Public Records Requests

Public Records Request Process & Fee Schedule

The West Linn–Wilsonville School District (WLWV) is committed to transparency and compliance with (Chapter 192 of the Oregon Revised Statutes) and Policy KBA to make records available to the public.

How to Submit a Public Records Request (PRR)

To request records, please provide:

  • Your name and contact information
  • A clear and specific description of the records sought and whether you prefer electronic or paper copies

Submit PRR to:

Kelly Douglas
Public Records Officer
Email: Douglask@wlwv.k12.or.us

What to Expect After Submission

  • The Public Records Request Officer will acknowledge receipt of your request within five (5) business days.
  • The District will review the request, identify responsive records, and determine whether any exemptions apply.
  • If staff time or legal review is required, an estimated cost will be provided.

Most requests can be completed within a few days, more complex or large-scale requests may take longer.  If fulfillment exceeds ten (10) business days, you will receive an estimated completion date and periodic updates. The District may request clarification or narrowing of scope to reduce time and expense.

Public Records Request Fee Schedule

Under Oregon law, public agencies may recover their actual costs associated with fulfilling a public records request. If the estimated cost exceeds $25.00, the requester will receive a written cost estimate and the PRR will be filled upon receipt of payment.

There will be no fee if the requested record already exists, is readily available and can be provided within 15 minutes or less.

When staff time or legal review is required, fees include:

  • $75.00 per hour – Clerical staff time
  • Actual hourly rate (including benefits) – Administrative or specialized staff
  • Actual hourly rate – Legal counsel review
  • $0.25 per page – Printed copies

Fee Waiver Requests

Fee waiver requests are considered on a case-by-case basis, taking into account the information provided and the totality of circumstances.  If a fee waiver is denied, the requester may appeal to the Oregon Attorney General’s Office as permitted by law.

Subpoenas and Court Orders

Subpoenas or court orders should be directed to the staff member or school identified in the document. If none is specified, direct service to the Public Records Officer.
