2022 Q4 Project Updates

- New School Construction Development phase continues
- 60% design set being reviewed by the district
- After consideration of the previous quarters and Post COVID-19 construction material availability/lead times assessment, the decision was made to extend the construction schedule and therefore push the opening of the school to fall 2025
- Value engineering continues in efforts to bring cost within budget
- The project was submitted to the City of Wilsonville for Land Use approval in December
- General contractor pre-qualification proposals were received in December. An evaluation committee has reviewed and will release the qualified bidders list in January 2023
Upcoming Activities:
- New School Construction Document Design phase meetings with district stakeholders and consultants continue
- Continued work with the City of Wilsonville throughout Land Use to achieve approval
- Project goes out to bid in February for pre-qualified bidders
- Construction documents will be completed and submitted to the City of Wilsonville for the building permit review and approval

Activity at Frog Pond Site
Posted by West Linn - Wilsonville School District on 1/19/2023The District is working with Tualatin Valley Fire and Rescue and the Clackamas County Sheriff’s Office to facilitate training at the existing house on the future site for the new primary school at 7151 SW Boeckman Rd. This house will eventually be demolished and the District is excited to offer this now empty facility for training in which firefighters and police will get to learn how to use new equipment for search and rescue and K9 training. This exercise will take place over the next few months. The community will see multiple fire engine’s and other emergency vehicles on the property and possibly “fake smoke” that they will use to mimic search and rescue efforts in smoke from a fire. These exercises will begin next week, January 23rd.

Contractor Qualifications Phase
Posted by West Linn - Wilsonville School District on 11/16/2022The District has initiated a two-step contractor bid process for the new primary school. This week, general contractors were invited to submit their qualifications to the District for consideration. Qualifications are due mid-December and will be reviewed by a committee including administrators, construction managers, and a designer. In January, the District will announce the list of qualified bidders with the community.

Frog Pond Project Bid Process Updates
Posted by West Linn - Wilsonville School District on 11/1/2022The District expects to launch a two-step contractor bid process for the new primary school in mid-November. The first phase includes contractors submitting qualifications, which will be assessed by a committee including administrators, construction managers, and a designer. General contractors that earn the requisite score will then be eligible to participate in the second phase. The second phase will consist of a traditional competitive bid between eligible firms. Public notice will be provided for each phase of this procurement, to encourage industry engagement from general contractors, subcontractors and suppliers. The bid process is expected to be advertised in Early February.

Primary School at Frog Pond Open House Scheduled for Aug. 23
Posted by West Linn-Wilsonville on 8/12/2022 2:00:00 PMThe City of Wilsonville and the West Linn-Wilsonville School District will hold an open-house style meeting on Tuesday, Aug. 23 from 6:00-8:00pm at Meridian Creek Middle School. The purpose of the Open House is to provide information, answer questions, and receive feedback on three significant projects in Wilsonville.
City and District staff will be present to discuss the New Primary School, Boeckman Road Corridor Improvements, and Frog Pond East and South. Community members unable to attend the event in-person will be able to view presentation materials online. All community members are encouraged participate in online surveys to ask questions and provide feedback on each project. Links to the materials and surveys will be made available at the event.
New Primary School: Project Contact – Brooke Besheone (besheonb@wlwv.k12.or.us)
Funded through the 2019 Capital Bond Program and expected to open in the fall of 2024, the new 350 student starter primary school is planned for District-owned property along Boeckman Road. The design will contemplate a future expansion to serve 550 students. The first open house and community survey held in May of this year resulted in roughly 50 responses. The District and design team have worked to incorporate the community feedback received through that process and are eager to present the site plans and conceptual renderings of the school and receive feedback. The District expects to submit documents for a land-use permit to the City of Wilsonville in the weeks following the event. While the District hopes to receive all questions and comments directly, the City permit process also includes opportunities for public input.
The District has not determined the attendance boundary, and no boundary related information will be available at the event. A public process regarding the attendance boundary is expected in 2023.
Boeckman Road Corridor Improvement Project: Project Contact – Andrew Barrett (abarrett@ci.wilsonville.or.us)
The Boeckman Road Corridor Improvement Project completes several upgrades on Boeckman Rd., between Canyon Rd. and Stafford Rd., to bring the road to urban standards and accommodate the growth of Frog Pond neighborhoods. Most notably, the project includes the construction of a new bridge over the “Boeckman Dip” to flatten the steep roadway to increase safety and mobility for drivers, cyclists, and pedestrians, and to restore fish and wildlife passage.
Bridge construction includes removal of existing culverts, stream restoration, and completion of a section of the Boeckman Creek Regional Trail. Additional work is being completed to add landscaping, lighting, and separated bicycle and pedestrian facilities; and to improve the Boeckman/Canyon Creek intersection. The project also provides pedestrian crossings, storm drainage upgrades, and a new sanitary sewer trunk.
Design is now underway. When bridge construction begins in summer 2023, Boeckman Rd. will be closed to all traffic between Canyon Creek and Sherman Drive for up to 15 months. This and other construction impacts will be noticed by the City before construction begins.

Frog Pond East and South: Project Contact – Dan Pauly (pauly@ci.wilsonville.or.us)
The Frog Pond East and South Master Plan has been an active conversation in the community since 2017. These master plans contemplate the needs of an expanding community, including the types and locations of the homes, parks, open spaces, streets, trails and neighborhood amenities for the next 10-20 years. Funding for the master plan has been provided through a grant with Metro. The City has worked to engage with the community throughout the process and has two active surveys available online. In addition to this open house event, the project team will be available at Popsicles in the Park on August 9 and the Community Block Party August 25. The project team will be present to answer questions and receive feedback from the community regarding design elements (including sidewalks, bike paths, street crossings, and parks) as well as housing history. The City is excited to begin a collaboration with community members to develop Wilsonville’s next great park. This new park, to be built in Wilsonville's new Frog Pond West neighborhood, is about 3 acres in size. Funding is to come from Metro's Local Share program and the City. Parks & Recreation staff is inviting community members to take a short survey that is to help guide park planners in the design of this new park. By sharing your thoughts, you are helping to ensure that Wilsonville continues to develop first-rate amenities that match the community's needs. ■ A preliminary cost estimate has been received, value engineering efforts will continue to reduce cost

New Primary School FAQ Document

This Spring, the District held a community open house to discuss the New Wilsonville Primary School that will be built on District property at 7151 SW Boeckman Road in the Frog Pond Neighborhood. Through this open house and the Community Survey, the district has generated a Frequently Asked Questions document that is posted on the project website. This FAQ can be found here. Please keep in mind this is a living document with the intent to add to it as more questions arise.
The district will have another Open House at a date later this summer. Be on the lookout for that information in the coming weeks.
The district appreciates hearing from the community with any hopes or concerns that people might have. The feedback received is being considered as early concepts are being developed.

There is no boundary map for the new primary school. The district expects to consider primary school boundaries in 2023.
