2025 Capital Bond Overview

The West Linn-Wilsonville School Board is considering placing a Capital Bond measure on the November, 2025 ballot. Capital Bonds are an additional tax to the community that provide funding for building and facility construction projects, renovations, and maintenance across the school district. 2025 Capital Bond Timeline

The Long Range Planning Committee first began updating the district’s Long Range Plan in October of 2023, following receipt of a 10-year enrollment projection report conducted by Flo Analytics. The district has experienced declining enrollment since the pandemic, with the 10-year projection showing continued enrollment decline over the next few years before evening out in approximately 10 years. Based on enrollment projections, the Long Range Planning Committee (LRPC) commissioned the Small Schools Task Force to analyze the district’s smallest primary schools and how facility upgrades should be prioritized in the future. Following a robust community engagement process, the School Board made the decision to maintain all 16 WLWV schools, prompting the LRPC to include projects for all existing schools in long range facilities planning. 

The LRPC submitted drafts of Part I and Part II of the Long Range Plan to the School Board in January of 2025, which included possible projects based on seven key themes and project importance. The seven themes include:

Please note that the updated Long Range Plan is expected to be adopted by the School Board during the Spring of 2025. The Long Range Plan was updated under the guidance of the Long Range Planning Committee

Note that the Long Range Plan contemplates capital construction projects far into the future, including those that are not necessarily immediate needs.

The School Board is currently considering a potential capital bond that includes projects from Category A: Mission Critical, and Category B: Mission Important. Projects that fall under Category C: Mission Deferable, are not being considered for the 2025 Capital Bond.
