11:33.840 --> 00:11:51.169 WLWV Board Room: collaboration, academic intervention, consultation, mental health interventions, prevention and intervention crisis response and more and i'm a little bit tired even just saying that entire list. But this is just a fraction of what our school psychologists do for us every day, 58 00:11:51.180 --> 00:11:55.309 WLWV Board Room: and I want to share even more examples of the leadership that they provide our district. 59 00:11:55.740 --> 00:12:09.000 WLWV Board Room: They take a leadership role in training. They wrap around large groups of teams by training them on the complexities of student regulation, and how we can best support our learners. These trainings are long, thorough, and in depth one. 60 00:12:09.150 --> 00:12:28.549 WLWV Board Room: They connect with all students, and especially with culturally and linguistically diverse students in our district. 61 00:12:28.590 --> 00:12:38.580 WLWV Board Room: They um also are really trusted people for some of our students. One of our school sites recently in a after a meeting, decided that he needed to 62 00:12:38.730 --> 00:12:47.990 WLWV Board Room: started Guitar Club with one of our students, who was marginalized and struggling and loved the Qatar, so they provide all kinds of leadership. 63 00:12:48.000 --> 00:13:04.680 WLWV Board Room: Um! And they a lot of times. We think of our school sites as people who just do assessments, but they do so much more than that. But they do lead our teams in assessment and intervention and data collection, and they all the while lift our student and parent voices. 64 00:13:04.840 --> 00:13:21.389 WLWV Board Room: So you have seen, I think, just a minute ago, or they've been going by. Some of the quotes that our building teams gave about our school psychologists. Lauren had asked, as she saw people out in schools, had asked um 65 00:13:21.400 --> 00:13:27.859 WLWV Board Room: learning specialists and principles to give quotes about our school psychologists and what they mean to them. 66 00:13:27.930 --> 00:13:46.359 WLWV Board Room: And so not every quote that was shared, and celebration is able to be put on these slides. There were so many people were eager to share. Um! How they feel about their school sites. Um! But there were themes that persisted. The role of a school psychologist is one of leadership, expertise, care, and compassion. 67 00:13:47.160 --> 00:14:03.859 WLWV Board Room: It is the coalescing of these traits that come together to create the most thoughtful educators consistently across the statements and celebration of our team was, it was about who they are as people. In the words of their colleagues. They are a wonderful combination of expertise and humility. 68 00:14:03.870 --> 00:14:15.250 WLWV Board Room: They have an incredible way of connecting with students and families to get the very best effort out of every student, and to guide and support each family in a beautiful, responsive way. 69 00:14:15.380 --> 00:14:33.210 WLWV Board Room: They are knowledgeable, especially education processes and systems. They're organized, and they always arrive, prepared to work each day with a thoughtful approach to supporting staff and students, and they're steady, even though when the water gets a little rough and keep the focus on what the student needs and what is in their best interest. 70 00:14:33.460 --> 00:14:46.849 WLWV Board Room: I can keep going. But the themes of care, leadership, teaming, student centeredness, equity, leadership, come forward with clarity. We are so thankful to have an opportunity to work with this group of colleagues, 71 00:14:46.860 --> 00:15:04.259 WLWV Board Room: and just from a personal standpoint, I want to say that those that I work with, have welcomed me with open arms, have been incredibly professional with me, and you know, when you come from a different district, people do things a little bit differently, and so they are always willing to listen to what I have to say. Um, 72 00:15:04.270 --> 00:15:17.919 WLWV Board Room: and ask me often what my opinion is, and I really appreciate that. Um, please join me in celebrating this dynamic group of school psychologists who lean in every day to support our community in so many ways. Thank you. 73 00:15:26.450 --> 00:15:37.860 WLWV Board Room: I um thank you so much, and welcome to Wesley and Wilsonville, and thanks for marrying back a little bit of our culture. Um, and I um see that Dr. Ludwig would like to say something. Would you like to go ahead? 74 00:15:37.870 --> 00:15:52.309 WLWV Board Room: I didn't know if any of the other Board members wanted to comment. But thank you, Nicole, for putting that Powerpoint together so that we could put faces and names um to the folks that we're recognizing tonight. They are a dynamic team. They play a vital role in our schools, 75 00:15:52.320 --> 00:16:08.850 WLWV Board Room: and um, you know, it's very different. Um in our district, and maybe others in that they really want to get to know students and families, and don't just see their role as something where they're in an office just running an assessment. And and data is sometimes. That's all that school psychologists have time for. 76 00:16:08.860 --> 00:16:25.070 WLWV Board Room: But we've um built a culture here and staffed in a way that they have more time to be with students to be in classrooms observing um, and then giving their best opinion about how we can move forward. So they're a great team. It was great to see our our interns included in the picture, 77 00:16:25.080 --> 00:16:31.839 WLWV Board Room: and they're learning alongside the best. So please extend our congratulations to them and our appreciation for their hard work. 78 00:16:36.460 --> 00:16:50.249 WLWV Board Room: All right. Thanks. So we will move on to board member and superintendent reports and Director Taylor. I'll start with you. Would you do you have a report this evening a couple of things Uh, Nicole again. Thank you to you and your team. Our children 79 00:16:50.260 --> 00:17:06.610 WLWV Board Room: needs you as an extension of support for many of the parents that are sending them off, especially coming out of the environment that we've come out of. So thank you so much for the time and effort of your team. Um for me. Uh, Paul is my favorite time of the year. I'm a football. I'm not, 80 00:17:06.619 --> 00:17:12.239 WLWV Board Room: and uh and I' that proudly, and I think that in the fall there's never more time 81 00:17:12.250 --> 00:17:42.200 WLWV Board Room: or never a time throughout the year for me that we get to see more change the change in the colors of the trees. You you get to see all the hard work that our kids do throughout the summer, and that's a Testament to what we're seeing on the fields right now, and we're winning everything we're in the first or second, and just about everything, and there's a lot of hard work that goes into that from coaches, teachers, staff throughout their summer, making those sacrifices in the one hundred degree heat, so that your kids perform well on the field. So i'm always excited when we see that, and we take it for granted, not knowing how hard those children work, 82 00:17:42.260 --> 00:17:59.180 WLWV Board Room: and then they have to come at a class curriculum on top of that. So um! So i'm excited about the fall football soccer, basketball, baseball ending. It really makes me happy. So um. The other thing is uh doing school walkthroughs. I was able to go through meridian. Uh, 83 00:17:59.190 --> 00:18:17.519 WLWV Board Room: that was good, and it seems like that that fault. Excitement is still in the schools. Our kids are not tired yet, and ready just for summer, so they're still excited, and when you walk through them you get to see that excitement. And uh, and that's a middle school level, which is my favorite level of of school. You get to see that excitement. You're able to mold these children. 84 00:18:17.530 --> 00:18:28.809 WLWV Board Room: Um, and they're just excited to see some other adult walking through other than their teacher or an administrators. So um you get welcome with open arms, and so I think, as a board member, we don't get 85 00:18:28.820 --> 00:18:39.920 WLWV Board Room: a lot of that interaction, except, you know, five, six times a year, and when you get it. It just kind of makes the job all worth it. So uh, that's all I got to say, and I can see the rest of my time to the rest of you, 86 00:18:41.730 --> 00:18:43.749 WLWV Board Room: all right, and Director Wyatt 87 00:18:45.500 --> 00:18:46.660 WLWV Board Room: um 88 00:18:46.670 --> 00:19:14.859 WLWV Board Room: like to um Director Taylor. I had a chance to do a school visit. Um went to Bolton Primary school, and um Principal Derek Porter is in his first year as principal, and it's amazing to see the culture that he's already infused into that school. Um, which is especially important because we have the brand new mandarin dual language program that is housed at Bolton. And so um, just walking through that school you could really tell that they embrace being part of the West Lung community. It's a very walkable 89 00:19:14.870 --> 00:19:44.850 WLWV Board Room: um school building, and they've really embraced that, and Um leaned into it. Um also had a chance to check out their new Maker space, which I didn't really think that that was something for very young children. But um, Mrs. Murphy, the librarian, is really leaning into that and making it something that's really exciting for the kids. So I appreciated that opportunity. Um. I also recently attended our long-range planning committee meeting. Um. We met at Westland High School and We toured the new stadium and the new viewing facility, our viewing platform there. And so if you haven't yet. 90 00:19:44.860 --> 00:20:14.840 WLWV Board Room: But then to um check out the new stadium, it is incredible. It's just a really beautiful place to take in all of the great sports that we are participating in this fall. Um! And I just want to call out we have three new members of the Long Range Planning Committee. Um Romero, Diaz, Alina, England, and Marina Creswell. They have jumped right in headfirst. They're attending every meeting attendance had been an issue on this committee. They are participating. They're learning a lot. They're contributing at every turn. 91 00:20:14.850 --> 00:20:38.719 WLWV Board Room: Um! And so when we partner them with our returning members, Mary Petinger, Amy Patterson, Sandy Process Um, Shannon, Me and Kim Jordan. It's a dynamite team, and it's really really impressive um to see that level of citizen participation within our long range planning. So i'm just excited to see the progress that they're making, and then obviously to tour our beautiful facilities. So that's my update this month 92 00:20:41.510 --> 00:20:43.100 WLWV Board Room: Director Sloop 93 00:20:47.700 --> 00:20:55.529 WLWV Board Room: so real quick. Um! I had the opportunity to visit Stafford primary as my one of my schools, 94 00:20:55.620 --> 00:21:00.140 WLWV Board Room: and I think the highlight was uh same. 95 00:21:00.250 --> 00:21:06.630 WLWV Board Room: No Covid protocol, no masks. The kids were very excited to actually experience school 96 00:21:06.690 --> 00:21:13.729 WLWV Board Room: um in a normal atmosphere, and at the end they have a little panel of uh 97 00:21:13.910 --> 00:21:20.809 WLWV Board Room: representative from each of the grades, and I got to listen to what they had to say from their perspective. 98 00:21:20.940 --> 00:21:31.030 WLWV Board Room: And uh, I have an athe Creek. I'll tour on Friday, and i'm going to also be going to the literacy night at Lowry on Thursday evening, 99 00:21:34.820 --> 00:21:36.620 WLWV Board Room: and by Chair Thompson. 100 00:21:39.210 --> 00:21:53.550 WLWV Board Room: Uh I've continued to um attend some of the Pta meetings at our schools. My goal is to get to a Pta meeting at every single one of our schools that has a Pta or Pss or Pso, whatever they might call it. 101 00:21:53.560 --> 00:22:23.519 WLWV Board Room: And um, it's just such a great way to feel the heart and hear about the heartbeat of the schools, and not just um. Of course we know that our students are there for the academics, but we also know that what makes kids love school is that sense of community. And thanks to our volunteer Pta members, they're the ones that create that community. So it's so fun to go here about all of their great ideas. I think they're doubly excited this year, because this is kind of the first year we're back into 102 00:22:23.530 --> 00:22:31.120 WLWV Board Room: those normal Pta events, and I had an opportunity to attend two different fall Connor vault carnivals um 103 00:22:31.130 --> 00:23:01.119 WLWV Board Room: that we're put on um Booms ferry, and then also Beckman Creek, and just the excitement of being back again to those traditional events that kids always look forward to. So again I will continue to attend those, and then, maybe once I've gotten to all of them, I will start over again, because it really is a fun place to be. And um just to hear about the different ideas. And actually sometimes what happens is I I will be at one, and then i'll go to another one, and they'll actually be discussing something, an event that happened over here, and I can share 104 00:23:01.130 --> 00:23:31.069 WLWV Board Room: some great information that this other school already did. So They don't have to reinvent the wheel which um leads me to that great meeting, that collaborative meeting that you had with all of our ptas, and I think the more we can get them collaborating together. Um, because a lot of the events that they put on are the same, and then they aren't, you know. And how can we support one another when you have your auction, and I know they've done this in the past, having the Pt. Members from another school be there and support at the auction and 105 00:23:31.080 --> 00:23:46.880 WLWV Board Room: and switching. So I just look forward to more of those kind of collaborating things happening. Um! And then the other thing I wanted to do is give a shout out to my husband, who's actually here? Who's um? One coach of the year for the Northwest Origin Conference for volleyball, 106 00:23:47.360 --> 00:23:48.999 WLWV Board Room: and his team. 107 00:23:50.920 --> 00:23:53.450 WLWV Board Room: His team also placed works 108 00:23:54.030 --> 00:24:07.620 WLWV Board Room: um in his second year of coaching. Um! Last year they got second at State this year they got third in state, And here's an interesting observation. Last year, when they got second they ended on a loss, and everyone was really upset, and no one wanted. 109 00:24:07.630 --> 00:24:18.490 WLWV Board Room: You know Girls did not want a picture with the second place trophy this year. The way it happened, they ended on a win, and everybody wanted a picture with the third place trophy. 110 00:24:18.690 --> 00:24:24.449 WLWV Board Room: So I don't know if we need to reconfigure how that whole thing works. Um! 111 00:24:26.000 --> 00:24:30.429 WLWV Board Room: But i'm almost wondering if there is better than second. So. Anyway, 112 00:24:35.170 --> 00:24:37.299 WLWV Board Room: it's my turn. Am I on? 113 00:24:37.590 --> 00:24:41.590 WLWV Board Room: Can you hear me? Yeah, Okay. Hi, everyone. Um, 114 00:24:41.600 --> 00:25:05.570 WLWV Board Room: I think i'm just uh one thing that's just striking me as I listen to everybody, Talk is the uh amazing ways that our schools create community uh for our kids and um for our parents. I know when I go to those games I get to hang out with the parents and um. Even people who don't have kids in our schools anymore is still coming back and attending those. So uh, I just have a lot of appreciation for the ways that our public education systems create community. 115 00:25:05.980 --> 00:25:35.740 WLWV Board Room: Um, i'm one of the uh folks who has kids playing on these teams. I have a kid Um, who hopefully is gonna be um? Well, I will just say he's playing on Friday night, and this in my final. So we'll just leave it at that. Um. And a kid who's played under um the leadership of you, Coach Thompson and volleyball and um. As we were sharing um this weekend about the State championship, the women's soccer Team One and um. I shared a little piece of information that Um! There was a couple of individual 116 00:25:35.810 --> 00:25:42.899 WLWV Board Room: Wilsonville High School students who were competing on um in an event that was an individual sport. They were doing power lifting 117 00:25:42.940 --> 00:26:12.239 WLWV Board Room: and uh breaking state records there, too. And when I shared that it was really because um i'm dialed into uh just the power that we give our students who compete in football and volleyball and soccer um, and the the really the glory that they get as they win is champions, and I love it. I'm part of it, and it's really enjoyable. Um! But I also just wanted to honor those students who take initiative to pursue something that's outside of that world, and um 118 00:26:12.250 --> 00:26:20.699 WLWV Board Room: dig in deep, and have determination to pursue those interests, Whether it be You know that one who's doing the power lifting, or um. 119 00:26:20.710 --> 00:26:50.029 WLWV Board Room: You know the kiddo who's playing um the strings instrument down in the pit, who is not on the stage, but nonetheless is contributing to the amazing production, and I want to honor those students as well. And um, I also honor the students. Um, you know a lot of their stories get marginalized intentionally and unintentionally, and those are the students who uh work every day after school um, or the students who help take care of their siblings, or the students who have a home environment that makes it so that, 120 00:26:50.040 --> 00:27:08.740 WLWV Board Room: uh, it's really hard to get up and go to school every day. And um, I want those students to also have a cheering squad and a a trophy to to pose by, because they're also um, you know, achieving their own goals in their own ways. So that's just something I've been reflecting on as we honor these students in there. Um! Amazing victories. 121 00:27:09.330 --> 00:27:12.970 WLWV Board Room: That's my report, and i'll hand it over to you, Dr. Ludwig. 122 00:27:18.680 --> 00:27:21.580 WLWV Board Room: Thank you, and get my Powerpoint up there. 123 00:27:23.560 --> 00:27:25.429 WLWV Board Room: Thank you. And the next slide. 124 00:27:25.860 --> 00:27:27.839 WLWV Board Room: So some of the um. 125 00:27:28.860 --> 00:27:57.580 WLWV Board Room: Some of the events and activities have already been mentioned tonight by our students Um, or even of our board members. I just wanted to highlight that one of the um several activities that are consuming some of our leaders time. Um! Are our learning walks at our Institutes with the center for educational leadership with the University of Washington. We've invited them to come back and work with us. Um, especially as we get back into classrooms and um giving feedback again, teachers around their instruction in person. 126 00:27:57.850 --> 00:28:23.660 WLWV Board Room: Um, and diving back deep into what does that mean to observe really well in a classroom, think about the five dimensions of teaching and learning, and then give really targeted helpful feedback to our teachers and our pair educators around the work that they're doing um all around that um effort to impact outcomes for students. So we've got leaders diving deep in that work. We've been attending some Institutes as well as doing some learning walks in each other's schools to give each other feedback 127 00:28:23.740 --> 00:28:41.409 WLWV Board Room: um! And then in terms of community building, you've been around in our schools. You've seen, of course, the big event at Wilsonville High School, and I was looking for uh Principal Schmidt, but looks like she's gone home um already. So dia de las Mortos was an incredible event. There was standing room Only um want to thank several of you for being there. 128 00:28:41.560 --> 00:28:49.229 WLWV Board Room: It was great to see grandparents and families proud of their culture and heritage, and to see so many students be a part of that 129 00:28:49.270 --> 00:28:55.110 WLWV Board Room: um, and to just just feel that energy and see that kind of a family involvement in engagement. 130 00:28:55.230 --> 00:29:19.579 WLWV Board Room: And Then, of course, we've recognized all the athletes, our student athletes, and the many playoffs that have happened around volleyball and soccer uh and football, and those that are continuing on um and cross country, and want to recognize our student athletes. And thank you, Chair King, for your words about recognizing students who are involved in other sports outside of just those. Those smaller ones are the ones that Osa a kind of highlights during the season. So thank you. 131 00:29:19.950 --> 00:29:38.689 WLWV Board Room: The High School musicals were incredible. I know several of you got to see um. Matilda Weston High School, or Little Women at Wilsonville High School. Want to do a shout out to um Annie Kaiser, who directed Matilda and Kevin Egan, who um led the orchestra of our of our students. It was phenomenal, 132 00:29:38.890 --> 00:29:54.780 WLWV Board Room: and then to Jason Katz, who directed Little Women, and to Chad Davies with the orchestra and the pit there, just the music was astounding. The students were in character um all the way, and it was really incredible. Um! Both plays were incredible. 133 00:29:54.790 --> 00:29:59.779 WLWV Board Room: It's too late to see little women, but you can still see Matilda, if you haven't had a chance to see it yet. 134 00:30:00.140 --> 00:30:01.010 WLWV Board Room: So, 135 00:30:01.960 --> 00:30:28.879 WLWV Board Room: and then I want to thank you for your commitment to visiting our schools as part of your roles as board members to not only walk around and tour the school and talk with students, but to dive deep into each school's work, plan the goals and strategies that principals have identified looking at their um data of student achievement, student growth. And then um the goals that they've made for this year, and the strategies and actions that they're going to implement. So thank you for 136 00:30:28.890 --> 00:30:45.910 WLWV Board Room: paying attention to those asking them great questions, and I think, um a few of you. You still have a few schools left. Um, but it'll be good for us to when those are done to kind of come back together and think about the themes that you heard, and where you see alignment, and what questions emerged for you from those visits. 137 00:30:45.920 --> 00:30:49.819 WLWV Board Room: So thank you for making those a priority. We appreciate being in our schools. 138 00:30:51.610 --> 00:31:02.060 WLWV Board Room: Uh this last month we did have our district equity team meeting. These are representatives from each of our schools, so We had about seventy seventy-five people in this room. 139 00:31:02.070 --> 00:31:13.519 WLWV Board Room: Uh, this includes classified staff certified license staff administrators Uh from schools, as well as our various departments, and we come together to look at the District Equity Action plan. 140 00:31:13.530 --> 00:31:23.460 WLWV Board Room: Um, but also to think about how this work uh connects across schools, but also the goals and actions in each school. Um! The next slide is a 141 00:31:23.940 --> 00:31:40.269 WLWV Board Room: uh, just a visual of kind of how we led that conversation, and how um school equity teams as uh represented in the District Equity team can then think about their work at each of their locations. Um! How they work on building community in a sense of belonging 142 00:31:40.280 --> 00:31:58.380 WLWV Board Room: um making a difference in student outcomes, and our belief in what students can achieve. Um leading the learning how we think about um our work and our actions, and then restorative practices. When an incident happens, how do we come alongside? Students help them to learn through it? Um! And to come out um 143 00:31:58.500 --> 00:32:07.859 WLWV Board Room: feeling um stronger as a community, and understanding the impacts of of the behavior as well as the impacts of that restorative practice. 144 00:32:10.020 --> 00:32:22.549 WLWV Board Room: Ah, one of our goals this year is to think more about transformational family engagement, and I've shared that with you. These are a couple of events in the last month that have helped us to make those connections, whether their parent meetings at Riverside 145 00:32:22.640 --> 00:32:32.879 WLWV Board Room: for our Superintendent's Advisory Committee on Racial Equity, or the Dual Language Parent Night or Literacy nights. How are we hearing from parents, and how are we um 146 00:32:33.020 --> 00:32:50.279 WLWV Board Room: getting them involved in our work across the district and in our schools? We will be sending out the survey to parents in early December, so you can be looking for that, and encouraging families to take that. Um. I think it's going to go out December one and stay open um until we break for winter break, 147 00:32:50.290 --> 00:33:01.750 WLWV Board Room: and then we'll have that data that will be able to look at. We also plan to share it with our Pta leaders, as they think, too, about um family engagements. A lot of the work they do as well. Um and partnering with us on that. 148 00:33:04.260 --> 00:33:22.019 WLWV Board Room: And then what I wanted to talk about just a little bit before I close tonight are a couple of things that have come up um in some of the evening events with our parents, and just share with you Um! How we've talked about it with families, but also give you that opportunity to hear um our comments with that as a board, and for those who might be watching this evening. 149 00:33:22.030 --> 00:33:30.150 WLWV Board Room: Um. Recently at our family literacy night we had great parent engagement. As we talked about our approach with literacy and reading. 150 00:33:30.160 --> 00:33:44.519 WLWV Board Room: Um, there did come up some questions about how does the district respond when students are struggling as readers, and we know that that journey is not often smooth or or consistent, or even um planful for a lot of readers. But um! 151 00:33:44.730 --> 00:33:49.530 WLWV Board Room: But our district is committed to supporting all of our readers in that journey, 152 00:33:49.590 --> 00:34:02.480 WLWV Board Room: and one of the questions was about particularly uh this notion or this learning disability of dyslexia. And I just put the definition up there that you can see from the International Dyslexia Association, 153 00:34:03.220 --> 00:34:12.130 WLWV Board Room: and then just wanted to share that. Um, you know, as readers and I for have been in education now, I think, going into beyond my third 154 00:34:12.420 --> 00:34:25.990 WLWV Board Room: decade. So over thirty years I got training as a reading teacher of taught reading as an educator. Um, and it's it's complex for some kids and for others, it's it's not as complex. And when you think about 155 00:34:26.290 --> 00:34:44.640 WLWV Board Room: a reading for some children, there's a little graph there. Um, there's two components to reading. There's that language comprehension piece. Am I making meaning of what i'm reading. And then there's that word recognition piece. Am I able to decode the words that then are put together for meaning? And you can have students who, 156 00:34:44.650 --> 00:34:56.419 WLWV Board Room: you know, develop pretty typically strongly in both of those areas, and then sometimes some are stronger in one area and a weaker in the other, and that's where you see some reading difficulty, 157 00:34:56.650 --> 00:35:04.230 WLWV Board Room: and that's where we do some assessment. We come alongside our readers, and we're committed to providing intervention and support 158 00:35:05.350 --> 00:35:09.029 WLWV Board Room: on the next slide. Just want to share with you. Um! 159 00:35:09.740 --> 00:35:26.450 WLWV Board Room: When you think about the English language as a reader, it is actually one of the more complex languages to learn to read. And if you think about other languages around the globe there is this sense of is the print logo, graphic 160 00:35:26.560 --> 00:35:40.169 WLWV Board Room: meaning, like, there's symbols that represent meaning, We think of Chinese which some of our children are learning or Japanese? Or is it alphabetic, which is a lot of the European languages. Um, when you think about English or Spanish, 161 00:35:40.740 --> 00:35:49.190 WLWV Board Room: and depending on whether that language is constructed for, write what you mean or write what you say. They can have their own layers of complexity, 162 00:35:49.210 --> 00:36:04.960 WLWV Board Room: and some will say it's really hard to learn to read Chinese, because you have to learn a lot of symbols that stand for things. There's a lot of memorization of symbols and not a lot of instruction around tonal or pronunciation. But you learn that within the context, as you're growing up, 163 00:36:05.220 --> 00:36:07.760 WLWV Board Room: where is in an alphabetic 164 00:36:07.800 --> 00:36:13.619 WLWV Board Room: um language like English or Spanish, you start to put letters and sounds together and make meaning. 165 00:36:14.790 --> 00:36:16.630 WLWV Board Room: And then in the next slide, 166 00:36:17.380 --> 00:36:35.590 WLWV Board Room: what makes English a little more complex as an alphabetic language is that it's one of those languages that's considered opaque and not transparent, meaning that the letters don't always correspond to all the sounds. If you've learned Spanish or German, 167 00:36:35.600 --> 00:36:43.129 WLWV Board Room: you know the set the letter t always makes a certain sound. The letter D always makes a certain sound. The letter e consistently makes a certain sound, 168 00:36:43.170 --> 00:36:46.139 WLWV Board Room: so it's more transparent and easier to learn, 169 00:36:46.800 --> 00:36:48.540 WLWV Board Room: whereas in English 170 00:36:48.720 --> 00:37:02.259 WLWV Board Room: vowels can make different sounds depending on where they come after a letter or in combination. And so there's a lot more complexities to languages like English or French. That's why you often hear students say 171 00:37:02.500 --> 00:37:14.400 WLWV Board Room: um, especially if they come from another country. I grew up speaking Spanish. It's harder to learn English, or you'll hear a student whose home language is English, saying, It's a lot easier to learn Spanish, 172 00:37:14.510 --> 00:37:30.930 WLWV Board Room: and so we really are working with a language for young readers that, And this is not new research. This has been around for well hundreds of years and decades that it has a more complex construction to it. And so we just have to understand that as teachers of young readers. 173 00:37:31.710 --> 00:37:50.589 WLWV Board Room: So when we think about young readers coming to read a a more complex language that doesn't have sounds that are often consistent. There's a lot of exceptions. Um, Then the then rules to the English language. We have to think about what's causing a student to maybe have a reading challenge 174 00:37:50.600 --> 00:37:58.160 WLWV Board Room: and work with trying to figure out? Is it the decoding component? Is it the meaning component, and what's making heart for children? 175 00:37:58.880 --> 00:38:11.529 WLWV Board Room: So we do pay attention to those challenges like dyslexia. We do have a screener for children. In fact, Oregon Senate, though one hundred and three requires school districts to have a screener for dyslexia. 176 00:38:11.900 --> 00:38:22.410 WLWV Board Room: So we do give that to young children. You can see uh in the second bullet point. Um that we do assess our students as kindergarteners and new first graders who come in, 177 00:38:22.610 --> 00:38:33.240 WLWV Board Room: and then, when teachers have an opportunity to meet with parents, whether at a conference um or a follow up um meeting after that assessment. 178 00:38:33.250 --> 00:38:45.230 WLWV Board Room: Um! If there is more intervention that's needed or some support, there's an opportunity to work with the parent on what that means, whether accommodations in the classroom or other specific strategies. 179 00:38:46.410 --> 00:38:50.039 WLWV Board Room: Our Literacy Handbook works really hard 180 00:38:50.210 --> 00:38:52.849 to take. All of these approaches, 181 00:38:52.950 --> 00:39:10.630 WLWV Board Room: the approach of decoding and putting words together like word, study, and phonics alongside the strategies of meaning, making and reading comprehension, and put those together, and there often isn't one curriculum resource that's perfect. There's some there's a combination, 182 00:39:10.640 --> 00:39:33.090 WLWV Board Room: so we do use um Lucy Cawkins for um our general reading curriculum. She also has um a deep unit on phonics that we make sure teachers are using, and then we've purchased a fantas and panel uh curriculum that helps teachers dive deep into word study and decoding. So again like that first graph, remember this: two components of reading, meaning, making 183 00:39:33.100 --> 00:39:40.970 WLWV Board Room: and decoding. So we've got a curriculum that doesn't choose one or the other, but works with the and which makes it really strong. 184 00:39:41.670 --> 00:39:59.410 WLWV Board Room: And then we have a tier, one tier, two tier. Three approach tier. One is, what do all students get in our reading instruction? Making sure that there's a balanced literacy approach, and I just put a red circle around. I know you can't read those, but in our handbook we do have some key chapters on 185 00:39:59.420 --> 00:40:16.839 WLWV Board Room: reading intervention and dyslexia and word study. So we do want to pay attention to those and include those and implement them in our reading program. So tier one is what all students get in their reading program Tier two would be, What do some students need in addition to that 186 00:40:16.900 --> 00:40:31.369 WLWV Board Room: based on some assessments that we've done, and then Tier three is, What is it that a few students still need, and whether they qualify for special education or even more intervention, we want to provide that um early and often for them. 187 00:40:34.010 --> 00:40:51.090 WLWV Board Room: And then, lastly, we've been getting just a few um emails also about not just how do you teach reading? And can we learn more about dyslexia and the district. But tell us more about um library, book selections, and how that happens in a school library which is different. 188 00:40:51.100 --> 00:40:56.100 WLWV Board Room: Then um text selections that teachers have were required reading with their curriculum. 189 00:40:56.280 --> 00:41:12.199 WLWV Board Room: And I did send each of you um an email describing that process. So what you're gonna see tonight is actually just a summary and a review of that. But I wanted to just show it again, because we do have some families who may be interested in watching the board meeting tonight. 190 00:41:13.110 --> 00:41:25.340 WLWV Board Room: So we do. Our school libraries do focus on developing lifelong readers, encouraging the students to read. We do have a process for book selection that's guided through the School Library Association. 191 00:41:26.150 --> 00:41:44.060 WLWV Board Room: We emphasize providing materials that prompt readers to see themselves reflected in books, and to see the will be on themselves. We do also reference common sense media. The reason we like that resource is because it does include some parent and student reviews that we're able to um consider. 192 00:41:44.830 --> 00:41:52.790 WLWV Board Room: And then we also um work with guidance from the Oregon Department of Education, And I did put in front of you each just a 193 00:41:52.840 --> 00:42:00.680 WLWV Board Room: uh a slim copy of their guidance to school districts. Um, in case you want to take that home and reference that, 194 00:42:02.180 --> 00:42:18.549 WLWV Board Room: And then our teacher librarians are an exceptional group of professionals and educators. They work really hard to think about a diverse display and availability of genres and events. Non fiction, fiction, biographies. 195 00:42:18.630 --> 00:42:25.680 WLWV Board Room: They do hear from students and parents about options and choices of interest, 196 00:42:25.730 --> 00:42:28.139 WLWV Board Room: and take that into consideration. 197 00:42:28.220 --> 00:42:43.260 WLWV Board Room: If there is a concern about a text in the library. Um, the teacher. Librarians do work with parents on that, and how to maybe guide their student to either different texts or watch for that text. If you checked out or not checked out. 198 00:42:43.900 --> 00:43:01.090 WLWV Board Room: Um. In our middle schools there are some texts that come to us from organizations like Orca, the Oregon Readers Choice award, which are programs where kids are encouraged to read a certain number of books, and then they get awards um for participating in that. 199 00:43:01.510 --> 00:43:07.919 WLWV Board Room: And so they have their list of books that students are to read, and so we try and make those available. 200 00:43:08.210 --> 00:43:25.540 WLWV Board Room: Sometimes those have a wider age range, and so when they do. We do take note of that in our middle schools. Um! And then monitor those selections, and if parents um don't want their children to have access to those. Then. Um, we make sure that's in place. 201 00:43:27.200 --> 00:43:43.630 WLWV Board Room: So I just wanted to share a little bit. You kind of got a a reading one hundred and one a little bit about um our reading program and our elementary grades, how we are paying attention to challenges that come up. There were some questions about that during our literacy night it might come up again at Lowry, and we'll be prepared to answer it there as well 202 00:43:43.800 --> 00:43:58.710 WLWV Board Room: that we are paying attention to young readers as they're striving to um, become independent readers and providing any kind of intervention support that they need, We are paying attention to dyslexia, not only as a State, how we made great strides in that area one, 203 00:43:58.720 --> 00:44:17.759 WLWV Board Room: but also in our work in our schools and um through our literacy Handbook, making sure our teachers have the kind of um recognition of what it means, awareness what it looks like, and then interventions in place. And then again, just a review of um, our library selections, and the thoughtful process that we have around selecting texts. 204 00:44:18.110 --> 00:44:19.020 So 205 00:44:19.300 --> 00:44:25.829 WLWV Board Room: if you have any questions, can answer some of those that we can move on, because I know I took a little bit of extra time. 206 00:44:26.080 --> 00:44:28.819 WLWV Board Room: Alright, Thank you. 207 00:44:28.910 --> 00:44:37.630 WLWV Board Room: And we will move on in our agenda to the consent agenda. Um as Douglas. Will you please call the vote? 208 00:44:39.970 --> 00:44:54.090 WLWV Board Room: Oh, yeah, a motion would be good. So we have something to vote on. Yeah, I was like, Why does that feel out of order? I will make a mission. We approve the consent agenda, all right. We got a motion for a second director, white as a second. And now you can call the vote. 209 00:44:54.430 --> 00:44:57.709 WLWV Board Room: Thank you, Kelly Slope. 210 00:44:59.660 --> 00:45:14.850 WLWV Board Room: Hi! So it's Taylor, Jessie King. Hi Kristy Thompson. Bye, Thank you. Alright, Thanks, um! And then we will move to the um comments 211 00:45:14.860 --> 00:45:20.869 WLWV Board Room: from the audience, which I assume a lot of you are here, for I have a 212 00:45:21.680 --> 00:45:51.200 WLWV Board Room: protocol that I will read um to help us move through this, and this is all designed to help us. Um have a positive experience, and also get through a very lengthy agenda that we need to move through. Um. So first of all, thanks for being here. Um! We are here as a board to listen to you. And so, if you want us to listen to you via a verbal comment here, then you should have signed up right here. Um! So hopefully. You did that already. 213 00:45:51.210 --> 00:46:05.699 WLWV Board Room: Uh, this is our chance to hear from you. Collect information from you, but not necessarily engage in a dialogue. So, um, we're available other ways for that. But in this environment you'll see us. Um with some pretty blank faces just listening. 214 00:46:06.230 --> 00:46:20.640 WLWV Board Room: Um, If you are asking for a specific piece of information that if you make that clear that helps us to provide that information to you. Um. So just to make sure that that's explicit. If you have that request. Um! 215 00:46:20.650 --> 00:46:40.639 WLWV Board Room: If you have a particular complaint about an individual, whether it be a student or somebody who works for the district, and we have a separate complaint process for that um, and that whole process is on the district website. So if you want to talk about an individual, that would be the place to go. Um, 216 00:46:40.650 --> 00:47:10.600 WLWV Board Room: We anticipate that you are here because you want the board to hear you. Um, not because you're looking for a larger audience. So in that sense we invite you to come to the podium and um speak to us, and um i'm pretty strict about uh like clapping, cheering, booing. Um! I've been in those environments, and they are quite silencing and stifling to uh dialogue. And so I also really um hold the tone that in this boardroom. We will act like 217 00:47:10.610 --> 00:47:27.180 WLWV Board Room: we want our classrooms to be like, and so we certainly wouldn't want a student to get up and be booed, or have, you know, a lot of like excessive uh jeering, or anything like that. So I just ask that everybody remains silent. Um! Throughout the duration of public comments so that we can get through it in a really respectful fashion, 218 00:47:27.980 --> 00:47:57.970 WLWV Board Room: and we do have a three minute timer. It's up there for you to see um, so you can help time yourself. Um! There's a lot of folk signed up. In fact, we have more people signed up than the forty-five minutes that we have allotted for public comment. Um, we do have that time, spot allotted because I have sat in meetings, or we What public comment went for two or three hours, and then it means that a lot of the other stuff that we need to move through is happening at eleven, thirty at night, so It's certainly not intended to like silence or um Shut anybody down 219 00:47:57.980 --> 00:48:14.030 WLWV Board Room: just to help us, you know. Do the work so? Um! If you find that you don't have a chance to finish your statement. Um, Or, for some reason you don't get a chance to go tonight, then email it to us. We read the emails you can call us. There are other ways to for us to hear you as well. Besides, just this podium. 220 00:48:14.790 --> 00:48:26.260 WLWV Board Room: Um, if the Board can. Certainly, If we run up against that forty-five minutes, If everybody reach the whole three minutes or goes over, then we'll we'll run out of time, and then the Board can um address that if they decide to. 221 00:48:26.290 --> 00:48:43.869 WLWV Board Room: So there is a uh that we go in because folks sometimes travel from outside the district to speak, and so we prioritize full to live in the district first. Um, so I will call you up, and I ask it the first wave of people that I call it our residents who live inside the district. 222 00:48:43.880 --> 00:48:50.570 WLWV Board Room: Um! And then we don't have anybody attending remotely to make comment. Okay, So I don't have to worry about that part. Um. 223 00:48:50.580 --> 00:49:05.029 WLWV Board Room: And then, after we get through all the residents, and if you don't live in the district, then we'll come to you, and also one of the things that we do when we have a night like tonight, where there's several topics that folks are speaking to. Um. I'm going to group 224 00:49:05.040 --> 00:49:17.170 WLWV Board Room: people according to one topic, and get through a good section of you. And then i'm going to stop, and i'm going to move to a different topic, so that folks who are here about a different topic can speak, 225 00:49:17.180 --> 00:49:33.760 WLWV Board Room: and then i'll move to the third topic, and then, if we still have time, then i'll jump back to that first topic that the majority of you you here are appear to be speaking to all right. So again, all this just designed in a way to try to keep it like respectful and smooth, and give as many people an opportunity to speak, and for the board to hear you. 226 00:49:34.350 --> 00:49:37.470 WLWV Board Room: Um, that's it. 227 00:49:39.070 --> 00:49:41.740 WLWV Board Room: With that I will start with 228 00:49:42.240 --> 00:49:43.589 WLWV Board Room: um. 229 00:49:43.760 --> 00:49:47.420 WLWV Board Room: Kirsten Grayer 230 00:49:48.700 --> 00:49:49.830 WLWV Board Room: Kroner. 231 00:49:51.800 --> 00:50:21.059 WLWV Board Room: Oh, i'm sorry. One more thing. Um, I know so many little protocols. Uh somebody did email me and let me know that they planned on reading um a excerpt from a book that has a graphic scene of some sort. And so in my spirit of uh treating the boardroom like we do classrooms. Um. We usually give students a a warning, and we also allow opting out. 232 00:50:21.070 --> 00:50:40.639 WLWV Board Room: So if you plan to read something that is graphic. If you could just give a heads up to the folks in the room, so that any adult who is in the space can opt out by leaving, and then we can call them back in after the graphic scene, so that you could just extend that courtesy. All right, Thanks, Kristin. Go ahead. 233 00:50:41.310 --> 00:50:42.790 WLWV Board Room: Nothing graphic. 234 00:50:44.290 --> 00:51:03.280 WLWV Board Room: Um, good evening. I respect the position of importance that the Board has, and the work that is before you. Thank you so much for this chance to address my concern. I'm. Here, because of concern over policy and oversight of said policy, as well as what is being chosen as best interest for our students regarding critical race theory and gender theory. 235 00:51:03.290 --> 00:51:14.389 WLWV Board Room: A critical race theory and gender theory seek to do two things, proclaim broad, broad, broad inclusivity and inequality. My belief is that this moral ground belongs to parents, not the schools. One 236 00:51:14.400 --> 00:51:30.229 WLWV Board Room: mit ctl, 237 00:51:31.040 --> 00:51:41.239 WLWV Board Room: an all too brief definition of critical race theory is an outgrowth of the Marxist school of thought. Crt is an academic movement which seeks to link racism, race, and power. 238 00:51:41.250 --> 00:52:00.610 WLWV Board Room: I would like to add, by revising history and painting, a terrible picture of this country, that many shed their blood for Crt, and it's earnest desire to take control of the narrative as Marxist would naturally want to do, they become racist themselves and demonize Americans pinning us against one another. Is this what we want our kids to be taught. 239 00:52:00.650 --> 00:52:12.229 WLWV Board Room: These books and curriculum subtly inform our classrooms that they're worth their meaning in life. Their purpose and identity is wrapped up in their sexuality and the color of their skin. 240 00:52:12.550 --> 00:52:28.609 WLWV Board Room: The premise, principle, and conclusion of both critical race theory and gender theory for youth contains serial representation from critical thinking for constructive dialogue. Zero representation from parents often misrepresents and seeks to deride people of religious faith 241 00:52:28.620 --> 00:52:35.429 WLWV Board Room: glorifies victimhood and pride born out of brokenness, and suppresses any and all who voice opposition. 242 00:52:35.490 --> 00:52:39.549 WLWV Board Room: This is starting to sound like the definition of a cult. 243 00:52:40.150 --> 00:53:00.009 WLWV Board Room: We need discerning eyes, not cultural eyes. As we've seen, culture is capable of making horrible mistakes. This is gross, creative license in our culture that has run unchecked, and is now infiltrating our schools. I ask you to consider how destructive these doctrines are based on lack of transparency, 244 00:53:00.020 --> 00:53:07.369 WLWV Board Room: or having the school be the moral judge of what these kids need at removing the parental rights, so to speak. 245 00:53:07.420 --> 00:53:11.520 WLWV Board Room: Our schools are for education to serve the family, not vice versa. 246 00:53:11.530 --> 00:53:34.820 WLWV Board Room: We want our kids to go on to be functioning members of society. We did not send our kids to school to co-parent with the government. We did not send our kids to school to replace the natural parental direction from family, and we did not send our kids to school to become social activists. No, we send our kids to school to become educated. This premise is born out of sincere concern for all children, 247 00:53:34.830 --> 00:53:48.560 WLWV Board Room: and giving the parents the control to govern such sole matters of identity instead of the school. This is inclusive. Please fight for education for us. We look to you for help. Thank you. One, 248 00:53:52.840 --> 00:54:08.140 WLWV Board Room: all right. So we're not going to clap again just because we're it. You know we're not going to boo or Clap. We're not going to do any of those things, so I appreciate that that way. I don't have to like close the meeting and take a break, and things like that. All right. Um colleen Loomis, 249 00:54:17.510 --> 00:54:22.260 WLWV Board Room: hey? My name is Kelly Lumes, and before you showed up 250 00:54:22.880 --> 00:54:27.330 WLWV Board Room: trigger warning or graphic content warning. 251 00:54:28.090 --> 00:54:31.289 WLWV Board Room: So those who don't want to see are here. 252 00:54:32.210 --> 00:54:34.250 WLWV Board Room: Okay, Um, 253 00:54:34.330 --> 00:54:37.780 WLWV Board Room: all right. So she's gonna hold up that one upside down, 254 00:54:43.870 --> 00:54:53.260 WLWV Board Room: all right. My name is Kelly Loomis, and I live in Westland. I bring to your attention two books which are part of a poetry series 255 00:54:53.440 --> 00:54:55.739 WLWV Board Room: authored by Rupee Carr. 256 00:54:55.950 --> 00:55:02.539 WLWV Board Room: The titles are at the sun, and her flowers and milk and honey, and they are in our high school libraries. 257 00:55:02.710 --> 00:55:13.509 WLWV Board Room: Both of these books have a graphic language and illustrations, and I have enlarged two examples for you and the attendees to see 258 00:55:14.090 --> 00:55:15.879 WLWV Board Room: these books 259 00:55:16.410 --> 00:55:23.710 WLWV Board Room: described through poetry issues such as a girls from from a girls relationship, a breakup, 260 00:55:23.750 --> 00:55:39.640 WLWV Board Room: the aftermath and general topics in her life. This book describes rape incest, sexual abuse. And so dysfunctional relationships. I'm going to read you just one in an excerpt from just one page. 261 00:55:40.140 --> 00:55:42.029 WLWV Board Room: Baby lick me 262 00:55:42.590 --> 00:55:46.779 WLWV Board Room: like your mouth has a gift of reading, and i'm your favorite book. 263 00:55:47.300 --> 00:55:54.890 WLWV Board Room: Find your favorite page and the soft spot between my legs, and read it carefully, fluently, vividly, 264 00:55:55.270 --> 00:55:58.210 WLWV Board Room: Don't, you dare leave a single word untouched, 265 00:55:58.370 --> 00:56:01.350 WLWV Board Room: and I swear my ending will be so good. 266 00:56:01.470 --> 00:56:05.209 WLWV Board Room: The last few words will come running to your mouth 267 00:56:05.560 --> 00:56:12.899 WLWV Board Room: when you're done. Take a seat because it's my turn to make music with my knees pressed to the ground. 268 00:56:13.410 --> 00:56:15.859 WLWV Board Room: This is how we make up. 269 00:56:17.490 --> 00:56:20.560 WLWV Board Room: My children are adults in their twenties, 270 00:56:21.320 --> 00:56:23.179 WLWV Board Room: and I will have grandkids. 271 00:56:28.450 --> 00:56:33.350 WLWV Board Room: I come out of concern for what our kids are being exposed to. 272 00:56:34.520 --> 00:56:41.439 WLWV Board Room: It's been brought to my attention. That problematic books like these This is just one small example 273 00:56:42.000 --> 00:56:44.729 WLWV Board Room: are brought into our um 274 00:56:45.140 --> 00:56:50.709 WLWV Board Room: schools, and and some parents have brought concerns about these books 275 00:56:50.810 --> 00:57:01.900 WLWV Board Room: to either through direct contact or emails, either to the Board or to principals and librarians. Some parents. Haven't even had the courtesy of a response to their concerns, 276 00:57:02.030 --> 00:57:21.240 WLWV Board Room: as others will outline. These books do not represent a first amendment issue. Many are pornographic and portrayed sexual abuse in the Supreme Court case of Miller versus California in one thousand nine hundred and seventy three, who has decided that the sale and distribution of obscene material is not protected by the first amendment, 277 00:57:21.250 --> 00:57:28.309 WLWV Board Room: let alone should they be allowed in schools. I'm not here advocating for book fans. Those things can go both ways, 278 00:57:28.670 --> 00:57:46.689 WLWV Board Room: but I am advocating for the pulling of the requested books that um other people are going to list tonight, and I have been brought before libraries until there is a transparent process put forth that outlines how these books will be evaluated and reviewed, and how parents should go about expressing their concerns. 279 00:57:46.760 --> 00:57:53.699 WLWV Board Room: There needs to be transparency responsiveness from the district and the ongoing presence of some type of parental review committee 280 00:57:53.780 --> 00:58:11.120 WLWV Board Room: in my experience to the years of children's schooling. A parent might be labeled as problematic Alright, Kelly, you're cutting into other people's times right now. Is that right? Where Are you willing to stop? Great! It's been over three minutes. All right. Very good. Thank you. Um. So next we will move on to Karen Salveti. 281 00:58:17.410 --> 00:58:19.389 WLWV Board Room: Okay, Hi! 282 00:58:19.750 --> 00:58:32.439 WLWV Board Room: My name is Karen Salvetti, and I am new to this school district. We just moved to West Lynn in July. It's finding Christy. You were talking earlier about a third place to celebrated more than second my son, one hundred and one 283 00:58:32.450 --> 00:58:44.569 WLWV Board Room: uh one-third and wrestling at State his junior year second senior year, and I have more smiling pictures when he one-third that you got. So I thought that was funny, and close to home to my heart 284 00:58:44.830 --> 00:58:59.679 WLWV Board Room: I am here, though, to talk to you about a book specifically a heart stop or two. I put in a formal complaint to the Board or to the school district, I should say. And um I heard back from Barm, the assistant superintendent 285 00:58:59.760 --> 00:59:18.029 WLWV Board Room: through email. I spoke with her also. Today, she said. She forwarded my complaint, and her response to Kathy, who then should have shared it with the board, and with that included many images of the inside of this book. I will not share the words, and what not, because they are quite graphic. Um, 286 00:59:19.030 --> 00:59:35.390 WLWV Board Room: my sixth grade daughter. She's our youngest. She brought it home to me uh cause a friend got it at the library and said, You got to read this book. You got to read this book. She brought it home, and was like, I don't want to read this book, Mom, how do I tell my friend that? And I look through it, and page four drops the F bomb. 287 00:59:35.400 --> 00:59:45.609 WLWV Board Room: There's ten more, along with other graphic and explicit words. And the worst part of this book it's not nearly as bad as that disgusting one. Um! 288 00:59:47.780 --> 01:00:06.300 WLWV Board Room: There's a boy and another boy, and they go into the locker room at their middle school, and one is on his knees in front of the other, one with the door locked, and it's all graphic imaging. And so it's sexual graphic all the way through it. I shared pictures with my complaint. You can look at them there. 289 01:00:06.310 --> 01:00:09.589 My concern with this is that the access to the book 290 01:00:09.690 --> 01:00:15.860 WLWV Board Room: was given to my daughter through a friend. So, though the district has these rules on, 291 01:00:15.870 --> 01:00:30.829 WLWV Board Room: I can put against my daughter. I don't want her to have that book. This book was wrongly categorized at Rosemont Middle School as a Ga. Not a y a for fourteen, and above my daughter's eleven so, or her friends. Her friend got it and gave it. So while I have, 292 01:00:30.840 --> 01:00:38.360 WLWV Board Room: I don't want my daughter with this y a book. Her friend gave it to her. So while the district has a gatekeep to certain books, 293 01:00:38.600 --> 01:00:43.499 WLWV Board Room: their kids, they're going to show each other these things, And why is it in there at all? 294 01:00:43.720 --> 01:00:59.039 WLWV Board Room: I'm. A mom of a daughter who was a sexual assault victim when she was seven years old. When she was nine years old she had to testify against her assault her. I was this far away from him. He was found on two counts felony, child, sexual abuse, 295 01:00:59.050 --> 01:01:04.080 WLWV Board Room: and she gets this handed to her in her school and her safe place. 296 01:01:04.450 --> 01:01:14.780 WLWV Board Room: Why, why is this sexual book being handed to my daughter, who's a victim, and being traumatized all over again, she had the go to speak out. Others have not 297 01:01:14.790 --> 01:01:34.110 WLWV Board Room: this my opportunity to bring to you board, because that's my next step bar of. Let me know when you talk to you guys. So I would love feedback from you to respond back to me when you can, on how we can get this book out of the district and other books as well. It'll be listed tonight, so if I can hear back from you in a different way. That would be amazing. 298 01:01:34.120 --> 01:01:34.830 WLWV Board Room: Thank you. 299 01:01:37.540 --> 01:01:48.019 WLWV Board Room: All right. We will move on to actually uh, Josie. Alexander looks like you're from like us we go. Is that right? Okay, I'm gonna skip you and come back after we move through this. So if I lose track of that 300 01:01:48.080 --> 01:01:53.639 WLWV Board Room: um help me, remember, so we will move to um Tricia Britain. 301 01:01:58.980 --> 01:02:04.279 WLWV Board Room: So before I start, I just have some information. I'd like to give you an a Co. With Kelly from the 302 01:02:10.990 --> 01:02:12.410 let me just get 303 01:02:12.560 --> 01:02:14.100 WLWV Board Room: It's open here. 304 01:02:19.560 --> 01:02:29.849 WLWV Board Room: Okay? Well, good evening, Superintendent Lovely and board members. Thank you all for being here and for all you do. I'm a mom of two wonderful children who I Home School, for the very reason i'm standing here tonight 305 01:02:29.860 --> 01:02:58.469 WLWV Board Room: on October twenty first of this year I emailed the Board and Dr. Lovewig, requesting for the book me and Earl and a dying girl to be removed from the district's libraries. In that email There was explanation for my concern, as it contains sexually explicit and objectively obscene material. I did forget to tell you I am going to have some explicit stuff. So if anyone needs to leave um to this day, the book remains in the school district libraries, both in middle and high school, because the book remains. I assume the district recommends and approves of this book for students. 306 01:02:58.480 --> 01:03:09.270 WLWV Board Room: So I ask you Board and Ludwig Capy Ludwig. Um. Do you approve and recommend of the following material: I will read in these passages, Mind you, it is graphic. 307 01:03:10.070 --> 01:03:40.049 WLWV Board Room: Yeah, Earl. I'm going to eat her pussy. Do you ever Do you know how to eat? Pussy? Uh, not really. Papa Gains never sat you down, said Son one day. You're gonna eat the pussy? No, but he did teach me how to eat a butthole. I would teach you some pussy eating technique, but it's a little complicated, son. I don't have time for that. I got like twenty pussy over here that I need to eat. I'm on a pussy deadline. You've got twenty vaginas all lined up in a row. I'm talking about pussy. I got a little honey mustard over here, and a little hinds, 308 01:03:40.060 --> 01:03:42.710 fifty-seven and a whole lot of pussy. 309 01:03:42.720 --> 01:04:01.149 WLWV Board Room: No, shut the back up. You are so fucking much you care so fucking much about what people think you got to be secretive as Shit got to run around sucking everybody's, Dick, pretending that you are their friend, because you are so much about what they think. Let me fucking tell you nobody gives a shit about you. 310 01:04:02.390 --> 01:04:06.470 WLWV Board Room: This is porn and not education, or even literacy. 311 01:04:06.630 --> 01:04:20.850 WLWV Board Room: Westland Wilsonville has confirmed that they approve of this contact within contacts within the district for their students by allowing it to remain in the libraries. There is no excuse for this book or any other similar to this to remain in the district. Libraries 312 01:04:20.950 --> 01:04:30.480 WLWV Board Room: like the T. As if if you don't want to go up to a teacher and ask about this, what talk like this, how would that turn out if uh some 313 01:04:30.490 --> 01:04:50.350 WLWV Board Room: sorry lost? Um! If a student spoke to a teacher like this, how would what would be the outcome? Or if a student wrote a paper like this, Would it be great and accepted. You have a responsibility to your students, protect and safeguard our children, exposing them to have seen and sexual explicit pornographic materials harmful to the psyche and sacrificing their innocence. 314 01:04:50.530 --> 01:05:01.209 WLWV Board Room: You are responsibly the advocates for students education. Everything else is the responsibility of the parents, and it's time you stop crossing that boundary. Therefore i'm asking the board 315 01:05:01.500 --> 01:05:14.770 WLWV Board Room: a couple of things one you need to come up with the system to remove these books from the district and keep them out to. You need to create a policy, because there are currently is not one for which library books are newly chosen for the library and three. 316 01:05:14.780 --> 01:05:33.209 WLWV Board Room: The Board forms a committee which parental involvement is number one, and this committee will be involved with the entire process of the library, book, selection, and removal almost done. Remember, these are our children and parents rights matter. So i'm asking you to advocate for education and stop harming our children with indoctrination. Thank you 317 01:05:34.770 --> 01:05:44.049 WLWV Board Room: all right. We will move to Danielle Haskins Tricia Britain. Your name is there also is. This 318 01:05:46.100 --> 01:06:01.420 WLWV Board Room: is Danielle Here I'm going to move forward just because we have a lot of people, and we'll give you another chance if we have the time. Um, so there! Um! So then, Stephanie Houston, 319 01:06:04.370 --> 01:06:07.600 WLWV Board Room: Thank you so much for taking this time on a really cold night. 320 01:06:08.340 --> 01:06:23.819 WLWV Board Room: Cold, happy holidays. Maybe it's cold outside. You guys know that song. Do you remember when there was a big ruckus about that song. Does everybody remember when it was like the rapist anthem? And we were so offended and it had to be removed off the radio. 321 01:06:24.690 --> 01:06:30.889 WLWV Board Room: Just everybody remember that. So I am a victim of sexual assault as well, and I mean 322 01:06:31.010 --> 01:06:49.350 WLWV Board Room: it's. It happens, but i'm not sure that these are the mechanisms. And when you say you know, I'm here to implore to your hearts and have a heart to heart with you guys. And when you say we have a thoughtful process. I do believe that I don't believe you guys have time to read every single page of every single book. So that's what we're here for. You know what I mean. Um! So 323 01:06:49.360 --> 01:06:51.209 WLWV Board Room: this is a warning that it is 324 01:06:51.390 --> 01:07:10.929 WLWV Board Room: explicit, and um! There's also gun violence when she shoots her father, and I want to make it know that there's not like a a moral of the story. The Girl Doesn't get off drugs. It's just a lot of poetry about rape and getting high and shooting her dad and drugs, and I also want to point out that I do home school. But 325 01:07:10.940 --> 01:07:39.140 WLWV Board Room: when my daughter Um! Who I don't overly shelter at all. Um! She heard me rehearsing this to my commitment a replica. Briefly, i'll i'll pause your time. I'm just not realizing. I just don't know the titles and the authors of the book, so it just would be helpful for me, because I don't know where these books are coming from, or anything. So if you could anybody who's reading books, if you could just let me know titles and names that would be helpful. Okay, 326 01:07:39.370 --> 01:07:52.940 WLWV Board Room: Frank, by Ellen Hopkins. Okay, Great. Thank you. And it is in your packets that we printed out um for your review. But, um, my daughter, did they happen to over here this? And And she just 327 01:07:53.040 --> 01:08:05.200 WLWV Board Room: said, I I want you to know, she said. Mommy, this is making me so uncomfortable, and I know that's not your intent as educators to make kids uncomfortable. And so this is happening, and kids are saying they're uncomfortable. 328 01:08:05.410 --> 01:08:35.399 WLWV Board Room: He pulled out a middle which looked a bit short, a six pack of beer. For the next twenty minutes we snorted and drank claim to a very tall buzz. We talked and joking giggled. It all seems like it should until it didn't anymore Crank revved. So it's all about, meth, and pistons firing full board. Passion firecracked into tiny bursts from side to belly button. Oh, baby, I want you so bad, my shirt to open. Wait! I waited for weeks, put up and shut up kisses, segway to bites, bruises, pain, ribbon through my body. Brandon, please stop. No, you promise you damn little tease. Off came my shorts. Down with you, 329 01:08:35.410 --> 01:08:43.170 WLWV Board Room: Zipper. I realized I was in serious trouble. I'll scream, Go ahead! No one can hear you. Still I open the mouse. His hands slapped down over it. 330 01:08:44.130 --> 01:08:49.079 WLWV Board Room: Just relax. You love it, my brand New Victoria's secret shredded. I felt the worst of Brandon. 331 01:08:49.250 --> 01:09:04.019 WLWV Board Room: They all love it. He had done it a different way. I might have responded with the excitement. Instead of frozen frozen, he pushed inside. There it goes! Oh, God! There it goes! It went all right. The audible tear pain mushroomed into agony, and all I could do was go stiff. You weren't lying, 332 01:09:04.029 --> 01:09:10.620 WLWV Board Room: you bitch. I laid their sobbing as he worked, and sweated over me, stoked by the monster. It took him a long time to finish, 333 01:09:11.569 --> 01:09:13.969 WLWV Board Room: and I just want to read a little bit about 334 01:09:15.250 --> 01:09:30.110 WLWV Board Room: if every if ever a person deserved to die. It was Dad, but when I saw the bullet hit It's target Square watched him drop surprise forever branded in his sightless eyes when his shallow breathing went silent. I wanted to take it back. Couldn't 335 01:09:40.240 --> 01:09:45.019 WLWV Board Room: all right. I'm seeing a last name of Douglas. 336 01:09:45.710 --> 01:09:49.090 WLWV Board Room: Okay, Raquel, and then I um. 337 01:09:49.210 --> 01:10:19.050 WLWV Board Room: I see an address. But is that inside Weston we'll see over in Wilsonville, Westlands. We live right behind in the creek. Great? Alright. Thank you. Go ahead. Awesome. Thank you. Um. I wanted to say that I My name is Rickel Douglas. I have two children. I have a senior, and I have a sophomore actually remove them from West Westland, Wilsonville School district, and I really did not want to do that. Um! But I removed them, and I didn't bring any books, and I don't have any dramatic posits, and I I certainly don't mean that it's insulting 338 01:10:19.060 --> 01:10:23.769 WLWV Board Room: anyone else. But i'm a mom and I want to protect my children 339 01:10:23.780 --> 01:10:51.030 WLWV Board Room: if I can careful about the movie and screen time, and we just gave a warning to parents that, hey? If you hear something that's let the audience know if it's going to be um, you know, sexual or graphic, there's no wanting on these books to tell my child if it's sexual, Graphic. If we're going to say something that's going to be that graphic shouldn't the warning Be on book for the children 340 01:10:51.440 --> 01:11:09.320 WLWV Board Room: If i'm a mom and I want to protect my children, and I send my children to school, and i'm diligent about what they watch and what they see, and with the experience, should not the school be just as diligent because the school is a learning environment. It is not an indoctrination environment. 341 01:11:09.330 --> 01:11:32.539 WLWV Board Room: When I pulled my children out of schools because my son was struggling with dyslexia, and it wasn't because he was a he's learned Spanish, and it wasn't because he was a barn, or he spoke it. It was because he was struggling, and as much as I went to the school to try to get help for him. We did not have that support even when I saw the teachers wanting to give that support to my child. The administration didn't, 342 01:11:32.550 --> 01:12:01.509 WLWV Board Room: so I had to pull them and put them in a whole new school in high school, which is hard for everybody. And so the the reason I'm standing here with you today is not to criticize you, or to tell you what you're doing wrong, because I really believe that anyone who's ran for this position has a desire to serve. And so I want to appeal to that to your ability and to your campaign to serve the children and the parents of this community. Protect our children. 343 01:12:01.520 --> 01:12:13.450 WLWV Board Room: This isn't about i'm not here for sexuality or race, although i'm not a victim, my children are victims. I'm here because our children need to be protected. What is the reason 344 01:12:13.460 --> 01:12:24.420 WLWV Board Room: for that kind of graphic sex. What are we teaching them behind you? It says for the greatest thinkers does that employ great thinking 345 01:12:24.550 --> 01:12:43.060 WLWV Board Room: it doesn't? It gives confusion and fear and uncertainty. We want our children to be safe. We want them to go to school and have a learning environment. We don't want them to have a political environment. I don't want my child to go to school and be told because they're black, or they're mixed because they are that they're a victim. 346 01:12:43.640 --> 01:13:02.429 WLWV Board Room: That is not the message of Dr. Martin Luther King, if we all remember that great speech, in spite of not because of so i'm standing here as a mall to tell you, protect our children, protect their innocence. There's so much junk in the world. Why should they come to school and have to see it? 347 01:13:02.480 --> 01:13:05.240 WLWV Board Room: That's the only thing I have to say. Thank you. 348 01:13:09.960 --> 01:13:13.269 WLWV Board Room: Okay, Jenna. 349 01:13:20.480 --> 01:13:26.140 WLWV Board Room: Hello, Um. I am here on behalf of the 350 01:13:26.630 --> 01:13:46.080 WLWV Board Room: Oregon Moms Association. Not quite sure. I think that's what it is. Um! But I am a content presenter. Um and i'm presenting content called uh beyond magenta transgender and non-binary teams. Speak out this is in the um high school, I believe. Um, 351 01:13:46.250 --> 01:13:56.770 WLWV Board Room: so i'll just. I'm going to read a little bit, and I will warn you there is some um graphic content. I will be presenting uh language wise, 352 01:13:57.870 --> 01:13:59.839 WLWV Board Room: so we'll just start out. 353 01:14:00.990 --> 01:14:11.020 WLWV Board Room: Um, i'm sorry. Can you repeat what your book what the book was? Oh, yeah, it's called uh beyond magenta transgender and non-binary teams. Speak out 354 01:14:12.630 --> 01:14:13.630 WLWV Board Room: all right. 355 01:14:15.550 --> 01:14:17.429 WLWV Board Room: I was sexually matured. 356 01:14:17.740 --> 01:14:33.890 WLWV Board Room: And What I meant by sexually material is that I knew about sex from six up. I used to kiss other guys in my neighborhood, make out with them, and perform all sex on them. I liked it. I used to love oral, and I touched their, you know. But we were really young, but that's what we did. 357 01:14:39.660 --> 01:14:48.439 WLWV Board Room: This guy got me to perform oral sex on him. I thought I was doing the right thing by performing on him, but I wasn't he was just abusing me. 358 01:14:48.520 --> 01:14:56.900 WLWV Board Room: He had total buying control over me. He didn't have to get physical with me. He just knew where to hit me, and wherever it's emotionally. 359 01:15:01.590 --> 01:15:05.709 WLWV Board Room: Well, one time he approached me, he said, 360 01:15:06.350 --> 01:15:13.970 WLWV Board Room: i'm told that you're really good at head. I was freaked out. I was excited. I was like, Oh, my God! 361 01:15:14.150 --> 01:15:30.509 WLWV Board Room: He said. Well, why don't you? Why don't you do that to me? I said I would, but I have to go to work right now. When I come back I will do it. I remember walking with my work group and thinking, Oh, my God, he wants to, you know, with me I had butterflies in my stomach. 362 01:15:32.900 --> 01:15:37.519 WLWV Board Room: Um yeah, that's pretty much. That's pretty much it. Um. 363 01:15:38.050 --> 01:15:40.769 WLWV Board Room: Not quite sure Why, that's necessary. 364 01:15:41.180 --> 01:15:43.549 WLWV Board Room: But uh, i'll just leave it there. Thank you. 365 01:15:47.740 --> 01:16:03.749 WLWV Board Room: Okay. So we are over halfway through, and so i'm going to switch to a different topic for a little bit and get some space for those folks. So uh bouncing back up now to Um, Sarah Lawrence, 366 01:16:11.030 --> 01:16:11.950 WLWV Board Room: Then 367 01:16:14.030 --> 01:16:15.660 WLWV Board Room: thank you so much for saying, 368 01:16:15.980 --> 01:16:19.330 WLWV Board Room: Let's get tonight, too. I appreciate it, Sarah Lorenz Wesley. 369 01:16:24.870 --> 01:16:45.720 WLWV Board Room: I have been advocating in our district for the last ten years for the same simple yet very essential right the right for every student to be reading at grade level. I am dyslexic. My son is dyslexic One in five people are dyslexic and actually sixty percent of learners struggle to decode written language. 370 01:16:45.730 --> 01:17:03.969 WLWV Board Room: Westland Wilsonville school district is a model for inclusive classrooms where all students will have their needs met. My son Ty, despite his iep and accommodations, still struggled Here his grades were failing, his confidence sank, and he experienced bullying. He wanted to drop out. 371 01:17:03.980 --> 01:17:33.950 WLWV Board Room: Our family made the difficult decision to have him attend Edison, a private high school there. Tie received Orton Gillingham instruction, and supports an executive functioning. Despite academically rigorous classes, he discovered success for the first time. He easily fulfilled his two years of a second language which is needed for college, and that's because Edison offers American sign language. Westland High School Does not. Edison understands that students who struggle with with English 372 01:17:33.960 --> 01:18:00.939 WLWV Board Room: certainly cannot decode or write a second language as well for students with a reading disability. That second language can be a major roadblock to college. The solution is easy. Offer. Asl tie graduated Edison with a three point eight cumulative Gpa. Last spring. Our family over those four years so spent one hundred thousand dollars and many hours a day traveling across town. 373 01:18:01.340 --> 01:18:29.729 WLWV Board Room: I don't wish this on anybody else in our community, and there were other Westland families there. That's why I continue to advocate our governor, Kate Brown issues a proclamation each year. It proclaims that October is dyslexia awareness month. Dyslexia is celebrated throughout schools and libraries worldwide my hope is that next October our district will embrace dyslexia awareness month in every newsletter and in every school library, and at future literacy events. 374 01:18:29.740 --> 01:18:57.560 WLWV Board Room: I asked that American sign language we offered at all three of our high schools starting this fall. We need every child reading at grade level. Illiteracy is a proven pipeline to dropping out suicide the streets in the juvenile court system. These students are bright. There's nothing wrong with them, but rather our reading program that isn't based on the science of reading, and a lack of awareness among amongst their teachers and peers. 375 01:18:57.570 --> 01:19:26.870 WLWV Board Room: Their peers should know that dyslexic brains are wired a little bit differently, but not inferior, that iphone that they all love so much created by a dyslexic. Steve Jobs, Thomas Edison, Michael Jordan, Tim Tebow, Jennifer, Aniston again, one in five people are dyslexic, and sixty percent of learners have a struggle with decoding written language. Reading is a civil right. It's time to have that tough conversation on how we can make learning to read more equitable 376 01:19:26.880 --> 01:19:29.690 WLWV Board Room: to all students in our district. Thank you. 377 01:19:33.710 --> 01:19:36.900 WLWV Board Room: Okay, Julie Fraser, 378 01:19:43.030 --> 01:19:56.169 WLWV Board Room: Thank you for the opportunity to address you on dyslexia, a parent with two sons who have dyslexia and I have a unique perspective of working as a parent educator and a special educator. 379 01:19:56.500 --> 01:20:15.469 WLWV Board Room: We moved here from Arizona in two thousand and fourteen, when my sons were in third and fourth grade, and chose West and Wilson Bill because of the strong schools. My oldest was diagnosed with dyslexia in two thousand and fifteen. It was found that he was a year behind in reading, which I found odd, since I was always told that he was meeting benchmarks. 380 01:20:15.800 --> 01:20:23.899 WLWV Board Room: He was immediately placed on a five hundred and four plan not an Iep to receive accommodations to help him better access his education. 381 01:20:24.030 --> 01:20:33.509 WLWV Board Room: When my younger son was diagnosed in two thousand and sixteen, it took five months and a meeting with eight district representatives just to get him applyable for plan. 382 01:20:34.120 --> 01:20:37.139 WLWV Board Room: Why he was treated differently than his brother. 383 01:20:37.510 --> 01:20:48.609 WLWV Board Room: Um, he could not spell. He could not read without randomly making up his own story in the middle of reading aloud, and he couldn't memorize his multiplication tables, home, address, or phone numbers. 384 01:20:49.250 --> 01:20:51.530 WLWV Board Room: He also has dysrapia. 385 01:20:51.610 --> 01:20:58.100 WLWV Board Room: Our family spent over ten thousand dollars for tutoring, so he could learn to read, write, and spell. 386 01:20:58.950 --> 01:21:03.430 WLWV Board Room: All I can think about is, what about the families who can afford this? 387 01:21:04.780 --> 01:21:07.749 WLWV Board Room: I have not been able to breathe for seven years. 388 01:21:07.840 --> 01:21:12.210 WLWV Board Room: I still have to explain dyslexia to educators and administrators. 389 01:21:12.770 --> 01:21:16.439 WLWV Board Room: I loved working for Wesley Wilsonville. 390 01:21:16.550 --> 01:21:23.270 WLWV Board Room: The district did so much to help me become an educator, and I learned from some of the best of the best. 391 01:21:23.610 --> 01:21:31.530 WLWV Board Room: I hoped to share my knowledge of how dyslexia. Dyslexic, learned to read and hoped educators would lean in. 392 01:21:31.610 --> 01:21:38.220 WLWV Board Room: I enjoyed professional development around a book titled comprehensive literacy, instruction for all 393 01:21:38.720 --> 01:21:42.009 WLWV Board Room: and we got to do that with other educators in the district. 394 01:21:42.310 --> 01:21:45.449 WLWV Board Room: I felt validated for our dyslexic learners, 395 01:21:45.500 --> 01:21:59.119 WLWV Board Room: and I saw many of the surrounding districts when they were offering letters training um to their teachers? I asked, Is this something that West and Wilsonville teachers can also um take part of and have that training. 396 01:21:59.750 --> 01:22:02.880 WLWV Board Room: I was told that letters does not align with the curriculum. 397 01:22:03.360 --> 01:22:07.120 WLWV Board Room: I know Wesley and Wilson Bill cares deeply for its students. 398 01:22:07.250 --> 01:22:13.230 WLWV Board Room: How do we create learning communities for the greatest thinkers and most thoughtful people of the world 399 01:22:13.370 --> 01:22:24.159 WLWV Board Room: by creating more inclusive cultures for our dyslexic learners, improving our instructional practices and thoughtfully leaning into our dyslexic student voices. 400 01:22:24.370 --> 01:22:26.870 WLWV Board Room: We, as a partnership, can do better. 401 01:22:27.910 --> 01:22:40.340 WLWV Board Room: My ask of the School Board is to approve a reading curriculum that aligns with the science of reading, and is on the organ Board of Education's adopted instructional materials list when the opportunity arises. 402 01:22:40.900 --> 01:22:53.679 WLWV Board Room: I also want to invite the Board and District Administration to meet with us. We want the opportunity to share our lived experiences and what we've learned, what we've learned from them. We don't want other families to experience it. 403 01:22:56.340 --> 01:23:04.100 WLWV Board Room: Okay, I think that that's uh all the folks who are signed up for the topic of dyslexia. If i'm missing someone, let me know what's your name? 404 01:23:05.260 --> 01:23:07.269 WLWV Board Room: Let me find you here. 405 01:23:08.700 --> 01:23:10.859 WLWV Board Room: Okay, Come on up. 406 01:23:16.400 --> 01:23:34.050 WLWV Board Room: I actually didn't prepare anything to this week, so i'll just go from the hard Um. My name is Tracey northern. I have a seventh grade son, Ethan. He has. He's dyslexic. It has been a journey from the time We moved to the Western school district. His 407 01:23:34.060 --> 01:24:02.170 WLWV Board Room: Pre-k teacher recognized the signs of dyslexia, and we are so grateful to her, and she encouraged us to get to the Westland school district so that we could take advantage of the services that would be provided, and he has flourished, and we have had wonderful case, partner, case managers wonderful support. Um! But it has been because of a squeaky wheel mom that every year the teachers and the special educators are ready to see graduate to the next grade. 408 01:24:02.180 --> 01:24:12.029 WLWV Board Room: Because I call Iep meetings, and I hold account, and I ask for them to continue to provide what is in his idp. 409 01:24:12.480 --> 01:24:15.389 WLWV Board Room: And so I was so encouraged to hear what you said, 410 01:24:15.620 --> 01:24:17.789 WLWV Board Room: but it's not really happening 411 01:24:17.910 --> 01:24:37.590 WLWV Board Room: in the real life. I just met with my Iep team because my son, who struggles to decode, is being forced to take Spanish where he says it's just a made of language, and he feels anxiety and stress, and then acts a typically because he's in a room where he is drowning, 412 01:24:37.860 --> 01:24:52.739 WLWV Board Room: and he is bright and friendly and social and kind, and thousands of dollars in tutors. And yet he is in the fetal position, because often his curriculum is delivered to him in packets of words 413 01:24:52.970 --> 01:25:11.389 WLWV Board Room: which are just, not how he learns. And so, even though he has accommodations to have a scribe. Two Fridays ago he called me because he was walking around school, hoping for someone to help him take the test that he has all the information in his head, but there was nobody arranged, 414 01:25:11.400 --> 01:25:22.629 WLWV Board Room: because the reality is these. These case workers are overworked, and while the interventions are becoming available now to the young students. The kids that are caught in the middle 415 01:25:22.640 --> 01:25:35.619 WLWV Board Room: don't have the resources that they need. So i'm super excited for the kindergartners and the young kids. You're going to have more support. But we all know you probably didn't really get the resources you need to properly support those students. 416 01:25:35.830 --> 01:25:42.350 WLWV Board Room: And So my kid walked around A. C. Trying to find an adult to help him take a test, 417 01:25:43.110 --> 01:25:48.700 WLWV Board Room: and the people on his team love him, and they work hard for him, and I know that. 418 01:25:49.280 --> 01:25:58.989 WLWV Board Room: But they also we all shouldn't have to work this hard to get them the access to read like I I know I appreciate what people are saying about the books. 419 01:25:59.010 --> 01:26:03.760 WLWV Board Room: I don't want my kid to read that language, but I would cry for joy if he could read it, 420 01:26:03.960 --> 01:26:06.120 WLWV Board Room: you know. So 421 01:26:06.700 --> 01:26:27.289 WLWV Board Room: I just wanted to speak from the heart, because there's a lot of families, and i'm super vocal about dyslexia being a strength, not a weakness. It's not an inferiority, and I have moms come up to me all the time because we talk out loud about our son being dyslexic. It's as common as wearing contacts. It's as common as wearing braces. Our kids should be taught to read by this great school district. 422 01:26:29.900 --> 01:26:32.879 WLWV Board Room: All right. Was there anybody else signed up for dyslexia? 423 01:26:34.450 --> 01:26:43.900 WLWV Board Room: Okay, yeah, we still have another topic to move through. Once dyslexia is closed. Then um, there is someone signed up to speak about Riverside High School, 424 01:26:44.020 --> 01:26:46.399 WLWV Board Room: Kirby and Lucia, 425 01:26:46.560 --> 01:26:48.400 WLWV Board Room: or that was our student. 426 01:26:49.140 --> 01:27:08.159 WLWV Board Room: They signed up, Probably not. Yeah, Yeah, Yeah. Okay. Um. So cross it out. Um. Okay. So then nobody else is here to talk about Riverside High School. Alright, So then we're going to move on to the topic of Si si a Grant and John Mckay. 427 01:27:20.170 --> 01:27:26.890 WLWV Board Room: I want to start with the essay, Grant uh John Mccabe, Westland, Oregon. I know it'll be presented tonight. Um! 428 01:27:27.110 --> 01:27:29.329 WLWV Board Room: What we're hearing tonight. Um! 429 01:27:29.590 --> 01:27:38.879 WLWV Board Room: Good things that happen from Yes, I grant the first two years uh the only problem that this is later. Tonight, when you get to the financial statement, 430 01:27:39.100 --> 01:27:55.050 WLWV Board Room: The Sai grant of seven point. One million dollars than that does not show up in the revenue shows up in the expenses. It's not showing the revenue. So we've got a lot more money to work with. There's a lot more areas that it can cover, because there's a lot more need out there that we're hearing here in the room 431 01:27:55.190 --> 01:27:56.500 WLWV Board Room: and um 432 01:27:56.990 --> 01:28:00.910 WLWV Board Room: people we we need to reach out and spend that money, 433 01:28:06.220 --> 01:28:09.529 WLWV Board Room: and it it's it's critical 434 01:28:09.620 --> 01:28:15.250 WLWV Board Room: um. And Then, when we get down to that, we may lose money because of our enrollments, we do not. 435 01:28:15.390 --> 01:28:18.310 WLWV Board Room: They always pay the higher the prior year, 436 01:28:18.420 --> 01:28:20.730 WLWV Board Room: or the higher of the current year. 437 01:28:20.890 --> 01:28:26.240 WLWV Board Room: So what we know that we're going to receive the only time we're going to receive less is 438 01:28:26.310 --> 01:28:31.960 WLWV Board Room: if property taxes across state go down if it goes up, get more money, 439 01:28:33.290 --> 01:28:53.119 WLWV Board Room: and then the last one is on You're gonna see an interest uh presentation today. Um! There's money that goes towards the general fund money interest that goes to the general fund interest that goes to the Capital Projects Fund, and then there's Rs, two, eight, seven, eight point, one, four, zero, 440 01:28:53.130 --> 01:29:00.719 WLWV Board Room: where interest is supposed to go to the money collected for the Geo. Bonds, which are not paid until June fifteenth of every year. 441 01:29:00.760 --> 01:29:04.749 WLWV Board Room: So from when they are collected uh in property taxes 442 01:29:04.830 --> 01:29:07.669 WLWV Board Room: this month. But actually tomorrow 443 01:29:07.880 --> 01:29:10.249 WLWV Board Room: there's that huge period of time, 444 01:29:10.500 --> 01:29:15.409 WLWV Board Room: and since the two thousand and ten. No interest has ever been recorded in that area. 445 01:29:15.580 --> 01:29:23.759 WLWV Board Room: Uh, it's been easily noted. The only interest that shows up in any of the bonds is interest. We receive from us bank for the per response. 446 01:29:23.910 --> 01:29:29.040 WLWV Board Room: So it needs to be reconciled. Now, you might say, well 447 01:29:29.390 --> 01:29:46.270 WLWV Board Room: have you spoken to anybody about it. Yeah, I spoke to Bob Stewart with glass on school district, because they weren't entered. Either I brought it up to him. He thanked me, and they changed. They went back and restated all the prior years to get the interest income into the years it was earned. 448 01:29:46.790 --> 01:29:48.599 WLWV Board Room: We need to do the same 449 01:29:49.030 --> 01:29:55.099 WLWV Board Room: along with Thesia Grant, we're getting seven point one million dollars this year. 450 01:29:55.390 --> 01:29:57.429 WLWV Board Room: Let's spend it. Thank you 451 01:30:02.050 --> 01:30:14.980 WLWV Board Room: All right. I think that that ends the other topics that are not the Literacy book topics. So if i'm incorrect, I know you want to talk about literacy. Oh, it's not. Okay. So it's a different topic. What's your name? 452 01:30:15.930 --> 01:30:18.340 WLWV Board Room: Let me just find you here. 453 01:30:19.730 --> 01:30:24.220 WLWV Board Room: Okay, there you are in your Westland. Okay? Great. Thank you for clarifying that. Come on up. 454 01:30:34.020 --> 01:30:48.740 WLWV Board Room: I am a public school supporter, and thanks for letting me speak tonight. Um! I support our district teachers and recognize their amazing work. My four kids have all started school in this district, and continue to attend primary, middle, and high school here one hundred and fifty. 455 01:30:49.460 --> 01:31:00.739 WLWV Board Room: I'm here to ask the Board to change the way that reading is viewed assessed and taught in our district. We have a window of opportunity this spring to adopt a new reading curriculum that works for all of our learners. 456 01:31:00.810 --> 01:31:09.349 WLWV Board Room: Please adopt a research-based, structured literacy curriculum. Our district is behind our neighboring schools who have already made this switch 457 01:31:09.730 --> 01:31:22.039 WLWV Board Room: in our district. Kids are taught to guess words that they do not know to look for clues and use pictures. Reading assessments are done to evaluate skills based on flawed ideas about how kids learn to read. One hundred and fifty 458 01:31:23.050 --> 01:31:33.889 WLWV Board Room: kids are not taught to decode words our current curriculum, Isn't research-based and isn't designed to teach the sixty percent of learners who need to coding skills. 459 01:31:34.080 --> 01:31:37.440 WLWV Board Room: Decoding skills are the training wheels of literacy. 460 01:31:37.690 --> 01:31:45.019 WLWV Board Room: Children are taught these fundamental skills, and then they are able to move on after the training wheels 461 01:31:45.610 --> 01:32:04.480 WLWV Board Room: are off, and they have the fundamental skills needed to become great readers, spellers, and writers. The guessing strategies that are current currently being taught do not work. When phonics are added in classrooms they are not enough. They are not taught correctly, and they are the first to go. When time runs out 462 01:32:04.630 --> 01:32:10.369 WLWV Board Room: currently. We are doing a great job at teaching very bad reading strategies 463 01:32:10.540 --> 01:32:26.750 WLWV Board Room: in our district. Only fifty-six of our district third graders read at grade level, and in reality these results are far lower, because many kids are taught through tutoring and other professional assistance. Like us, we go is twenty percent higher at seventy six percent 464 01:32:26.760 --> 01:32:32.529 WLWV Board Room: and like us we go is one of our neighboring school districts that has made this switch to a research-based curriculum. 465 01:32:33.320 --> 01:32:51.029 WLWV Board Room: Research tells us that humans are not born with the capacity to read. Humans are taught. Some of us learn to read quickly, and others It takes direct instruction on how to sound out words in my household. I have both types of learners. Research based curriculum allows all readers to access reading instruction. 466 01:32:51.040 --> 01:33:01.120 WLWV Board Room: It outlines how the brain works, how it learns to read and what steps need to occur. These steps are critical for early readers starting in kindergarten through second grade, especially, 467 01:33:01.320 --> 01:33:06.239 these young children need a way to decode words and create those pathways in their brains. 468 01:33:06.780 --> 01:33:25.870 WLWV Board Room: Early on this is the window of time, and these skills are critical. Our district private prides itself in encouraging parents to read to their children and teach them to love reading. You cannot read love reading unless you are given the tools to access it. Parents are thirsty for this information. We need it. Our children deserve it. 469 01:33:25.880 --> 01:33:41.559 WLWV Board Room: Students who struggle in this district are told you need more confidence. Students who aren't fluent are told. You need to read more. Both of these things cannot happen if you cannot unlock the code to sound out words. Now that we know better we can do better. Thank you. 470 01:33:45.000 --> 01:33:52.530 WLWV Board Room: All right. Thanks, Yarrow, for clarifying that topic. Is there anybody else here that signed up to speak? That's not speaking about 471 01:33:52.620 --> 01:34:06.960 WLWV Board Room: the books. That was the first topic. Okay, very good. Um. So i'll go back. We have um time for one more speaker before the forty-five minute period is up. So i'm just going to the next person who lives in this district, and that's Bruce Wilson. 472 01:34:13.170 --> 01:34:21.040 WLWV Board Room: This thing comes off that's nice. The clickety clack that usually distracts me, but because it's coming from you, it's comforting 473 01:34:21.500 --> 01:34:25.040 WLWV Board Room: she's the nicest person here 474 01:34:25.060 --> 01:34:27.820 WLWV Board Room: continually kind to me. 475 01:34:28.580 --> 01:34:39.129 WLWV Board Room: I have to apologize. I notice there's some sheet manure on my on my boots, and I I notice I keep stepping in in this district Everywhere I go in this district. I keep stepping in it. 476 01:34:39.220 --> 01:34:45.189 WLWV Board Room: I didn't know there was so much speaking about dyslexia. I wish Miss Douglas was still here. I noticed she left 477 01:34:45.300 --> 01:34:52.059 WLWV Board Room: It's going to be ten years before this district gets their act together for dyslexia. That's another topic. 478 01:34:52.520 --> 01:34:56.039 WLWV Board Room: I first want to thank the School Board for allowing me to speak tonight. 479 01:34:56.490 --> 01:35:03.390 WLWV Board Room: It's unfortunate that I have to read the following passages from the book lawn, Boy. By Jonathan, 480 01:35:03.430 --> 01:35:04.639 WLWV Board Room: I listen. 481 01:35:06.140 --> 01:35:10.719 WLWV Board Room: The content is graphic. So good your loins or get out 482 01:35:12.940 --> 01:35:24.769 WLWV Board Room: within the first, that out of three hundred and twenty pages within the first, sixty, six, and forty-four pages; or it rather, there's sixty six uses uses of the F word, 483 01:35:25.100 --> 01:35:28.760 WLWV Board Room: and forty-one uses of the sh word. 484 01:35:29.860 --> 01:35:32.599 WLWV Board Room: I want to read a little bit from page nineteen. 485 01:35:34.730 --> 01:35:38.159 WLWV Board Room: Mind you. This is ten year Old boys telling a story, 486 01:35:39.540 --> 01:35:45.249 WLWV Board Room: the likes of which the author has stated very clearly that this is not meant for children, 487 01:35:45.450 --> 01:35:50.270 WLWV Board Room: and that's what this is meant for in this district. It's meant to be read by children 488 01:35:50.580 --> 01:35:54.420 WLWV Board Room: that you guys approved by a nine Member Board 489 01:35:55.170 --> 01:35:57.599 WLWV Board Room: people that approve curriculum, 490 01:35:57.660 --> 01:36:00.780 WLWV Board Room: and when I talk to Michelle Hall, who is now the 491 01:36:00.890 --> 01:36:06.419 WLWV Board Room: principal of Stafford Primary. One of the main reasons why I left this district. She and 492 01:36:06.940 --> 01:36:08.040 WLWV Board Room: yeah, 493 01:36:08.180 --> 01:36:09.940 WLWV Board Room: who is the former principal, 494 01:36:10.020 --> 01:36:11.740 WLWV Board Room: Sarah Mccarney 495 01:36:12.460 --> 01:36:14.380 WLWV Board Room: and I tried to figure out, 496 01:36:15.050 --> 01:36:17.439 How does this board make these decisions? 497 01:36:17.580 --> 01:36:18.890 WLWV Board Room: How did they do it? 498 01:36:19.380 --> 01:36:20.809 WLWV Board Room: I got ghosted. 499 01:36:21.130 --> 01:36:37.699 WLWV Board Room: I've sat down with David Prior, I think, eight, nine, ten times. Now, if you have a complaint about an individual for you hold that common, i'll take ten seconds back. Thank you. In fourth grade at a church youth group meeting 500 01:36:37.870 --> 01:36:41.139 WLWV Board Room: out on the bush is behind the parsonage. 501 01:36:41.160 --> 01:36:43.940 WLWV Board Room: I touched Doug Goebel's, Dick, 502 01:36:44.180 --> 01:36:45.870 WLWV Board Room: and he touched mine 503 01:36:46.390 --> 01:36:48.040 WLWV Board Room: page ninety-one. 504 01:36:48.490 --> 01:36:52.370 WLWV Board Room: What if I told you? I touched another guy's, Dick. 505 01:36:52.980 --> 01:36:55.240 WLWV Board Room: What if I told you? I sucked it? 506 01:36:56.250 --> 01:37:01.090 WLWV Board Room: I was ten years old, but it's true. I put Doug Goebel's Dick in my mouth. 507 01:37:01.260 --> 01:37:04.189 WLWV Board Room: I was in fourth grade. It was no big deal. 508 01:37:04.350 --> 01:37:06.130 WLWV Board Room: He sucked mine, too, 509 01:37:06.380 --> 01:37:07.789 WLWV Board Room: and you know what 510 01:37:07.960 --> 01:37:09.680 WLWV Board Room: it wasn't terrible 511 01:37:10.150 --> 01:37:12.200 WLWV Board Room: page one hundred and seventy-four 512 01:37:12.680 --> 01:37:14.510 WLWV Board Room: all I could think about 513 01:37:14.540 --> 01:37:21.850 WLWV Board Room: while he was chatting me up over the rim of his cappuccino was his little salamander between my fourth grade fingers 514 01:37:22.030 --> 01:37:24.510 WLWV Board Room: rapidly and gorging with blood. 515 01:37:25.390 --> 01:37:33.260 WLWV Board Room: All right, so it's been three minutes, and I gave you back the additional seconds for clarifying it. 516 01:37:33.520 --> 01:37:39.920 WLWV Board Room: Why won't you admit we sucked each other's Dicks. 517 01:37:40.260 --> 01:37:43.240 WLWV Board Room: Do I need to cancel and pause this meeting? 518 01:37:43.730 --> 01:37:46.440 WLWV Board Room: All right. We're going to take a break. 519 01:37:46.940 --> 01:37:49.830 WLWV Board Room: Meeting is adjourned for a five minute break, 520 01:37:57.640 --> 01:38:02.100 WLWV Board Room: but once we have Kathy Ludwig back, then I think we have everybody back 521 01:38:16.440 --> 01:38:28.960 WLWV Board Room: all right. I'm reopening the meeting of the Westland Wilsonville School Board, and um that was over forty-five minutes of public comment. And so that concludes our period for this time. 522 01:38:28.970 --> 01:38:45.040 Can I ask a question. Yes, I know that as a board we can make a motion to extend public comment. We've done it before um. I'm happy to make that motion and just entertain and see if any of the other Board members are interested. As well totally respect if other Board members 523 01:38:45.050 --> 01:38:53.630 WLWV Board Room: um do not want to. But um, i'm always happy to hear more public comments, so I would second it if I can. I want to make a motion to extend public comment. 524 01:38:53.640 --> 01:39:05.299 WLWV Board Room: I second it you're um There Hasn't been a motion. Yeah, um. But you're always open to make whatever motion you'd like. So So i'm going to make a motion that we extend public comments so that we can hear all the rest of the comments. 525 01:39:05.780 --> 01:39:11.020 WLWV Board Room: Okay, So we have a motion and a second and um, 526 01:39:11.030 --> 01:39:41.009 WLWV Board Room: i'm going to have you call the vote, and um, if I can. Just I I'd like to just speak to Why, i'm going to vote. No, and that's because we have a very full agenda. Um, and we have a lot of important work to get through. And um and my experience when we have extended the the public comment. Um, often it's a lot of the this, you know. The point has been made, and it's been heard, and so I don't I don't feel a need to to continue to dig into the the late night, and that's why i'll be voting. 527 01:39:41.020 --> 01:39:46.499 WLWV Board Room: If anybody else wants to talk about why they're gonna vote the way that they can. Now is the time. 528 01:39:46.680 --> 01:39:48.739 WLWV Board Room: Otherwise we'll call the vote. 529 01:39:51.300 --> 01:40:03.490 WLWV Board Room: How many I have a question, and I have a mouthful of trees. Oh, go ahead. I see, Director. Why are you? Were you about to say something? Okay, Director Sloopy about to say something? Well, how many more people are on the list 530 01:40:03.790 --> 01:40:05.329 WLWV Board Room: is my question. 531 01:40:06.320 --> 01:40:11.540 WLWV Board Room: Um see many more people on the list we have. 532 01:40:18.040 --> 01:40:22.640 WLWV Board Room: Um, We have two more who live in the district 533 01:40:23.050 --> 01:40:25.439 WLWV Board Room: is uh Tammy still here. 534 01:40:26.120 --> 01:40:30.430 WLWV Board Room: Okay, and you have a different topic to speak to enter District transfer. 535 01:40:30.580 --> 01:40:38.350 WLWV Board Room: Uh, yeah. So I needed to capture you sooner. I tried to capture folks like you. Um, Okay. So we have um one 536 01:40:39.620 --> 01:40:50.880 WLWV Board Room: uh like three people from outside the district, and then it looks like one person who wants to speak on behalf of another person. So she would get to go up again. Um! 537 01:40:51.930 --> 01:40:58.210 WLWV Board Room: And then it looks like two more. Yeah, that's what I can see from here to answer your question, 538 01:41:00.160 --> 01:41:04.260 WLWV Board Room: Dr. Taylor, did you have something you wanted to add? I had the same question, but 539 01:41:04.300 --> 01:41:05.580 WLWV Board Room: I guess I 540 01:41:05.650 --> 01:41:08.090 WLWV Board Room: like to present a a different motion 541 01:41:08.260 --> 01:41:16.589 WLWV Board Room: that I'm. Willing to hear from the the people who live with inside of this district; and however many of those people are left and wanting to hear up to that point. 542 01:41:16.740 --> 01:41:17.800 WLWV Board Room: So 543 01:41:18.080 --> 01:41:33.950 WLWV Board Room: people have come from outside the district. No disrespect. I represent this district. That's all I really care about. Okay. So we have one motion that we'll vote on first, and then, if you'd like to make a go ahead and make another motion. We can hear your motion. See if it gets a second before we vote on the first one. 544 01:41:34.930 --> 01:41:39.199 WLWV Board Room: Are you making that motion? I would like to make another another motion, I guess. 545 01:41:39.470 --> 01:41:50.219 WLWV Board Room: Do you need to vote on the first one? No, we can get both motions on the table. Okay, I would make like to make a motion to hear the rest of the public comments for the people that live. But say, in within the West line, Wilsonville School district, 546 01:41:55.820 --> 01:42:01.160 WLWV Board Room: Okay, So um Director Taylor has the motion, and Director White has a second on hearing 547 01:42:01.240 --> 01:42:08.640 WLWV Board Room: uh extending public comment just for people to live in the district. So the first one is for everybody who signed up the second one is for folks who just live in the district. 548 01:42:09.380 --> 01:42:11.239 WLWV Board Room: Anybody else want to say anything 549 01:42:11.330 --> 01:42:12.429 for it. 550 01:42:12.580 --> 01:42:20.639 WLWV Board Room: How does that work? We vote on the first motion on the table, and then we vote on the second motion on the table. If the first motion passes in the second motion 551 01:42:20.690 --> 01:42:31.519 WLWV Board Room: basically becomes exempt, and then Director Taylor can withdraw his motion if he wants um. But we'll just take it. One procedural item at a time and go on the first motion. 552 01:42:34.460 --> 01:42:36.050 WLWV Board Room: Kirsten Wyatt, 553 01:42:37.560 --> 01:42:44.660 WLWV Board Room: Christy Thompson, Chelsea King No, Lewis Taylor Kelly Slope all right 554 01:42:45.950 --> 01:42:48.540 WLWV Board Room: Alright, the motion cost or fails. 555 01:42:49.060 --> 01:42:54.540 WLWV Board Room: So we're moving on to the next agenda item, which is 556 01:43:02.040 --> 01:43:06.870 WLWV Board Room: certainly kitchen, Wyatt, 557 01:43:06.960 --> 01:43:20.520 WLWV Board Room: Chelsea, King Alice Taylor. Aye, Kelly slew Hi! Okay, so that motion passes, so we will stick with public comment the folks who live in the district. So let's see here. 558 01:43:21.240 --> 01:43:22.700 WLWV Board Room: Um! 559 01:43:25.720 --> 01:43:29.190 WLWV Board Room: I can't tell Tammy if you live in the district or not by 560 01:43:30.420 --> 01:43:35.100 WLWV Board Room: Prairie View drive, are you? Do you live in the West, and we'll 561 01:43:36.310 --> 01:43:40.210 WLWV Board Room: but on Northeast Prairie? 562 01:43:42.020 --> 01:43:49.689 WLWV Board Room: Okay. I have the address to the on Northeast Prairie View Drive. Where is that address located? 563 01:43:51.250 --> 01:43:59.650 WLWV Board Room: Okay. Then, according to that, the will of the board you won't. Be speaking tonight, but you can always email us, and we read all of our emails. 564 01:44:01.650 --> 01:44:08.379 WLWV Board Room: Yeah, if there's fewer people, then we don't bump up on the time constraints. Um, All right. So then 565 01:44:08.810 --> 01:44:13.190 WLWV Board Room: i'm going to skip like us. We go, and I'm going to go to. 566 01:44:13.530 --> 01:44:15.490 WLWV Board Room: I'm gonna skip Portland 567 01:44:19.210 --> 01:44:20.740 WLWV Board Room: um. 568 01:44:20.820 --> 01:44:25.100 WLWV Board Room: It looks like uh Amy order 569 01:44:25.170 --> 01:44:31.169 WLWV Board Room: um Oregon City, Boulevard, Westland. That's the West West and School District Address: Okay, 570 01:44:31.370 --> 01:44:32.589 WLWV Board Room: Come on up. 571 01:44:32.610 --> 01:44:33.559 Thanks. 572 01:44:34.760 --> 01:44:39.270 WLWV Board Room: Hi. My name is Amy Porter. I reside on Oregon City boulevard in Westland. 573 01:44:39.530 --> 01:44:47.870 WLWV Board Room: I have a parent of three children, all of whom attend or have attended Westland schools. Thank you, Dr. Ludwig, and members of the Board for all that you do 574 01:44:48.010 --> 01:44:54.910 WLWV Board Room: as a former elected official. I understand the extent and hours that you devote to our district. So thank you 575 01:44:55.350 --> 01:45:08.669 WLWV Board Room: mit Ctl, and It has been brought to my attention that some of our school libraries have age inappropriate books in their collections. With my experience on a public library board for eight years. I understand that it is important to review policies on a regular basis. Two 576 01:45:08.710 --> 01:45:13.170 WLWV Board Room: at this point. You have heard from several parents about specific book titles. 577 01:45:13.860 --> 01:45:19.280 WLWV Board Room: With that being said, I asked, that you thoughtfully consider, What does age appropriate me? 578 01:45:19.420 --> 01:45:24.229 WLWV Board Room: And are we as a district providing a safe and moral learning environment. 579 01:45:24.300 --> 01:45:40.050 WLWV Board Room: If these titles are read aloud in the classroom by a student or teacher, i'm. Sure that would be deemed very shocking, if not illegal. Looking through the lens of fcc regulations or illegal, based on current Federal child pornography, distribution loss. 580 01:45:40.290 --> 01:45:50.159 WLWV Board Room: More commonsensically, I could not help comparing the content of these books and their age. Appropriateness to the generally accepted movie viewing ratings, for example, 581 01:45:50.370 --> 01:46:07.659 WLWV Board Room: more than brief nudity will require at least a Pg. Thirteen rating. But such nudity and a Pg. Thirteen rated motion picture generally will not be sexually oriented. There may be depictions of violence in a Pg. Thirteen movie, but generally not realistic and extreme or persistence. Violence. 582 01:46:07.670 --> 01:46:21.179 WLWV Board Room: A Mosher pick a motion picture, single use of one of the harsher, sexually derived words. The only as an expletive initially requires at least a Pg. Thirteen rating more than one. Such expletive requires an rating 583 01:46:21.310 --> 01:46:26.760 WLWV Board Room: as must, as must even one of those words used in a sexual context, 584 01:46:26.840 --> 01:46:40.729 WLWV Board Room: an r rated motion picture may include adult themes, adult activity, hard language, intense or persistent violence, sexually oriented nudity, drug abuse, or other elements, so that parents are counseled to take this rating very seriously. 585 01:46:41.010 --> 01:46:54.940 WLWV Board Room: My ask is simple and straightforward. What is the current policy for reviewing collections of each Boards School schools, library, collection. And how often is it reviewed? How often does the library librarian weed the collection? 586 01:46:54.980 --> 01:47:07.760 WLWV Board Room: What is the current policy for book selection? Is this left left up to the sole discretion of the librarian? Or is there a review committee, including teachers, parents, and the library in who exactly has final selection, approval? 587 01:47:07.890 --> 01:47:11.679 WLWV Board Room: What is the overall specific role of the library within the school 588 01:47:11.800 --> 01:47:24.099 WLWV Board Room: to improve literacy, to encourage reading, to support teachers with material that expands on their specific lessons to the libraries, have a mission statement. Is this district wide or library specific? 589 01:47:24.280 --> 01:47:40.419 WLWV Board Room: In conclusion, I ask that you review the district's, current school library policies and procedures with an eye on morality, age, appropriateness, and compute community transparency. I am happy to volunteer on a selection committee or a policy review committee. Thank you 590 01:47:45.050 --> 01:47:52.040 WLWV Board Room: all right that you are. Amy Porter. Correct? Yeah. Okay. Great Um. So now we move on to Jessica. 591 01:47:52.280 --> 01:47:53.360 WLWV Board Room: Why did? 592 01:47:53.590 --> 01:47:54.650 Yes, 593 01:47:55.310 --> 01:47:56.370 WLWV Board Room: Okay? 594 01:47:56.820 --> 01:47:58.849 WLWV Board Room: Um. 595 01:48:03.090 --> 01:48:10.660 WLWV Board Room: Then I think that that leaves um a person who's speaking on behalf of another person who lives in this district, 596 01:48:11.690 --> 01:48:18.939 WLWV Board Room: and you're speaking on behalf of Danielle, who is not here. Is that correct? Okay. But Danielle is the one who lives in sparking ten. 597 01:48:19.680 --> 01:48:20.719 WLWV Board Room: Okay, 598 01:48:27.670 --> 01:48:31.819 WLWV Board Room: I grew up in Westland. I went to Cedar Oak for elementary Bolton, 599 01:48:31.830 --> 01:48:47.870 WLWV Board Room: the elementary Bolton when it was a middle school, and then graded from what graduated from Westland High School in one thousand nine hundred and ninety. My husband and I are raising three boys, and we're eager to have them. In Westland schools. We have a son on an iep with several special needs, and the district works very hard to provide for him. One hundred 600 01:48:47.880 --> 01:48:54.909 WLWV Board Room: of our other two sons. One is a typical learner, and the other is navigating a life with Adhd. We choose to remove the 601 01:48:55.020 --> 01:49:05.309 WLWV Board Room: them from whistling schools in two thousand and twenty, as virtual. Learning helped us to see the non academic topics that we're being pushed on our children. So I come to you tonight as a mom of a typical learner, 602 01:49:05.350 --> 01:49:20.859 WLWV Board Room: but mostly as a mom who is very concerned about our atypical learners. Our schools no longer seem to be focused on academics, but are pushing our children to confront issues and topics that are far beyond their maturity, and that do not necessarily align with the values of many families in the district. 603 01:49:20.870 --> 01:49:33.499 WLWV Board Room: I'm not sure what the numbers are in our district, but as a nation. Approximately eleven percent of students have been diagnosed with Adhd. Did you know that children with Adhd are generally thirty percent less mature than their same age peers. 604 01:49:33.510 --> 01:50:01.149 WLWV Board Room: That means a twelve year old entering Middle School may actually have the maturity of a nine year old. Come on that with the emotional and social death deficits that the long lasting Covid policies cause, and we have middle scores on iep's, and five hundred and four, with the maturity of a third or fourth grader. Why do I bring this up? Well, not only am I concerned about the non academic topics that are being pushed, but I also concerned about the access. Our children have two books covering topics that are not. They are not ready for. 605 01:50:01.160 --> 01:50:29.779 WLWV Board Room: I'm specifically talking about the books in our libraries that are sexual in nature, we must recommend that recognize the Board range of Maternity in our schools. We cannot just say this is appropriate for a middle school, or this is a pro for a high approved for a high schooler As a parent. I know what my child is, and is not ready for this is not about keeping up keeping them in a bubble. I know the world is different from when I grew up here, but I want to get to decide when and how my children learn about these topics. 606 01:50:29.790 --> 01:50:42.309 WLWV Board Room: If you are not willing to remove these books from our school libraries, I implore you to involve parents by either forming a well-rounded committee to review review books, or requiring an opt-in option for parents, to decide whether 607 01:50:42.750 --> 01:50:51.269 WLWV Board Room: or not they think it is right for their children to have access to certain books. Thank you for your time and consideration, Daniel Paskins. 608 01:50:53.990 --> 01:51:02.650 WLWV Board Room: All right. Is there anybody sitting in the audience who lives in the Westland Wilsonville School district, who signed up on this sheet, Who? I have not called on. 609 01:51:04.070 --> 01:51:08.700 WLWV Board Room: All right. Very good. And we're going to move on to the next agenda item, 610 01:51:09.150 --> 01:51:16.879 WLWV Board Room: which is the department of Operations. Pat. Come on up um our year. 611 01:51:17.050 --> 01:51:23.919 WLWV Board Room: You are remote. You're both gonna come up because you have several items here. Yeah, 612 01:51:24.650 --> 01:51:25.690 WLWV Board Room: Okay, 613 01:51:27.970 --> 01:51:30.579 WLWV Board Room: that's still. 614 01:51:36.580 --> 01:51:37.490 WLWV Board Room: Yes, 615 01:51:44.110 --> 01:51:51.139 WLWV Board Room: Yeah, 616 01:51:52.430 --> 01:51:53.380 WLWV Board Room: . 617 01:51:54.010 --> 01:51:56.139 Yeah, 618 01:52:06.120 --> 01:52:12.879 WLWV Board Room: All right, Very good. You're going to be up here for a little bit. I think 619 01:52:14.620 --> 01:52:20.659 WLWV Board Room: we have two topics that we're bringing before you. One is the 620 01:52:20.790 --> 01:52:27.579 WLWV Board Room: long-range Plan Quarterly Report bond oversight. Orderly report. The second one is A. 621 01:52:27.750 --> 01:52:36.210 WLWV Board Room: Qbs cool qualification based uh uh contractors selection. But i'm going to start with a quarterly record. 622 01:52:36.380 --> 01:52:42.789 WLWV Board Room: It'll be a little different format than it's been in the past. Typically, we'll 623 01:52:43.580 --> 01:52:45.699 WLWV Board Room: read the whole report to you. 624 01:52:46.020 --> 01:52:49.369 WLWV Board Room: We've sent you the report. We trust that you've read it. 625 01:52:49.510 --> 01:53:01.219 WLWV Board Room: We'd like to focus on a couple of topics, one in in particular, um related to Frog Pond Primary school. With that I'm going to turn it over to remote 626 01:53:03.860 --> 01:53:05.769 WLWV Board Room: Mom's gonna have to wait 627 01:53:07.270 --> 01:53:23.079 WLWV Board Room: all right uh Curtis. We've got some slides for our presentation. Um! Did your wife need you to text her back? Because I would say, Go ahead. No, and we can wait. We have a 628 01:53:24.880 --> 01:53:40.520 WLWV Board Room: I appreciate that, though all right. Uh so we're here um around the uh third quarter of this year bond program update. But we're going to focus in on the new primary school in Wilsonville. 629 01:53:40.840 --> 01:53:50.129 WLWV Board Room: Um. On the next slide you'll see our brief agenda. We're going to talk about the schedule, the budget, and then the contractor procurement. 630 01:53:50.910 --> 01:54:07.369 WLWV Board Room: So, beginning with the schedule Um, we are doing very well. We began the design at the uh first of the year, and we are moving towards an early next year. Completion of that design. Uh, we are about to go into land. Use permits. 631 01:54:07.380 --> 01:54:11.770 WLWV Board Room: Um, and we are approaching the bid as planned. 632 01:54:11.850 --> 01:54:30.869 WLWV Board Room: Um, But, as uh, many of you have noticed in the news over the last year uh, the world has continued to be a a somewhat complex place. Um and market conditions have continued to shift. And so we've done a lot of study of what the market conditions are and what our options are 633 01:54:30.880 --> 01:54:40.090 WLWV Board Room: for completing a new primary school doing a quality job and making sure that um, we're able to turn it over successfully into the school district 634 01:54:40.490 --> 01:54:49.989 WLWV Board Room: with that uh one of the primary um factors has been uh how long it takes to get some of the systems and equipment that we need. 635 01:54:50.010 --> 01:55:09.839 WLWV Board Room: Um, And after all, of the study. Um, as you may have read in my memo. We worked with contractors, designers, estimators, um, as well as some specific consultants that are folks who spent a lot of years working for large contractors. Um trying to figure out what 636 01:55:09.850 --> 01:55:14.030 WLWV Board Room: the best low cost and high quality solution was for this schedule. 637 01:55:14.120 --> 01:55:25.449 WLWV Board Room: Um, that being said, Um, we are moving to extend the construction schedule from the new primary school, from roughly fifteen months, which has been the historical norm 638 01:55:25.580 --> 01:55:27.980 WLWV Board Room: to around twenty months. 639 01:55:28.280 --> 01:55:33.950 WLWV Board Room: This is similar to what we are implementing for the new middle school. 640 01:55:35.020 --> 01:55:47.320 WLWV Board Room: It provides a substantially larger amount of time for us to get a hold of some of that large equipment, some of which is now estimated to take as long as eighty weeks to procure 641 01:55:48.010 --> 01:56:03.590 WLWV Board Room: um in addition, what we're finding at the new middle school is that this is doing a lot to reduce our reliance on over time, which is very expensive, and it reduces our reliance on large crews which have become very difficult to obtain. 642 01:56:03.600 --> 01:56:09.420 WLWV Board Room: It is hard to get a reliable large crew onto projects these days. 643 01:56:09.540 --> 01:56:11.510 WLWV Board Room: Um! And 644 01:56:11.580 --> 01:56:20.759 WLWV Board Room: uh, this also gives us additional time between construction finish as planned, and when students and staff are going to arrive. 645 01:56:20.870 --> 01:56:28.819 WLWV Board Room: Um! So we're here this evening to present our intended plan to open that school in the fall of two thousand and twenty-five 646 01:56:29.040 --> 01:56:39.379 WLWV Board Room: um, so the construction would be completed sometime in January of two thousand and twenty-five, giving that roughly twenty months rather than that traditional fifteen. 647 01:56:39.470 --> 01:56:59.459 WLWV Board Room: Um, and it would give us a number of months in case of schedule. Slip. Um. If there are additional changes in market conditions. Things take longer than planned um, or any number of factors. Um, that we would have some give in that schedule. Um, and it also just sets a realistic timeframe for the contractors who are trying through things. 648 01:56:59.470 --> 01:57:17.780 WLWV Board Room: Um! The big first question when I brought this up with Kathy and Pat, and said, You know I have all the research that we've been doing for the last eight months. Ten months. Um is telling us that We probably need to look at this. And here's some benefits, and of course, uh their initial reaction as well. 649 01:57:17.930 --> 01:57:20.769 WLWV Board Room: What about primary school? Are we? Okay? 650 01:57:20.940 --> 01:57:35.470 WLWV Board Room: Um. And so I said, Yeah, I've been talking with David, and we've been looking at enrollment figures. Um, while there are as many as two thousand additional homes coming in the next five to ten years through the frog Pond area. 651 01:57:35.480 --> 01:57:53.229 WLWV Board Room: Um! That is expected to take over that time. Um! And as the board knows, there's been a a certain amount of um statewide enrollment decline um, we believe temporarily in response to Covid and other things. Um, And so we know that uh 652 01:57:53.250 --> 01:58:09.019 WLWV Board Room: the schools in Wilsonville are not currently over enrolled. Um! We're not experiencing that pressure um as much as we were even two years ago. And so, while we expect the schools to begin to grow back, and we know that those homes are being built in Frog Pond 653 01:58:09.030 --> 01:58:19.790 WLWV Board Room: mit ctl, and we're extremely confident that there'll be no issues of excess enrollment or need for portables, and that sort of things. Um by postponing that school opening by one year, two hundred and fifty. 654 01:58:19.990 --> 01:58:26.500 WLWV Board Room: That's a very big topic. There's more to come. But I thought i'd I pause here and let the board ask any questions. 655 01:58:29.230 --> 01:58:32.599 WLWV Board Room: Great thanks, Um, Director Taylor, are you? 656 01:58:32.640 --> 01:58:33.760 WLWV Board Room: Were you? 657 01:58:33.820 --> 01:59:03.019 WLWV Board Room: Is that you saying you have a question that was me patiently waiting. Okay, I guess. Um, I just have one quick question. Does that change anything about the what's later on the agenda with the um action that we're going to take? It? Does not it doesn't change it? Okay, all that stays the same correct. So the the intent is, and we're going to. We'll go into budget in a moment, and it'll layer in there. But the intent is to bid at the exact same time that we had planned to. So all of the steps that we're looking to take 658 01:59:03.090 --> 01:59:20.999 WLWV Board Room: um related to the construction, procurement and launching construction are the same. Um, we're simply allowing more time to ensure that contractors able to get all of the material and equipment as well as as as noted on the slide. They're reducing some of that reliance on large crews and home time. 659 01:59:21.800 --> 01:59:36.609 WLWV Board Room: Okay. So if i'm understanding the the um. Basically The bond oversight Quarterly report is happening right now, and the primary topic is about the delay. With this the construction of the primary school. And then we'll move on to the next one after that, and that all stays the same. Okay, Great. Thank you. 660 01:59:36.790 --> 01:59:38.099 WLWV Board Room: Um. 661 01:59:38.260 --> 01:59:57.169 WLWV Board Room: Do you want to go ahead and Dr. Taylor. You want to go to Viceure Thompson. You can go to vice versa. I think they might answer some of my questions in another part. So I'm: Okay, I'm gonna go ahead. Refrain right now. Okay, The poised on the microphone. It's a nonverbal for me. Okay, you're on then. 662 02:00:03.670 --> 02:00:11.679 WLWV Board Room: So I will wait. I will wait, because I think they might answer it. You can go so sorry, but we'll head on to the next slide there around Budget 663 02:00:12.280 --> 02:00:30.369 WLWV Board Room: um, so the Board has received the quarterly report. Um, and you'll recall from the second quarter we presented earlier in the fall. Um! The program had shifted to roughly fifteen and a half million dollars over budget, much of which was the new primary school. 664 02:00:30.380 --> 02:00:46.520 WLWV Board Room: Um, Again, conditions with more in Europe and all of these things rising fuel prices, and everybody's hearing about inflation. Um! It's it's had a pretty dramatic impact. Um! You'll see in the third quarterly report that that's gone from fifteen and a half to eleven and a half million dollars over. 665 02:00:46.530 --> 02:01:02.549 WLWV Board Room: Um! That is, thanks to a lot of really dedicated work by a lot of people in design, not only of the primary school, but working across the program. Um, and a lot of hard work, um of designers giving us good designs on projects that are currently underway. 666 02:01:02.560 --> 02:01:21.699 WLWV Board Room: Um. I have been very cautious of releasing any contingency funds from active projects to date uh, because of all the market volatility, and not knowing what change orders might look like. Um, But we're doing very well on a number of our large projects. Wilsonville High School, and 667 02:01:21.710 --> 02:01:35.760 WLWV Board Room: uh the new Middle school are doing very well in construction. We have solid documents. Contractors are simply in large part performing the work. There's not a lot of change order, activity. So, 668 02:01:35.770 --> 02:01:52.619 WLWV Board Room: uh, an important factor for the board, as we see that eleven and a half million dollars over is to remember back to before we got that first estimate for the primary school, and we had started two years ago around ten million dollars over Budget, and we had been working our way down 669 02:01:52.630 --> 02:02:00.869 WLWV Board Room: mit ctl, and if you pull the new primary school out of that table at the front of the report, you'll see. We're at about half a million over budget two hundred and fifty. 670 02:02:00.880 --> 02:02:18.530 WLWV Board Room: Um! So the projects excluding the primary school are doing right what we've been saying that they would do all along. A lot of that work is already contracted. So we've locked in our rates effectively. Um! And so a lot of the work then yet to go is with the primary school. 671 02:02:18.540 --> 02:02:37.060 WLWV Board Room: Um. So we do have a number of strategies that we're looking at. Um. I've again got a whole team of people, each project manager. All of the designers We've got estimators. We have our um constructibility Consultant. That's been invaluable and finding value um for us. 672 02:02:37.070 --> 02:02:48.149 WLWV Board Room: Um! And I've been bringing these things forward to both Kathy and Pat. Um. And so there's a number of things that we're looking at as options to help bring that eleven million dollars back down. 673 02:02:48.320 --> 02:03:01.870 WLWV Board Room: Um. So uh you all will recall facility, improvements, a broad range of life cycle, replacements of equipment and different building systems. Um, Pat and I've been working with our maintenance and operations team to evaluate 674 02:03:01.880 --> 02:03:16.789 WLWV Board Room: um all of those systems that we thought four years ago. We're probably in the four to six year window of failure. Um! A number of them are over performing. They They just keep on ticking. We're not having problems with them, and so we are looking to 675 02:03:16.800 --> 02:03:36.609 WLWV Board Room: postpone a number of those we're going to hold enough money to make sure that if you know that one unit at Westland High school goes down. If that piece of roof at Bolton Um really starts having problems that we can go in and and to surgically make sure that we are keeping the district operating that we're maintaining the stewardship of our assets. 676 02:03:36.620 --> 02:03:43.959 WLWV Board Room: Um! But there are a number of those things that we're now comfortable postponing for a few years which would free up uh a certain amount of money. 677 02:03:44.010 --> 02:04:01.939 WLWV Board Room: Um! The next item there on furniture, fixtures, and equipment. Um! We like to think of these as the things that when you, if you took a building and you tipped it on its side and shook it, those are the things that will fall out. It's easy to think of furniture. Um, but a number of other things we purchase. Those are purchases that are very scalable. 678 02:04:01.950 --> 02:04:19.029 WLWV Board Room: Um, and so we can find opportunities and efficiencies there. Um, we've also, through the pandemic, made a lot of proactive purchases to help with distancing and actually purchasing um furniture that's more ideal to the direction the district's going with single student desks. 679 02:04:19.060 --> 02:04:32.219 WLWV Board Room: Um! And so we're doing a lot of work around. What do we need to purchase for a new school. If we have five hundred brand-new desks, perhaps we rethink a little bit about how those are distributed around as we start opening new schools. 680 02:04:32.830 --> 02:04:36.450 WLWV Board Room: Um the third bullet There we're coordinating with Curtis 681 02:04:36.460 --> 02:05:04.469 WLWV Board Room: um, and and I, I felt a great sense of hesitancy to put non-essential around anything technology, um, because, as we know any one thing, one wire going wrong in here, and this whole meeting falls apart. Um! So we're really relying on Curtis to say, hey? You know, are there things that could wait a couple of years? Um! And I won't pretend to have a lot of judgment around that. But he's committed to being a partner with us, and finding some efficiencies where 682 02:05:04.480 --> 02:05:20.919 WLWV Board Room: it may make sense. Um in terms of uh the term bid alternates there. I can't recall with the current board how familiar with that term you all are. Um bid alternates is a way for the district to have some latitude on midday. 683 02:05:20.930 --> 02:05:35.260 WLWV Board Room: Um. So when a contractor submits a bid to us, they will have a base bid. That is the base uh part of the contract that the district will either accept or deny, and denying that would deny the entire project. 684 02:05:35.340 --> 02:05:54.009 WLWV Board Room: Um. After that, below the line there can be a number of what we call additive alternates. 685 02:05:54.020 --> 02:06:10.449 WLWV Board Room: Um, So we could have not built the whole separate kindergarten wing, and there were two sets of two classrooms in the larger two-story wing um that were options. We had a very favorable market, and we were able to accept all of those in two thousand uh two thousand and eleven. 686 02:06:10.670 --> 02:06:28.800 WLWV Board Room: Um. In this case. Um. We have some options that we're planning in for our new primary school again, knowing um and kind of trying to plan our best for how the statewide enrollment drop in primary level has gone. Um! How we're seeing that act today as well as knowing 687 02:06:28.810 --> 02:06:34.010 WLWV Board Room: what that enrollment growth coming from the The residential development in Wilson Bill is looking like 688 02:06:34.030 --> 02:06:52.679 WLWV Board Room: um. We're starting to set up some options for the new primary school, very similar to how we did for Lowry. Um! We could have a smaller starter school. There'd be more in the capacity. You have a bolt in their cedar oak today, or it could be a bit larger enrollment, like a Stafford or a seat uh 689 02:06:52.690 --> 02:07:08.950 WLWV Board Room: sorry Stafford or a sunset today. Um! In no case are we planning to try to build the full bill to five hundred and fifty, and have something like a Beckman or a trillion creek. Um, but we are planning in, as we generally do um some options on bid day to say, Well, 690 02:07:09.030 --> 02:07:15.500 WLWV Board Room: do we need that additional two or three million dollars of classrooms, or do we feel like we're okay. 691 02:07:15.590 --> 02:07:32.799 WLWV Board Room: Um: additional items to covered play one that we would always hate to lose always a favorite and important part for kids. Um. But in considering some the the need for some big numbers. That'll be an opportunity as well as select interior finishes um, which is a common one, that we'll do 692 02:07:32.860 --> 02:07:37.270 WLWV Board Room: um. So a lot of those options which give us some of that latitude on Big day 693 02:07:37.850 --> 02:07:48.099 WLWV Board Room: uh the final big ticket item that we are looking at um postponing the finishes for spaces not yet required. That's the one that's probably got. You puzzled. 694 02:07:48.250 --> 02:07:53.719 WLWV Board Room: So one of the things that we are looking to do given middle school enrollment. 695 02:07:53.740 --> 02:07:57.649 WLWV Board Room: We are asking our contractors at the new middle school 696 02:07:57.680 --> 02:08:04.570 WLWV Board Room: what the value of not finishing out a few of the classrooms that the new Middle school would be. 697 02:08:04.830 --> 02:08:21.999 WLWV Board Room: We know that what the enrollment is in the west end of the district at the Middle School level. We knew that we were planning that new middle school for a future of a larger district we knew we were. That was one we were going to grow into and given events to the last two years, and well, 698 02:08:22.080 --> 02:08:38.829 WLWV Board Room: let's see what kind of money we could get from the contractor if we were to elect to not finish out a few of those spaces. Um, this would mean um taking one porch and simply having a sheet rock wall with a locked door in it. Um! And then beyond that it would just be 699 02:08:38.840 --> 02:08:47.279 WLWV Board Room: the shell of the building. All of the exterior would be done. It would look exactly the same as planned. As we went through land use with the city and all those things one hundred 700 02:08:47.300 --> 02:09:06.259 WLWV Board Room: um, but it could potentially be a substantial savings. Um. So that is a list of items that we're looking at. Um in addition to the the daily grind of chores of project management of trying to save dollars every day. Um! These are some of the big ticket items that we're looking to use to again reduce that eleven million dollars Gap. 701 02:09:08.200 --> 02:09:26.390 WLWV Board Room: So for a little historical context. Um, This is the strategy that was used to build Beckman primary School, Wood, Middle School, and the current strategy for Meridian Creek, Meridian Creek was built as a starter middle school. 702 02:09:26.400 --> 02:09:33.850 WLWV Board Room: This would not be unusual or unique for our district. Historically it's a tool that we have used. 703 02:09:33.960 --> 02:09:45.630 WLWV Board Room: Um the one of the hardest things, the hardest spots that you could get in is to bid a project and not have enough funding 704 02:09:45.770 --> 02:09:56.539 WLWV Board Room: uh. This allows us to meter the funding to match the project. Uh, by using these bit alternates and that kind of strategy. 705 02:09:56.550 --> 02:10:07.339 WLWV Board Room: Uh, in approaching a new school like this, so it's not unusual. Historically, our district has done that Bones Ferry was done that way as well. I left that one out 706 02:10:07.580 --> 02:10:14.340 WLWV Board Room: uh so it is something that we have used in the past with confidence 707 02:10:17.220 --> 02:10:20.039 WLWV Board Room: alright, any questions around that talk 708 02:10:22.160 --> 02:10:36.299 WLWV Board Room: kind of a separate question. So let me know if you want me to ask this later. Um, But I was just looking at, and and I I think I've asked this before. What would you just remind me again? Um! When I look at the chart of 709 02:10:36.420 --> 02:10:47.970 WLWV Board Room: all of our bond projects. The original budget approved, and then estimate it completion. Um! You would mention that the Wilsonville High School auditorium was on 710 02:10:48.080 --> 02:11:00.809 WLWV Board Room: target. Um, can you just? But I look at the original budget of twenty-eight million, about twenty-eight point, five million, and then I look at the estimate at completion being thirty-seven point seven million 711 02:11:01.160 --> 02:11:11.500 WLWV Board Room: um, which shows it higher. But then I also see the approved budget changes of the nine point. Two. Can you just explain all those numbers, and how we got 712 02:11:11.920 --> 02:11:15.590 WLWV Board Room: from one to the other. Just a reminder. 713 02:11:16.500 --> 02:11:30.960 WLWV Board Room: And if you want to address this later, that's fine. I just didn't know when to. Okay it most relevant to budget and and the actions that we're working on. Um. So the Wilsonville High School Project is certainly a complex one. Um. 714 02:11:30.970 --> 02:11:41.019 WLWV Board Room: We put a lot of time and effort over around two years before Bond goes out to try our best to understand what a project is going to need 715 02:11:41.230 --> 02:11:47.410 WLWV Board Room: without getting heavily into the expense of doing a project that the voters haven't approved yet. 716 02:11:47.550 --> 02:11:51.359 WLWV Board Room: Um! And so with every program 717 02:11:51.430 --> 02:11:52.900 WLWV Board Room: we're wondering, 718 02:11:53.200 --> 02:12:09.889 WLWV Board Room: you know Where's that shoe that's going to drop um where project might surprise us a bit on what that cost is. Um! We've never committed to every project being under its original budget. We've always said that our goal is to bring a program in on total program Budget 719 02:12:09.990 --> 02:12:27.000 WLWV Board Room: um in this case, um! As we talked through both the existing West Lynn Auditorium Building as well as the the interest for the new Wilsonville one there. There were some differences. Um, It did need to be a little larger. 720 02:12:27.010 --> 02:12:45.559 WLWV Board Room: Um, if you've been to a large event at Westland High School's Auditorium, and attempted to be in the lobby after the show. Uh, it is somewhat constrained, uh, and so adding a lot, you know, increasing that lobby size. And there were some different things, some ce cte programs and other things that required some space. 721 02:12:45.570 --> 02:13:01.740 WLWV Board Room: So it was a little larger than originally planned. Um. Additionally, when we went and did wetland mapping out there, it worked out a little differently. It changed the shape of the building. Instead of having sort of a one and a half story structure, we have a three story structure. 722 02:13:01.790 --> 02:13:15.780 WLWV Board Room: Um, that vertical height. Um having a building that's nearly fifty feet tall. Um, having multiple elevators, was not free. Um! There are a number of choices that had to be made in order to make that project work there. 723 02:13:16.290 --> 02:13:19.389 WLWV Board Room: Um! Which did cause it to be somewhat more expensive. 724 02:13:19.420 --> 02:13:37.560 WLWV Board Room: Um. Additionally, at the last minute. There were a number of design changes which pushed us into a different bid schedule, and it it it could get quite long uh talking through it. Um! But there were a number of factors there. Uh, when I speak this evening to how the project is doing. We have contingency funds 725 02:13:37.570 --> 02:13:50.799 WLWV Board Room: um set within every project to handle. Change orders that may come up. Um! We're doing very well on that front, and so we're getting close to the point where I could start to be comfortable releasing a little bit of that money back. Does it mean there's nine million dollars 726 02:13:51.390 --> 02:13:59.700 WLWV Board Room: uh No, it doesn't um. But modest amounts of money could come back to benefit the program in the coming quarters. 727 02:14:00.020 --> 02:14:01.030 WLWV Board Room: Did that help? 728 02:14:01.310 --> 02:14:02.179 Okay, 729 02:14:05.150 --> 02:14:14.089 WLWV Board Room: Have a question uh the facility improvements that are being delayed? Which ones 730 02:14:14.520 --> 02:14:18.889 WLWV Board Room: did you already say that I was facility? Improvements? Are we delaying? 731 02:14:19.200 --> 02:14:22.840 WLWV Board Room: I did not. Um and I I could 732 02:14:23.260 --> 02:14:38.070 WLWV Board Room: i'll i'll just say we haven't selected exactly which ones um. I know that there is a list that we're starting to develop around which items are are, as I said, over performing um, and that we don't believe, but it's 733 02:14:38.270 --> 02:14:42.489 WLWV Board Room: a lot of miscellaneous systems, improvements, and that sort of thing. 734 02:14:43.320 --> 02:14:50.170 WLWV Board Room: So i'm probably in a better position to speak to that um without the microphone falling over. 735 02:14:51.020 --> 02:14:52.499 WLWV Board Room: I'll just hold it 736 02:14:53.730 --> 02:15:10.449 WLWV Board Room: when you plan life cycle, replacement uh components. You anticipate failure long before failure, because, as we've seen like with Stafford. When the well pump fails it instantly has impact, and we never want to be in that position. 737 02:15:10.590 --> 02:15:26.870 WLWV Board Room: So, for instance, for some of our air, handling units or boilers, we anticipate the life cycle to be approximately thirty years. That doesn't mean that they'll fail in thirty years. But good stewardship 738 02:15:27.980 --> 02:15:39.110 WLWV Board Room: predicts that kind of planning for our department. We've gone back and evaluated. Can we get thirty-three years out of a boiler? Can we get thirty-five years out of an air handler. 739 02:15:39.210 --> 02:15:55.250 WLWV Board Room: The answer is, Yes, with some small uh tune up maintenance. We can probably get that, but it it it's almost like the tread on your tires. Uh, eventually there are a number of miles. That does matter 740 02:15:55.260 --> 02:15:59.639 WLWV Board Room: how many patches you put on the tighter it won't hold air anymore. 741 02:15:59.810 --> 02:16:04.280 WLWV Board Room: But were confident on the projects that can be delayed. 742 02:16:04.400 --> 02:16:08.530 WLWV Board Room: Um, to keep schools functioning without interruption 743 02:16:08.920 --> 02:16:10.010 WLWV Board Room: set out. 744 02:16:11.810 --> 02:16:41.410 WLWV Board Room: I mean, I I understand. I totally understand the concepts that you're articulating, and um i'm i'm hearing that phrase good stewardship, and I think it's resonating with me. It's something i'm just really curious about I think from this point forward. We don't need to get into a lot of it right now. But um, just for what it's worth. I'm really questioning, or you know how like what is our long term plan around good stewardship like, you know. I would love to have an eighty you on my land, but i'm not going to build that because I need to replace my roof. You know that type of 745 02:16:41.420 --> 02:16:46.419 WLWV Board Room: um budgeting question is something i'm holding. 746 02:16:47.490 --> 02:16:53.789 WLWV Board Room: We are developing a harder Project list. There are some things that, despite 747 02:16:54.049 --> 02:17:09.589 WLWV Board Room: our maintenance department, we cannot extend the life of, and we will be replacing um. We don't have that list fully developed today. When we do, we will certainly inform the long range plan and the board 748 02:17:09.600 --> 02:17:14.599 WLWV Board Room: um of those projects that we have high confidence can't be delayed. 749 02:17:14.680 --> 02:17:27.749 WLWV Board Room: Yeah, that'd be great. And one question again: don't no need to answer it tonight, but that i'm, i'm asking myself, is um to what extent Maybe it's a long range planning committee Um. Or the district staff looking for. You know that 750 02:17:27.940 --> 02:17:32.070 WLWV Board Room: maintenance plan ten years out twenty years out, you know, 751 02:17:32.110 --> 02:17:48.029 WLWV Board Room: actively. It is the sole reason that i'm here. It has been my mission since I was brought into this district is to look at our deferred maintenance, Our life cycle component replacement, 752 02:17:48.100 --> 02:17:55.880 WLWV Board Room: and it is the one thing that I have been um pretty consistent about since I've been here. 753 02:17:56.330 --> 02:17:59.149 WLWV Board Room: We actively predict 754 02:17:59.420 --> 02:18:01.489 WLWV Board Room: um life cycle 755 02:18:02.660 --> 02:18:13.909 WLWV Board Room: replacement schedules for roofs, for boilers, for flooring, for carpet, for doors, for lock, hardware uh It's what we do, and we do it Well, 756 02:18:14.480 --> 02:18:33.710 WLWV Board Room: one other uh quick. Thank you. I'm happy to hear that I would love to learn more down the road. Not tonight. Um! One question is, um is Marty and Creek middle school. Those rooms is that built all the way out, or is it still Radian Creek has a significant uh classroom addition? 757 02:18:33.719 --> 02:18:43.650 WLWV Board Room: Um, the north side the side closer to advanced road, those porches and number of classrooms. It's a mirror on the other side some day, 758 02:18:43.660 --> 02:18:56.110 WLWV Board Room: uh, when you're standing out back on the bus loop you can see a sort of odd shaped lawn between you and the building over in the classroom wing, and that whole lawn is where that would go. Um. 759 02:18:57.180 --> 02:19:07.689 WLWV Board Room: But the exterior is not there. It's just the land. Yeah, I see. Okay, there, Hasn't: It's not the same situation where the exterior is. Okay, Yup. 760 02:19:08.620 --> 02:19:17.169 WLWV Board Room: Great, That's it for me. Are you poised for who's poised 761 02:19:17.379 --> 02:19:20.449 WLWV Board Room: that landscape? Um. 762 02:19:20.820 --> 02:19:25.870 WLWV Board Room: The lack of bids that came in for all the landscaping for the school district, and then um 763 02:19:26.180 --> 02:19:40.790 WLWV Board Room: part of it, I mean. There was a huge discrepancy between progress and crystal crystal greens, and I know that progress is expensive. Um, I use them for my home maintenance. So sometimes they throw out a number that maybe they just say, obviously, if they take it right, we don't want to do the the monthly maintenance. 764 02:19:41.059 --> 02:19:48.829 WLWV Board Room: The question that I had is um, and it came up quite a bit during the summer I saw that 765 02:19:49.030 --> 02:19:53.040 WLWV Board Room: i'm. A one. The numbers that Crystal green throws out is extremely low 766 02:19:53.190 --> 02:20:09.560 WLWV Board Room: compared to the one or the the one other bid um. But when I see one, two, three, four, five, six, seven, eight, plus five. Other people contact us thirteen people that wouldn't make a bid. Is there something wrong with the bidding process, or the way that it's set up 767 02:20:09.570 --> 02:20:17.270 WLWV Board Room: to where thirteen people would walk away from that size of a contract. And then my second portion of it is, 768 02:20:17.320 --> 02:20:20.789 WLWV Board Room: we have the the maintenance stopping at June 769 02:20:20.820 --> 02:20:36.080 WLWV Board Room: in July, August, September. I know our schools look abandoned, and they, you know all the vegetation dies out front, and I had probably thirty different sets of parents complaining about Westland High School. This this with the overgrown moss dad trees out front, and it just, 770 02:20:36.140 --> 02:20:41.020 WLWV Board Room: you know, people take a lot of pride in this community. I might have brought it up to some of the other board members 771 02:20:41.030 --> 02:20:58.950 WLWV Board Room: about. You know It's a pretty nice community, and our schools look like they're rundown in the summer. So is there a reason that it stops at June, and we don't do just basic maintenance, so that we're not overgrown in the summer. So we don't get that. So I guess those are my two things. I I made me in a Rugby just uh yeah, procedure. 772 02:20:58.960 --> 02:21:07.860 WLWV Board Room: Yeah, this is um an item that is, from the consent agenda. So we certainly can discuss it now. Um, but just for what it's worth. 773 02:21:07.900 --> 02:21:09.030 WLWV Board Room: Um, 774 02:21:09.320 --> 02:21:19.159 WLWV Board Room: yeah, yeah, We approved it in the consent agenda. So procedurally, what we need to do is for you to to have a motion to remove that item from consent agenda 775 02:21:19.170 --> 02:21:49.149 WLWV Board Room: so that you can discuss it publicly. Oh, okay, And someone used to second the motion, which is fine, and then we would pull it out of consent agenda. I don't want to do all that we can just talk offline. Yeah, because I think that there's an explanation that I've heard from the superintendent, so I bet you can get your question answered. It's a good question. Um! But just to keep the evening moving. Um, Thank you for being willing to have that offline instead of going back. Yeah, we can either address it publicly tonight and pull it out, or if you want to. Yeah, he sounds like he's comfortable doing it off right 776 02:21:49.160 --> 02:21:57.260 WLWV Board Room: time with Mr. Mcguff later. Okay, Okay, Is there anybody else who has any questions about this topic. 777 02:21:58.350 --> 02:22:00.480 WLWV Board Room: Okay, let's proceed. 778 02:22:00.690 --> 02:22:17.409 WLWV Board Room: And uh, there is a good answer there. So you guys will have a good conference. Okay, No? Well, then, we'll we'll just going to make you wait for it. Yeah, okay, I don't my way to touch. Okay, uh, So uh that being done, we'll move to the next slide around the procurement. 779 02:22:17.420 --> 02:22:31.469 WLWV Board Room: Um number of the Board members will be familiar with this type of resolution. Um, We are for the new primary school general contractor looking to use a qualifications based selection process. 780 02:22:31.480 --> 02:22:42.110 WLWV Board Room: Um. So under organ law, in order to use this type of process, we have to do a public notice for two weeks and hold a hearing. Um, which is what we're doing now. 781 02:22:42.120 --> 02:22:53.169 WLWV Board Room: Um! To talk about the use of an alternative process The baseline process that the state procurement rules allow for is a straight, competitive, low bid. 782 02:22:53.180 --> 02:23:04.969 WLWV Board Room: Um, which is a process that we're very big fans of um. We believe that, uh with good documentation and low bidding that the district wins with low cost and equality products. 783 02:23:04.980 --> 02:23:21.530 WLWV Board Room: Um! When projects get to a certain size and complexity, Um, we do ask the Board for the authority to use this process which allows us to um provide a qualifications based um assessment of the contractors that are interested in bidding 784 02:23:21.560 --> 02:23:44.579 WLWV Board Room: um. So we have a a rubric with a hundred points, and any contractor that reaches the point threshold necessary to be on the list of eligible bidders. Um! Is uh it automatically included? Um! We do not attempt to limit how many may um either apply or be approved. It's simply any number of contractors. 785 02:23:44.590 --> 02:24:01.450 WLWV Board Room: Um who are able to meet the score. Um, i'm noted on the slide there. Um some of the criteria that are used. Um! And the district has a long history of successful projects. Using this um in one of my memoranda I listed the 786 02:24:01.460 --> 02:24:15.779 WLWV Board Room: Mit. Ctl. And a a great number of the projects that we've used this process for, and how many of the applicants were successful with the hope of instilling confidence that our goal is not to restrict competition or to be exclusive one hundred and fifty. 787 02:24:15.790 --> 02:24:23.599 WLWV Board Room: Um. You also see the list of the Um Committee members, and we intend to use trying to create a diverse group there. Um. 788 02:24:24.070 --> 02:24:28.239 WLWV Board Room: So with that, if there are any questions around it again, this is 789 02:24:28.410 --> 02:24:34.139 WLWV Board Room: perhaps similar uh to many of you, so I don't want to belabor the point, but happy to answer any questions. 790 02:24:34.180 --> 02:25:01.689 WLWV Board Room: Thank you for that. I think your memo was very comprehensive, and that was super helpful. Um in preparing. So I when i'm comfortable in the my home on Sunday by the fire. I can read all the details and get it when you speak to it. So thank you for that. Memo. Um. I think if i'm understanding correctly, this is the item on the agenda where we are, We're taking action on the resolution. Correct? Yeah. So um. I think the most straightforward thing probably would be to get a motion. 791 02:25:01.700 --> 02:25:16.130 WLWV Board Room: Um, And then we can have discussion. I move to approved resolution two thousand and twenty-two d four declaring exemption from the competitive bidding process in favor of the alternative qualifications based selection contracting method for the new primary school at Frog Pond. 792 02:25:16.580 --> 02:25:19.430 WLWV Board Room: Alright, Thank you, Director. Why, it for the motion. 793 02:25:19.860 --> 02:25:24.710 WLWV Board Room: Second second, and we can have some discussion. 794 02:25:25.790 --> 02:25:29.970 WLWV Board Room: I just had a question on as I was reading through um, 795 02:25:30.200 --> 02:25:33.540 WLWV Board Room: and so, if you can just kind of clarify for me so, 796 02:25:34.280 --> 02:25:38.290 WLWV Board Room: and my buckets on page forty-two, it's H. 797 02:25:39.630 --> 02:25:41.190 WLWV Board Room: And it says 798 02:25:42.020 --> 02:25:47.840 WLWV Board Room: the committee will recommend a contractor to the board for each project. 799 02:25:48.820 --> 02:26:11.560 WLWV Board Room: I wasn't sure where there is, there is one project I I apologize. That would be a typo. Okay, Um, from past times where we've had two large bits together, and we've done one resolution. Okay, Because I was like, I don't know what the other project is. I can not three of those. And then it goes on to say, under H. Quote, who may then authorize staff to execute 800 02:26:12.150 --> 02:26:14.840 WLWV Board Room: a contract with the recommended 801 02:26:15.040 --> 02:26:16.770 WLWV Board Room: contractor. 802 02:26:17.520 --> 02:26:23.779 WLWV Board Room: So my understanding was, when we give a bid to someone. They are the contractor, 803 02:26:24.010 --> 02:26:30.460 WLWV Board Room: right? So that is a a complicated way of saying, 804 02:26:30.510 --> 02:26:49.779 WLWV Board Room: we're going to create this pool of eligible contractors. We're going to hold the low bid, competitive bid process, and we are obligated under the rules of that process, to select, recommend the lowest, responsive, responsible bidder. And that's who we we But in all cases we are 805 02:26:49.790 --> 02:27:00.209 WLWV Board Room: technically recommending to the board. Um approval of that contract or authority to sign. I'm. Really, I think I read it wrong. I make sense to me now. Okay, 806 02:27:00.560 --> 02:27:08.629 WLWV Board Room: I think just the two of those sentences I wasn't sure, because of the first one, and then I was confused on the second sentence. So thank you 807 02:27:12.330 --> 02:27:15.100 WLWV Board Room: all right any further questions. 808 02:27:16.270 --> 02:27:31.329 WLWV Board Room: Um: yeah, I'll be voting. Yes, on this resolution. I think it's couched in the context of a lot of thoughtfulness and procedure. And you know, budgetary considerations, and so I feel comfortable approving this resolution, 809 02:27:32.200 --> 02:27:37.420 WLWV Board Room: and I just want to say thank you to for the thought that you put into. 810 02:27:37.770 --> 02:27:39.689 WLWV Board Room: You know, How do we do this 811 02:27:41.120 --> 02:27:47.059 WLWV Board Room: and save money in in these times, and just the thoughtfulness that one of the ways to do that was to 812 02:27:47.100 --> 02:27:48.750 WLWV Board Room: um lengthen 813 02:27:49.040 --> 02:27:51.980 WLWV Board Room: the construction process, and um! 814 02:27:52.150 --> 02:27:59.670 WLWV Board Room: I just have always felt like both of you are very thoughtful, and you take a lot of time. Um, 815 02:27:59.890 --> 02:28:11.280 WLWV Board Room: I mean. I picture you in your offices sitting there with your computer, or whatever whatever else data you do. Um! And I saw this with the the bathroom design at the frock pond. 816 02:28:11.290 --> 02:28:28.979 WLWV Board Room: Um primary school as well. I just know you sit there, and you think through things so thoroughly to make sure that the district is getting the biggest bang for its back that you're meeting the concerns of our community. And um, I just want to say it doesn't go unnoticed, and I appreciate it. 817 02:28:29.340 --> 02:28:36.420 WLWV Board Room: Thank you. Uh, we. We put a great deal of time into it, and I also have a comfortable fireplace, 818 02:28:37.170 --> 02:28:47.649 WLWV Board Room: so I guess I need to picture you in front of your fireplace. Not in your office. Okay, 819 02:28:49.010 --> 02:28:50.430 WLWV Board Room: Kirsten. Why, 820 02:28:51.320 --> 02:28:59.290 WLWV Board Room: Hi, Kristy Thompson. Bye, Chelsea King. All right, 821 02:28:59.630 --> 02:29:02.100 WLWV Board Room: Thank you. 822 02:29:02.840 --> 02:29:04.829 WLWV Board Room: Okay, We will 823 02:29:05.910 --> 02:29:10.410 WLWV Board Room: move on to the next agenda item, which is the business office 824 02:29:10.590 --> 02:29:13.980 WLWV Board Room: and Dr. Sunlight. Hughes, you are up. 825 02:29:16.880 --> 02:29:20.599 WLWV Board Room: Good evening. It's so nice to see you all tonight. 826 02:29:20.770 --> 02:29:28.210 WLWV Board Room: So I have the proposed calendar for the fiscal year, twenty to twenty-four per chat 827 02:29:42.020 --> 02:30:01.330 WLWV Board Room: Okay, so in it a post calendar for the twenty-three twenty-four But chat in this proposed calendar is list out. Detail the information and meeting schedule start in November, two thousand and twenty-two all the way down to two hundred and thirty or so two thousand and twenty-three 828 02:30:01.340 --> 02:30:02.330 WLWV Board Room: um 829 02:30:02.910 --> 02:30:14.109 WLWV Board Room: on May fifteen up two thousand and twenty-three we will have the first butchat committee meeting, and then um. On May seventeenth we will miss second time it, nicklet, 830 02:30:14.210 --> 02:30:26.950 WLWV Board Room: and then the board will adopt the butcher for uh butcher, twenty-three, twenty-four on June twenty fifth, uh two and five uh two thousand and twenty-three. 831 02:30:26.960 --> 02:30:35.749 WLWV Board Room: So if you are okay with the top host, calendar for the twenty-three, twenty-four for chat. I'm looking for the approval. 832 02:30:37.750 --> 02:30:48.710 WLWV Board Room: Yeah, go ahead. Can I ask you a question, or do you want a motion first? Um, either way it's fine either way i'll make a motion, and then to keep it consistent. So I move that we adopt the proposed calendar 833 02:30:48.860 --> 02:30:52.869 um for the two thousand and twenty-three, two thousand and twenty-four budget 834 02:30:53.780 --> 02:30:55.270 WLWV Board Room: i'll second that. 835 02:30:56.490 --> 02:31:16.059 WLWV Board Room: All right. We have a motion and a second. So go go ahead. Thank you. I I was looking at the dates of March, fifteenth, and March, Seventeenth and March fifteenth list, a work session with the Budget Committee members if needed, and I was just noting that. So, Wednesday and a Friday is that 836 02:31:18.440 --> 02:31:22.809 WLWV Board Room: i'm wondering if it was supposed to be Monday, March thirteenth, and then 837 02:31:23.080 --> 02:31:52.429 WLWV Board Room: No, it's always start on Wednesday, Wednesday. Yeah. And this is flexible, because This is the Butchat information for new portrait Committee member who doesn't know anything about the Budget or the district, and would like to know about how to read the Budget book. And these days these are this: they very flexible, because, uh, I can make with individual one on one, or I can meet with the home group together. 838 02:31:52.440 --> 02:32:05.270 WLWV Board Room: Oh, I can zoom, or I can make in post on so very flexible. Okay, that's my So that's what I just was curious. If I I know you've done it in the past like that, and you've record, don't you do record it, and then 839 02:32:05.280 --> 02:32:17.929 WLWV Board Room: I I can't, anyway. But I just didn't know if it was what was listed here was different than that session you have done before. So yeah, yeah, before Covid we met in person. 840 02:32:17.940 --> 02:32:41.289 WLWV Board Room: And then, uh, during Covid we met to zoom and we recording that. And then last year it depend on the level of the committee member. They would like to go deep into learning the Budget um book document, or it would like to learn more about a function of It's open program. Then I would just schedule to meet with individual. 841 02:32:43.280 --> 02:32:51.309 WLWV Board Room: I'm going to offer also an edit to this before you adopt it. Um, we actually don't have a Budget committee vacancy. 842 02:32:51.400 --> 02:32:54.019 WLWV Board Room: Yeah, we don't. So. Um, 843 02:32:54.710 --> 02:32:58.150 WLWV Board Room: we we don't. Yeah, we don't have. 844 02:32:59.850 --> 02:33:05.239 WLWV Board Room: We don't have this in the uh Pole calendar. We did not. Oh, yeah, 845 02:33:05.450 --> 02:33:07.020 WLWV Board Room: I I didn't know that 846 02:33:07.760 --> 02:33:09.730 WLWV Board Room: she did not inform us. 847 02:33:10.360 --> 02:33:29.609 WLWV Board Room: Okay, we've we, we will. Um. We did not realize that a Budget committee member had moved. I wonder if we will declare. Do we know which position she was? Do we need to take action tonight? Yeah. We can find out which position it was. And can you look up um, Emily Text here as position. Yeah. Could snag there, Director Wyatt, 848 02:33:29.690 --> 02:33:46.930 WLWV Board Room: Because I was gonna recommend an edit that we didn't have a vacancy. Okay, So now we do with way to um. I No, I'm glad you did that. I see that you want to speak to this so we can before we move on to declaring a big 849 02:33:46.940 --> 02:34:05.850 WLWV Board Room: Yeah. And I know how hard it is to schedule all of this, and the only point I wanted to bring up, and to see what everyone thought is that May sixteenth is the election for School Board, position, Statewide, and that falls the day after the first Budget Committee meeting, 850 02:34:05.860 --> 02:34:07.170 WLWV Board Room: and 851 02:34:08.100 --> 02:34:25.280 WLWV Board Room: I mean I don't want to speak for everyone else. But that happened when we ran, and I felt like that Timing was a little clunky, because there's politics and campaigning going on, and then the budget is in front, and I felt like sometimes it just created 852 02:34:25.290 --> 02:34:44.900 WLWV Board Room: maybe some political conversations in the adoption of the operating budget that you know. I don't know if that if that needs to happen, if we're able to accommodate it. Um calendar wise. And so I do wonder if, instead of the first budget, hearing being May fifteenth, it could be May eighth 853 02:34:44.910 --> 02:34:46.360 WLWV Board Room: for that week, 854 02:34:46.500 --> 02:34:49.970 WLWV Board Room: um, or potentially after the election, 855 02:34:50.940 --> 02:35:06.539 WLWV Board Room: I think, uh the prefer will be before that will be. May May eight, because we need time to uh do the notification into the local news before we hold the adoptive budget, 856 02:35:06.840 --> 02:35:27.949 WLWV Board Room: and this may not be an issue. Um! And I only raise it because I think sometimes the budget of this district. Um! There is so much of it that is, it's not changeable. It's not subject to political whim or debate. And so, if we feel like that, might be something that we need to contend with. I just would throw it out there. Given that tight timing. 857 02:35:30.060 --> 02:35:39.569 WLWV Board Room: Uh, thank you for raising that consideration. The Um, what day is the election days? This May sixteenth, Tuesday, May sixteenth. 858 02:35:44.060 --> 02:35:55.749 WLWV Board Room: Yeah. So potentially i'm i'm hearing um. Dr. Hughes say that the week before is preferable, and also another consideration is that May seventeenth being the first one. 859 02:35:55.890 --> 02:36:15.579 WLWV Board Room: Um, it doesn't it doesn't push it much later. But it gets, you know, post election, and then, if we need a second one, it could be the May, nineteenth, or even May eighteenth, or something like that. Typically, Historically, we haven't needed a second one, but we could schedule it for the following night or two nights later, 860 02:36:15.590 --> 02:36:17.279 WLWV Board Room: which is a Friday night. But 861 02:36:29.350 --> 02:36:35.740 WLWV Board Room: so the first, the first Budget committee meeting would be May seventeenth, May seventeenth, 862 02:36:36.070 --> 02:36:42.610 WLWV Board Room: the second one 863 02:36:42.750 --> 02:36:48.890 WLWV Board Room: May nineteenth could be a second. It is the Friday before spring break. 864 02:36:50.730 --> 02:36:53.979 WLWV Board Room: Well, or do you want to do. 865 02:36:54.490 --> 02:37:03.100 WLWV Board Room: May twenty-second is a Monday isn't that in my brain. Oh, sorry they, because if we move so late to June fifth, 866 02:37:03.320 --> 02:37:07.630 WLWV Board Room: then we don't have enough room for the public notification. 867 02:37:07.650 --> 02:37:15.430 WLWV Board Room: Um, because we have to notification through public that list by day, before the mid one 868 02:37:15.630 --> 02:37:20.880 WLWV Board Room: before the we have until June thirtieth put off the budget. 869 02:37:23.940 --> 02:37:41.840 WLWV Board Room: I mean, given that we'll only have one new Budget Committee member. It does seem reasonable that, like, if we couldn't go later in May that we could do it May eighth, but if we could do it May seventeenth. That seems like that would eliminate any sort of politicking around our operating budget. 870 02:37:42.320 --> 02:37:52.669 WLWV Board Room: So I think what I'm hearing is that um the May seventeenth doesn't change much, and then we're just looking for what? The second, if we needed a second Budget Committee meeting, what that would be 871 02:37:55.870 --> 02:37:57.449 WLWV Board Room: My! Is that what i'm hearing? 872 02:38:00.950 --> 02:38:13.660 WLWV Board Room: Why would we have a second once? Because the committee could not come to a decision, and so i'm The only question I have about having it twenty-four hours later is that adequate time to resolve whatever matters 873 02:38:13.730 --> 02:38:21.159 WLWV Board Room: delayed the approval of the budget. So that's why, potentially may the twenty second, or something like that gives enough time for folks to. 874 02:38:23.950 --> 02:38:28.899 WLWV Board Room: Yeah, I mean, most likely we're not historically. We haven't needed it. But who knows? It's a long way away. 875 02:38:30.180 --> 02:38:39.620 WLWV Board Room: So um, I think what we could do. I'm not sensing anybody really saying much about it. So, Director Wyatt, you could make a motion. 876 02:38:40.060 --> 02:38:43.810 WLWV Board Room: Um. Then we would need to have Vice chair. Thompson, 877 02:38:43.980 --> 02:38:47.220 WLWV Board Room: remove her motion, or we could vote on the first one. But 878 02:38:47.240 --> 02:38:50.810 WLWV Board Room: anybody want to say anything before we get another motion on the table 879 02:38:51.020 --> 02:38:52.420 WLWV Board Room: changing dates, 880 02:38:53.380 --> 02:38:55.579 WLWV Board Room: I would you like me to make a motion. 881 02:38:56.030 --> 02:39:04.860 WLWV Board Room: Yeah, I'm not seeing anybody for expressing concerns about it. So I think if you want to edit it, then you need a motion. I move that we amend the Budget calendar 882 02:39:04.880 --> 02:39:08.800 WLWV Board Room: to reflect the first meeting. 883 02:39:09.430 --> 02:39:16.990 WLWV Board Room: Well, the the first meeting to review the budget move to um Wednesday, 884 02:39:17.470 --> 02:39:21.299 WLWV Board Room: May seventeenth, two thousand and twenty-three, 885 02:39:21.340 --> 02:39:24.359 WLWV Board Room: with a potential follow-up, meeting 886 02:39:25.320 --> 02:39:31.760 WLWV Board Room: the eighteenth, May eighteenth. So we decided, Oh, sorry, the twenty second of May 887 02:39:32.030 --> 02:39:33.430 WLWV Board Room: two thousand and twenty-three 888 02:39:37.990 --> 02:39:39.240 a second 889 02:39:39.700 --> 02:39:46.010 WLWV Board Room: right. We guys Director Wyatt has a motion, and by sure Thompson has a second. 890 02:39:46.780 --> 02:39:52.060 WLWV Board Room: I guess My only question is, it does that work for Dr. Hughes? 891 02:39:52.790 --> 02:39:59.449 WLWV Board Room: I I guess, in what she needs to do. I I don't care about the politics. 892 02:39:59.540 --> 02:40:08.979 WLWV Board Room: That's just me, I but as long as it works for her and her team to be effectively be able to do their job and moving the date doesn't affect that. 893 02:40:20.470 --> 02:40:27.030 WLWV Board Room: And then, if it goes to May twenty second, The same statement is true that it doesn't affect your ability to do your work. Okay, 894 02:40:27.120 --> 02:40:40.249 WLWV Board Room: I think the concern was the publishing of the public hearing and Budget summary on May twenty fourth, which we could still do in time for the board that on June fifth you're going to adopt. 895 02:40:40.650 --> 02:40:59.129 WLWV Board Room: Well, you have the opportunity to adopt the budget. So it seems like this works so. Um by sure, Thompson, would you like to withdraw your motion? Or would you like us to vote on it, I will drop my motion. Okay, Great. Thank you. So the original motion is withdrawn, and we can call a vote on the second motion. 896 02:41:06.010 --> 02:41:14.180 WLWV Board Room: Thank you. Kirsten Wyatt. Fifty Thompson, bye, Chelsea, King Alright, Louis Taylor, 897 02:41:14.310 --> 02:41:17.129 WLWV Board Room: Kelly Sloop. Alright, Thank you 898 02:41:19.690 --> 02:41:38.070 WLWV Board Room: all right. Great thanks. Everybody. So we'll move on to the financial report. Yes, are we? I'm sorry we need to. Um have a motion to declare a budget vacancy for position. Three, I think, procedurally to you need a motion to add on the agenda the declaration 899 02:41:38.080 --> 02:41:40.180 WLWV Board Room: of a Budget Committee vacancy 900 02:41:40.460 --> 02:41:48.179 WLWV Board Room: and second, and then go to that process. I'll say, yeah, we can do that because we did, because it's not on the agenda and someone watching it at phone. 901 02:41:48.500 --> 02:42:00.699 WLWV Board Room: I'm really what? Why, you were having. I'll move that we add to the um business office uh the agenda item of approving a Budget Committee vacancy. 902 02:42:03.010 --> 02:42:06.489 WLWV Board Room: All right, by sure, Thompson seconded. We call the vote, please, 903 02:42:09.780 --> 02:42:19.300 WLWV Board Room: Kirsten Wyatt, Christie Thompson, I Jessica King. All right. Lewis Taylor um Kelly slip. Thank you 904 02:42:19.580 --> 02:42:21.939 WLWV Board Room: all right, so it can entertain a motion. 905 02:42:24.040 --> 02:42:26.400 WLWV Board Room: I'll move that we um 906 02:42:26.570 --> 02:42:30.850 WLWV Board Room: declare a vacancy for Budget Committee Position three 907 02:42:31.290 --> 02:42:33.650 WLWV Board Room: so that we can accept applications. 908 02:42:34.850 --> 02:42:49.110 WLWV Board Room: Alright. Dr. Wyatt seconded it. I did assume there's no discussion. Can you call the vote. Kelly slew. Hi, Who's Taylor? Oh, Chelsea Kane, bye, Kristy Jackson. Bye, Jason Wyatt. 909 02:42:49.490 --> 02:42:50.610 WLWV Board Room: Thank you. 910 02:42:50.640 --> 02:42:55.300 WLWV Board Room: Okay, Very good. We did it. So Now we can move on to the financial report. 911 02:42:58.730 --> 02:43:09.309 WLWV Board Room: So um, this uh financial report is the income statement for general one as of October thirty first of two thousand and twenty-two 912 02:43:24.390 --> 02:43:39.779 WLWV Board Room: report that you can see um the end in one violent estimate to be as sixteen point eight million, and the the reason for this increase. Um. We have three factor that actual sh. With this 913 02:43:40.530 --> 02:43:56.469 WLWV Board Room: the first one is um relate to the local and revenue that state of property tax and local and upfront tax. The second is the stay school fund, and the last factor is um. Last month we add 914 02:43:56.480 --> 02:44:02.910 WLWV Board Room: um a few at the on the payroll, so therefore the salary and benefits had increase 915 02:44:04.100 --> 02:44:09.079 WLWV Board Room: the next slide. I will explain in detail. Um, how is that work? 916 02:44:09.380 --> 02:44:11.029 WLWV Board Room: So in here? 917 02:44:13.590 --> 02:44:30.989 WLWV Board Room: So every year, so our late October or early November. Um. The business office will receive the lect of from Board County, Black and Mac County and Washington County. They send us um information about that certification. 918 02:44:31.000 --> 02:44:48.989 WLWV Board Room: And um in this lecture is also include table four, eight. That's a uh list out the um detail tax information for the district. So with in the left the tax levy certification indicate that 919 02:44:49.000 --> 02:44:51.190 WLWV Board Room: um the trick 920 02:44:52.570 --> 02:45:02.950 WLWV Board Room: will they certify for the district to have forty-four point three million in the permanent poverty tax and tucked in million through the local option, 921 02:45:03.010 --> 02:45:17.210 WLWV Board Room: but based on the collection, but sent it history. We never received the phone amount of certification and the recommendation that we should do uh the was sent this around ninety-six percent. 922 02:45:17.220 --> 02:45:33.159 WLWV Board Room: Four percent is like people might not pay their tax on time, or they might um not even pay uh or move out of the county during the the payment. So when I apply ninety-six percent uh uh 923 02:45:33.320 --> 02:45:45.640 WLWV Board Room: uh percent through forward to the certification. Uh that, then ninety-six percent of fifty-seven point three is fifty-five million. 924 02:45:46.080 --> 02:45:59.369 WLWV Board Room: So that fifty-five million is still much higher than the adopted butchat that we deal last year. Um in the amount of two thousand two hundred and two million, 925 02:46:00.520 --> 02:46:02.710 WLWV Board Room: so that back to number one 926 02:46:02.920 --> 02:46:21.149 WLWV Board Room: back to number two, A related to the enrollment and then say school fund. So um! When the business office view the butchat last year we based on the Admr at Night House and one hundred and twenty-one um head count, 927 02:46:21.160 --> 02:46:28.699 WLWV Board Room: and then um. The average daily membership waited is at ten thousand three hundred seventy two 928 02:46:29.200 --> 02:46:30.320 WLWV Board Room: um 929 02:46:30.730 --> 02:46:44.830 WLWV Board Room: The best protection. When we do, the enrollment is um. The number only way come in either under a little bit over, compared to the actual enrollment when the schools start. 930 02:46:44.880 --> 02:47:03.500 WLWV Board Room: So this number is that of September to the Us. Up two thousand and twenty-two uh our adm our as nine thousand nine hundred and ninety head count, and the um average daily membership weight is at ten thousand three hundred and thirty point four zero 931 02:47:03.960 --> 02:47:18.710 WLWV Board Room: that come up with the estimate say school fund for the dictate at fifty-eight point three million, and this number is um less than the adopted. But chat by three hundred and fifty-six thousand 932 02:47:19.570 --> 02:47:20.660 WLWV Board Room: um 933 02:47:20.840 --> 02:47:38.829 WLWV Board Room: every every three months. Um, i'm working with uh this from Id to uh tracking down in Rome, and and then support it to the Ode to make sure that we are in line with the number that they have so that way um 934 02:47:40.720 --> 02:48:02.399 WLWV Board Room: like. Last month, when I report it to you at the end of this fiscal year starting next year, when ode how the actual number for this year, then they will make the adjustment. Either they pay us more, or they pay less, so they will. If they pay less less in this year, then they will make their adjustment to pay us more; 935 02:48:02.440 --> 02:48:20.439 WLWV Board Room: and then, if we, if they make, if they make the payment more than our enrollment, then we might have to pay them back. So that's why it's very um critical for us for this, and I to really track closely to this enrollment number and support to the Ode. 936 02:48:20.930 --> 02:48:29.389 WLWV Board Room: I was just going to add to that um Ode does give a funding provision that they'll fund the district the higher of two years, 937 02:48:29.520 --> 02:48:39.470 WLWV Board Room: so that districts don't have um such wild, you know fluctuations. So if you do go down one year, you can at least count on the funding that you had the year before. 938 02:48:39.510 --> 02:48:44.590 WLWV Board Room: And so there's kind of that uh supporting stable balance. So, even though, and 939 02:48:44.720 --> 02:48:55.029 WLWV Board Room: enrollment fluctuates um. The number, as of September thirtieth is not the same number as of October thirtieth actually a little higher than that. And that's going to happen all year. 940 02:48:55.270 --> 02:49:04.449 WLWV Board Room: So that's why the State waits, and then they reconcile after the year to see what all occurred. And and again, if we're 941 02:49:04.790 --> 02:49:09.899 WLWV Board Room: we'll get funded the higher of the two fiscal years. So yeah, 942 02:49:09.990 --> 02:49:22.529 WLWV Board Room: and uh, based on the uh funding formula, we need to remember to ask the stay school fund and the local and revenue they really have. They indirect relationship. 943 02:49:37.690 --> 02:49:57.220 WLWV Board Room: So um the the last factor that makes Oh, that Yes, yeah, this one is a table for a that show where the funding coming from um the number that I have. So on the bottom. You see that I circle um port 944 02:49:57.720 --> 02:50:22.510 WLWV Board Room: On the left hand side is the information from Placa Mac, healthy, and the right hand side coming from Washington County. So Black and Macouti um. They certify for us at forty-three point eight million, and then wasn't, then counties at four hundred and fifty-one so the total of forty-four point three million and ninety six percent of that people forty, two point two million. 945 02:50:23.840 --> 02:50:47.169 WLWV Board Room: The net one is the local option tax, the low con option that the placemak county that certified for us is twelve point eight million, and then uh Washington County certified for us at one hundred and forty, one thousand total and thirteen million and ninety-six percent up. That is twelve point four million. 946 02:50:50.320 --> 02:50:51.480 WLWV Board Room: Um. 947 02:50:58.660 --> 02:51:17.650 WLWV Board Room: So with the increase in the revenue, local and revenue and um uh the the the grease licensely in the say school fund, and with the expenditure, including the at the that that is, in um a copper 948 02:51:22.240 --> 02:51:41.220 WLWV Board Room: for the fiscal year twenty-two, twenty-three as of sixteen point eight million or fourteen point, two, seven of the total revenue. So this is just the estimate, um, and in fund balance that we projected at October thirty first. 949 02:51:42.590 --> 02:51:48.650 WLWV Board Room: I will stop here and see if you have any question before I move forward to the investment. 950 02:51:55.300 --> 02:51:57.410 WLWV Board Room: I have a question 951 02:51:58.030 --> 02:52:00.059 WLWV Board Room: sometimes. This is where My, 952 02:52:00.350 --> 02:52:05.169 WLWV Board Room: i'm sorry if this is a stupid question. Feeling comes up. 953 02:52:09.410 --> 02:52:19.649 WLWV Board Room: Ah, we're working with a very tired brain also. So the adopted budget ending Fund balance was sixteen million seven hundred and fifty, one thousand, 954 02:52:20.220 --> 02:52:24.909 WLWV Board Room: and the the actual ending fund balance that we're going to have 955 02:52:25.960 --> 02:52:27.159 WLWV Board Room: is like 956 02:52:27.830 --> 02:52:41.629 WLWV Board Room: twenty-three million. Or So more than that. Am I reading that correctly? 957 02:52:41.840 --> 02:52:52.270 WLWV Board Room: This month is increased by one point, four million. So it go up from fifteen point three million to sixteen point eight million. 958 02:52:58.930 --> 02:53:11.919 WLWV Board Room: Yeah, Sixteen point. Eight million is the estimate in info, and for the general fund as of October and the adopted budget, the the budget that we adopted. 959 02:53:12.060 --> 02:53:23.310 WLWV Board Room: Uh, when we adopted the budget last year, we estimate to have the end in fund balance at four point one million, So it's a twelve million dollar. 960 02:53:23.390 --> 02:53:24.589 WLWV Board Room: And 961 02:53:25.040 --> 02:53:31.099 WLWV Board Room: you know this is not a question that I gave you a heads up that I would ask, so you might not be able to answer it. But 962 02:53:31.400 --> 02:53:45.300 WLWV Board Room: to to what degree is this normal historically, to have that dramatic of a difference between our estimated, our adopted budget and the actual, where we're ending up. 963 02:53:45.570 --> 02:53:50.190 WLWV Board Room: So if you recall last month, when we shared the financials and we, 964 02:53:50.210 --> 02:54:06.830 WLWV Board Room: there was a couple of slides that said, what what accounted for that difference. And remember, we talked about the State gave us more funding. The property tax came in higher. We didn't use all of our substitute, so we that added up to a certain amount. Those are not, 965 02:54:07.390 --> 02:54:12.019 WLWV Board Room: you know. Some of those are not typical um any school year. But 966 02:54:12.260 --> 02:54:28.370 WLWV Board Room: um, they account for some of that difference. And so we kind of queued that up last month as to what what accounted for that big difference. But we couldn't report on it until it was actualized. In the year closed we could kind of see things, but we have. We had to wait. 967 02:54:28.380 --> 02:54:47.810 WLWV Board Room: So it closed, and then all receipts came in, and then we could report on it. 968 02:54:47.940 --> 02:54:58.349 WLWV Board Room: We adopted back in May, and we didn't have all the from May until October is actually a long time for a lot of those factors to then be realized. 969 02:55:00.090 --> 02:55:06.330 WLWV Board Room: So um for last month, when I uh share with the Board at 970 02:55:06.340 --> 02:55:23.840 WLWV Board Room: why, the estimate in for this year is higher, much higher than the adoptive butcher, and that related to the three pack Again, The first one is the additional payment that we receive from Ode for fiscal year, two thousand and twenty-one, 971 02:55:30.760 --> 02:55:48.999 WLWV Board Room: and then also um. Another factor is we'll re allocate the qualify expenditure from the general fund to grant funding. You know one of the major grain that we have. See the si age. Id ag and mentioned ninety nine ninety-eight 972 02:55:49.010 --> 02:55:52.769 WLWV Board Room: that is um two point five million, 973 02:55:52.900 --> 02:56:04.709 WLWV Board Room: and then another saving that we have is we saving from the subject to staff um and the liability insurance that is about four million. 974 02:56:05.900 --> 02:56:35.890 WLWV Board Room: So that's a spell out in detail um from the Powerpoint and from the memo that I submitted to the board on last month. Yeah, I I understand enough to know how complicated it is, and it some of these things, the predictions don't pan out, and then money comes in like this is Don't mistake. I'm not mad that we have a lot of extra money like this is good, but also my my questioning is um. I do have a desire to find that balance between saving money and for the rain 975 02:56:35.900 --> 02:56:51.429 WLWV Board Room: that I know you know we will live through again, and that I recall living through in this district, and also spending it, you know now. And so i'm just seeing that that that scale is being tilted in a direction that i'm not super comfortable with right now 976 02:56:51.940 --> 02:56:53.310 and 977 02:56:55.000 --> 02:57:09.200 WLWV Board Room: mentioned was unexpected. Um! And part of what Ode was trying to do is reconcile what they had in their by any and budget with the atm that then was um 978 02:57:09.320 --> 02:57:28.869 WLWV Board Room: left in in public schools. In other words, we had thirty thousand students who left during Covid. Um, that's down to twenty thousand. But there's this budget to allocate to K Twelve, and so they're trying to figure out how to allocate, and they increase that atm to each uh they that uh per student amount. 979 02:57:28.880 --> 02:57:39.050 WLWV Board Room: So there was some of that reconciling that they did for for school districts. We don't expect that to be an ongoing um. We can expect the liability, 980 02:57:39.060 --> 02:57:56.130 WLWV Board Room: not the liability insurance, but the savings from the first bond be something we can factor in. So there are some things that we can factor in better now that we have determined on our Si a grant to not extend into the second year, but to actually use year to year. 981 02:57:56.140 --> 02:58:01.390 WLWV Board Room: Um, that adjustment won't be something you'll see every year we'll spend out 982 02:58:01.520 --> 02:58:21.170 WLWV Board Room: each fiscal year, and we won't care. You're allowed in the Grant to carry over into a second year any residual funds you didn't use. We're just going to use them all up every year and not carry that over. We had some carry over. We're not going to do that every year, so we won't See that type of a an adjustment. Um, so that we can get tighter with exactly what you're what you're asking, but 983 02:58:21.300 --> 02:58:36.350 WLWV Board Room: it's it's been kind of a crazy couple of years for all school districts in Oregon. Um, as they still see for some of them some large reserves with Esther funds. We did spend our S. Or funds, but there's some of this kind of volatility. We don't expect 984 02:58:36.380 --> 02:58:39.179 WLWV Board Room: a large balance going into the next biennium 985 02:58:39.570 --> 02:58:41.280 WLWV Board Room: preliminary 986 02:58:41.760 --> 02:58:51.199 WLWV Board Room: um forecasting for the next biennium does not look favorable for K. Twelve schools, so we're going to be glad to have this ending fund balance for next year, 987 02:58:52.760 --> 02:59:01.559 WLWV Board Room: unless folks who get elected can kind of advocate for K. Twelve State school fund to be um better funded next by an Am. 988 02:59:03.090 --> 02:59:06.389 WLWV Board Room: Alright, That's all my questions. Anybody else. 989 02:59:07.410 --> 02:59:20.769 WLWV Board Room: Okay, we can move on. Thank you. So the just the last items, because this is on the bulk policy that I have to report to the Board and a quarterly basis on the investment. 990 02:59:20.780 --> 02:59:39.829 WLWV Board Room: Uh. So uh, the majority of the district funding is house under the local government investment, p that you're often here at at Lg. Ip and that is affect you. August thirty-four of two thousand and twenty-two. We see each year about August the 991 02:59:39.840 --> 02:59:58.409 WLWV Board Room: um Oregon sathers two night four dot eight one zero will announce the maximum um that we allowed to put the money in there. So for this year the Detroit allowed to put up to fifty-six point seven million in the lg ip 992 02:59:58.580 --> 03:00:00.130 WLWV Board Room: and um 993 03:00:00.230 --> 03:00:02.809 WLWV Board Room: because of that. Um, 994 03:00:02.930 --> 03:00:22.410 WLWV Board Room: The district open uh received the money from the local tax uh uh local option tax, and then permanent taxes and say school fund sometime will receive all of that money at one time, so that as seat they are fifty, six point seven million, 995 03:00:22.420 --> 03:00:31.070 WLWV Board Room: and because of that we work in with the pip of Sandler to invest this money um into a short term investment. 996 03:00:31.310 --> 03:00:47.949 WLWV Board Room: This Stockholm investment a callable would mean anytime, even though we say, uh, let's invest it for three month or six month, or nine months, but for any given in time. If the district nit the money, we can call it back. 997 03:00:48.140 --> 03:01:03.910 WLWV Board Room: Um. So the first one it a general one as our current um the district how to investment under the for the general phone, one a twenty million, and that will be my third maturity tomorrow. 998 03:01:03.920 --> 03:01:14.850 WLWV Board Room: Um! And then another five million that we invest with the Federal home loan, and that will maturity as July twenty eight of two thousand and twenty-three. 999 03:01:14.890 --> 03:01:34.420 WLWV Board Room: So with the input rate we own here, we will earn that full inter rate if we keep our investment until that mature date. If we call for this money back prior to the maturity date, then the inter rate will be flexible on that, Mac, that day. 1000 03:01:36.030 --> 03:01:40.290 WLWV Board Room: The next one is the capital fund. Um, 1001 03:01:40.410 --> 03:01:58.979 WLWV Board Room: I work very closely with the Foreign Office to make sure that cash flow. Um! We communicate about that cash flow and um! They will let me know how soon they need cash in um the lgip to pay the view um, and then, if they don't need cash for another 1002 03:01:59.060 --> 03:02:10.430 WLWV Board Room: six months of one year. Then we will invest in um the same Us. Treachery, or the Italia banking or other for the Uh Federal Agency 1003 03:02:14.690 --> 03:02:21.940 WLWV Board Room: maturity this month and next month, I think right now, with the cash flow we will 1004 03:02:22.350 --> 03:02:28.260 WLWV Board Room: have it in the Lg. Ips to get ready for the bond uh spending 1005 03:02:35.660 --> 03:02:51.369 WLWV Board Room: Um, Where does it get itemized? To what line? What budget line? Item: does that interest or and go to? And then what does it use for is it use for future debt service of of the capital bonds? I mean, what does that interest or to use for? 1006 03:02:52.320 --> 03:03:03.429 WLWV Board Room: I'm sorry I did not. I'm not saying the the interest earned, if yes, yes, so this interest own for the capital fund. It will go back 1007 03:03:03.440 --> 03:03:32.759 WLWV Board Room: to improve the um to go back to the capital fund for the um uh future you like for for for sample and remote, and we'll talk about that more, too. So if we have this money invest for the capital project, and we own fifty thousand in this. Then this fifty thousand will go back to the capital project fund, and they you that money because life for the last few years, with the inflation increase, 1008 03:03:32.770 --> 03:03:48.799 WLWV Board Room: or with the unexpected um uh expenditure throughout the project. Then they will do that money for it. And what about the the general fund? The general one will go into the Channel on fun uh miscellaneous income. 1009 03:03:48.930 --> 03:03:57.590 WLWV Board Room: Yeah, and that will support like uh te if mid-lit or other supplies and services, 1010 03:03:59.310 --> 03:04:06.770 WLWV Board Room: those guidelines are regulated by the State, on what you can do with that interest? And So we follow those guidelines. Yeah, 1011 03:04:09.560 --> 03:04:13.780 WLWV Board Room: yeah, that's all I have. Yeah, Okay, so much. Thank you. 1012 03:04:14.010 --> 03:04:19.410 WLWV Board Room: All right, Dr. Spencer. I am she to take us out the Department of Teaching and Learning. 1013 03:04:19.630 --> 03:04:28.080 WLWV Board Room: All right, Let's bring it home with a little report on the Student investment account and 1014 03:04:29.850 --> 03:04:35.250 WLWV Board Room: the end. So we'll go back to the beginning it'd be great thanks. 1015 03:04:36.350 --> 03:04:51.420 WLWV Board Room: So in two thousand and nineteen the Legislature passed uh a pretty historic, a bunch of legislation that outlines the Student Success Act and funds um education and a couple of different ways. 1016 03:04:51.430 --> 03:05:07.930 WLWV Board Room: And the biggest part of that, fifty percent of that goes to the student investment account which is Grant funding directly to districts to help um meet some of the key needs around equity uh community engagement and shared accountability for student success. So 1017 03:05:07.940 --> 03:05:37.920 WLWV Board Room: um. This is also because the Legislature prescribed it. There's a lot of things that um are built in on the half-tos, and one is to give an annual report to your School Board about this publicly, not in a consent agenda, but to tape time. Um, and I think the intent is to really make sure our community understands. Um where this money has come from, what we're using it for, and what sorts of results we're seeing. So we are going to briefly touch on those tonight. Um! And of course I gave you some more detail 1018 03:05:37.930 --> 03:05:40.160 WLWV Board Room: in your uh board. Memo. 1019 03:05:42.000 --> 03:06:02.229 WLWV Board Room: So the um Again, the Student Success Act funds, the student investment account, and there are five key areas that uh, we are focusing on um that is prescribed by the legislation. So reducing academic disparities meeting students, mental and behavioral health needs 1020 03:06:02.240 --> 03:06:17.900 WLWV Board Room: providing access to academic courses. Um, allowing time for collaboration and developing strategies to help students stay on track to graduate and then establishing and strengthening partnerships. So um! 1021 03:06:17.910 --> 03:06:27.749 WLWV Board Room: We really thought about those as we developed our plan for the um money that we received as a district, and if you go to the next slide 1022 03:06:28.420 --> 03:06:29.710 WLWV Board Room: um, 1023 03:06:29.930 --> 03:06:41.989 WLWV Board Room: it really focuses on two main purposes. I really meeting students, mental health and behavioral health needs and increasing academic achievement and reducing academic disparities. 1024 03:06:42.000 --> 03:06:55.810 WLWV Board Room: That's just a great fit for us in our district around our Board and District goals around um increasing achievement for all and getting rid of um achievement and opportunity gaps. 1025 03:06:56.360 --> 03:06:59.650 WLWV Board Room: So if we go to the next slide 1026 03:07:00.110 --> 03:07:08.980 WLWV Board Room: we developed a plan. Um! And the end of uh two thousand and nineteen and two thousand 1027 03:07:08.990 --> 03:07:27.419 WLWV Board Room: twenty. Just before the pandemic we had a plan where we were anticipating about seven million dollars between six and seven million dollars that our district would receive. Uh, we spent about a year gathering community engagement input and um bringing it back and forth to different stakeholders. 1028 03:07:27.430 --> 03:07:44.609 WLWV Board Room: And uh, then the pandemic hit, and of course we received much less than we were expecting in that uh, two thousand twenty, twenty, one year we received about two point four million. So we had to suspend a number of those strategies, and um 1029 03:07:44.620 --> 03:07:56.860 WLWV Board Room: use a lot of that money to just maintain staff as a where the financial situation we were in there, but we still did move forward with a couple of key strategies. So um 1030 03:07:57.600 --> 03:08:10.169 WLWV Board Room: the uh five strategies that we outline there about meeting students. Mental and behavioral health needs through um. That is too small for anyone to read isn't it. 1031 03:08:10.180 --> 03:08:24.790 WLWV Board Room: But I can read it here, too. Yeah uh, around hiring some key staff social workers, nurses, counselors, school psychologists, which we heard our school psychologists honored tonight. So that's a nice connection. 1032 03:08:24.800 --> 03:08:45.869 WLWV Board Room: Um. The second strategy was increasing academic achievement by continuing to value lower class sizes in our district wherever wherever we can. Um and hiring some key support. Specialists like learning specialists, eld support specialists and strategy. Three was thinking about um 1033 03:08:45.880 --> 03:08:51.160 WLWV Board Room: uh improving teaching of skills around social emotional regulation 1034 03:08:51.320 --> 03:09:20.920 WLWV Board Room: strategy for was about offering some other options to help increase academic achievement through our online learning program. Um, Very excited that we were focused on that even before the pandemic hit. And then strategy five was about increasing achievement and establishing partnerships and primarily focused on that family empowerment center work that you've heard about several different times uh we had. We have invested in all five of those strategies. We had two others 1035 03:09:20.930 --> 03:09:27.720 WLWV Board Room: that we're. We're still kind of on the back. Burner for us because of what happened in the pandemic, we really 1036 03:09:27.730 --> 03:09:49.250 WLWV Board Room: pushed back into that behavioral health more so than the pe strategy that we had originally on the books. And then, last year, just with all the things our teachers were working with having extra time for teacher collaboration just wasn't really on the table for them there. So we held back a little bit on those strategies, and leaned more into these 1037 03:09:51.690 --> 03:09:52.770 WLWV Board Room: so 1038 03:09:52.850 --> 03:09:54.850 WLWV Board Room: for the um 1039 03:09:54.870 --> 03:10:03.519 WLWV Board Room: twenty one, twenty-two school year that's what? This annual report is um our funding did go back up 1040 03:10:03.530 --> 03:10:33.470 WLWV Board Room: uh to a little over seven million um, and we have been able to really use that. Well, I will say that again. You make estimates at the beginning of the cycle about how many staff you can hire for particular positions, and then we work closely with Dr. Hughes and her staff, and as the people you actually hire, you find out where they are on the salary schedule, and what kind of insurance they've taken, and what those payroll costs look like. And so there's some 1041 03:10:33.480 --> 03:10:56.709 WLWV Board Room: true enough that happens at the end of the grant, and then we um, if we can end up paying for a few more people that we're in the spirit of the strategies that we put out. We can sometimes, and sometimes we are just being able to add people so new or maintained staff. This last year we um funded uh sixty point three fte 1042 03:10:56.720 --> 03:11:05.790 WLWV Board Room: out of the um student investment account. So that is a very large um big impact on our district. We also 1043 03:11:06.300 --> 03:11:12.360 WLWV Board Room: bought some instructional materials and tools, including to support our online 1044 03:11:12.600 --> 03:11:14.130 WLWV Board Room: what Cola, 1045 03:11:14.200 --> 03:11:20.240 WLWV Board Room: which all now at this late night I can't remember what that stands for. What does go stand for. 1046 03:11:20.290 --> 03:11:39.249 WLWV Board Room: Yes, yes, thank you. And um also some of the uh both materials and assessments around social, emotional regulation skills. And then in um thinking about some professional learning and collaboration, Some of that is that community partnership with our family empowerment center, 1047 03:11:39.260 --> 03:11:45.530 WLWV Board Room: really getting our families into some different courses last year. Um support some lots of different ways. 1048 03:11:46.940 --> 03:11:49.920 WLWV Board Room: So what kind of impact did we see. 1049 03:11:49.930 --> 03:12:13.929 WLWV Board Room: Well, we were able to maintain lower class sizes, particularly at um. Primary schools and high schools, was where we invested some of the class size reduction. There we did. More students had more access to support personnel. We went from two uh social workers or social workers. We increased school psychologists. Um. 1050 03:12:13.940 --> 03:12:32.559 WLWV Board Room: I don't know what we would have done last year if we hadn't been able to add the nurses that we were able to add to support us. Um! So we added some additional Ld. Specialists which has been amazing. We are actually increasing in our eld. Our students who qualify for Ld services. So that's been really important to add that. 1051 03:12:32.720 --> 03:12:50.979 WLWV Board Room: And then the other impact is, we are able to offer families a real choice around online education and um that has really supported families, and then within our family empowerment center strong connections with many families. Um 1052 03:12:50.990 --> 03:13:07.029 WLWV Board Room: in, especially with our Latino and many newly arrived families that have come to our district. Um, maybe recently immigrated, and Maria has been able to really provide that extra layer support beyond what our school counselors and amazing school staff do. 1053 03:13:08.820 --> 03:13:20.560 WLWV Board Room: So what's next for Si A. Well, it's kind of an exciting time, because ode is, has realized that these um grants that voters have approved 1054 03:13:20.570 --> 03:13:36.239 WLWV Board Room: um wonderfully, generously. There's a lot of overlap. So when we're writing a plan for our High School success, Grant, and then we're writing a plan for our Si a grants, and then we're writing a plan for our early indicator intervention. Grant. 1055 03:13:36.250 --> 03:13:58.980 WLWV Board Room: They all have very similar goals, and it makes a lot more sense to think about it as a whole. So the um Department of Education is moving forward with an integrated planning framework. So this we are now going to, instead of having very separate plans and separate reports that we're constantly writing to Ode. We're going to be able to have more of an integrated process. 1056 03:13:59.480 --> 03:14:09.869 WLWV Board Room: So right now we are gathering information to create a new plan, and we're gathering information from our community. And sometimes it's a um 1057 03:14:10.510 --> 03:14:38.010 WLWV Board Room: outreach, for example, being at the Pta events that we've been at um listening in school board meetings uh using existing structures that we connect the sock rate group other family groups uh all the ways that we're gathering input from existing structures. We are creating some small focus groups to make sure we're hearing families whose voices might not always be traditionally heard in some of those other structures. 1058 03:14:38.020 --> 03:15:02.289 WLWV Board Room: Um, we have the family survey coming in December that is going to be extremely informative to us and um other ways. Andrew and I have been working together attending some different trainings. That's Clock my Csd: to make sure we're um, engaging all all of the families in the community to the best of our ability around what we need to keep investing in for our schools. Um! To make sure all of our students are successful. 1059 03:15:02.760 --> 03:15:16.410 WLWV Board Room: We're gonna give all. Get all that information um back together and start drafting some plans in January with an iterative process, with our different with our Equity leadership team, our 1060 03:15:16.420 --> 03:15:27.819 WLWV Board Room: school leaders, lots of different uh feedback groups on that, and then bring an updated plan back to the board in February, and then we will submit our plan 1061 03:15:27.870 --> 03:15:46.390 WLWV Board Room: in March. So that is what's happening. What's been happening in Sia? What's going to be happening in Si A and um, I will just note that one of the challenges as we move forward in this work is um 1062 03:15:46.420 --> 03:16:16.309 WLWV Board Room: uh what you were talking about before, Director King, that when we have wide swings with funding. It makes it harder to plan like if we knew we were going to have a big ending, funding balance couple of years in a row You're like. Let's spend it. Get out there. Hire more staff um really focus in on what those particular needs are. Get going. If you're worried that the what we got a little more here. But now maybe the general fund is going down. It's harder to um be able to plan for those investments. So 1063 03:16:17.140 --> 03:16:26.380 WLWV Board Room: what we always hope for is stability in funding to the best of our uh ability that really helps us plan many um 1064 03:16:26.880 --> 03:16:52.640 WLWV Board Room: kinds of investments for students are not a one and done quick fix. They're kind of long term strategies about improving outcomes for students, So we continue to hope for stability in the budgeting process as we move forward. Um! And we're very optimistic about how we can continue to use these Si a funds to help us make sure every student is um progressing and successful in with some 1065 03:16:54.900 --> 03:17:11.779 WLWV Board Room: um. Dr. Like we guys see you have your microphone. I know by sure Thompson did as well. Would you like to piggyback on something, or just one to add, just for a point of clarity tonight? Because perhaps you heard a question about whether we use our funding from the Si a grant every year, and the answer is, yes, 1066 03:17:11.790 --> 03:17:27.709 WLWV Board Room: how we hired those sixty point three staff last year. So we are using the funding of your Actually, we're obligated to, and we have to submit a report every year how we use that funding um The plan that um, Dr. Spencer, i'm just talking about is 1067 03:17:27.720 --> 03:17:46.049 WLWV Board Room: um going forward in subsequent years. So the plan that we had written um back in two thousand and nineteen carried us through this year allowed us to fund with those strategies. Now they want districts to update their strategies and update their plans and submit a new one. 1068 03:17:46.140 --> 03:17:50.840 WLWV Board Room: Um. So just for clarity, we we do use our Si a funds every year. 1069 03:17:51.400 --> 03:18:06.860 WLWV Board Room: Okay, go ahead. By Sir Thompson. The family survey in December. Is that the Panorama survey that we it? Okay, I knew we had said at one point we were going to do the panorama for for um family. So yeah, and how will that be administered 1070 03:18:06.900 --> 03:18:11.399 WLWV Board Room: just to ensure that we get it to all of our community? 1071 03:18:11.410 --> 03:18:39.080 WLWV Board Room: Um! And it's for all of our family members. Not all work. When I said family that I mean when I said community I met Yeah, yeah, yeah, we are um going to be working through our student information system, synergy that can email links directly to all the family members that are listed as connected with those students. So their parents are guardians. And um we found, when we um really want to 1072 03:18:39.090 --> 03:19:04.679 WLWV Board Room: very have very clear communication. Sometimes that can be more effective than a list. Serve that some more, sometimes a broader community. And so this will be a direct email to those family members, with the request that they fill it out and some ideas about how we're going to be using those surveys which will be lots of different ways, not just for the Si Gray, but it will be a great opportunity to hear what they're saying. Great! Thank you. 1073 03:19:04.780 --> 03:19:17.039 WLWV Board Room: I just um. Also, if you recall when we did the Budget Survey when we asked the community, what Would you like the Board to consider, or the Budget Committee to consider with the budget? And we have our investments, And I 1074 03:19:17.050 --> 03:19:24.800 WLWV Board Room: record that message, and we send it out. And in that survey we also folded in some open-ended questions related to the Sia Grant. 1075 03:19:24.840 --> 03:19:33.930 WLWV Board Room: And we said What kinds of you know? Where Do you see this, Grant supporting these goals? So that's another area where we've gotten some feedback about our Sia 1076 03:19:33.950 --> 03:19:43.259 WLWV Board Room: Grant is through that budget survey. Yeah, there's some really good existing information that we already have. And so we're just trying to add to that. 1077 03:19:46.030 --> 03:19:48.289 WLWV Board Room: All right. Very good. 1078 03:19:48.370 --> 03:20:01.380 WLWV Board Room: I think that. Uh, that was the last item on our agenda, and we have all the dates coming up through all of next year there on our agenda. So get those on your calendar and meetings adjourned 1079 03:20:01.900 --> 03:20:03.270 WLWV Board Room: you so much.
