Student Investment Account Grant Annual Report

Student Success Act & Continuous Improvement Plan

  • In May 2019, the Oregon Legislature passed the Student Success Act (HB 3427). This law provides funding, in the form of a grant, to all Oregon schools. The West Linn-Wilsonville School District is able to access an estimated $7 million in grant funds through a state application process.

    The funds must be used to increase student outcomes by addressing five specific areas of importance:

    1. Reducing academic disparities
    2. Meeting students' mental and/or behavioral health needs
    3. Providing equitable access to academic courses
    4. Allowing teachers and staff sufficient time to collaborate and review student data and develop strategies to support all students
    5. Establishing strong partnerships for student achievement

    Throughout the fall of 2019, the district engaged stakeholders and underserved populations through a variety of methods:

    • small focus groups
    • personal phone calls
    • targeted and facilitated surveys
    • surveys of 300+ current high school students
    • large group online surveys to West Linn-Wilsonville staff and parents
    • two community forums

    Input was added to relevant data the District had previously collected, including:

    • West Linn-Wilsonville Education Association (WWEA) survey
    • Budget survey
    • Capital Bond Summit feedback
    • High School Study
    • High School Accreditation survey
    • Health/Wellness Curriculum input
    • Communication survey
    • Special Education Parent survey
    • Board Safety Advisory Committee

    Using that community engagement feedback, the District created its Continuous Improvement Plan (CIP). The CIP was presented during the December 2 School Board meeting. Following consultation with the Clackamas Education Service District, West Linn-Wilsonville submitted the Continuous Improvement Plan to the Oregon Department of Education on December 6, 2019. The District updates the CIP annually.


    Following the completion of the Continuous Improvement Plan in December 2019, the West Linn-Wilsonville School District engaged in another round of community input related to specific strategies for meeting the goals of the Student Success Act -- in particular, how to Meet Students' Mental and Behavioral Health Needs and Increase Academic Achievement & Reduce Academic Disparities.
