The English Language Proficiency Assessment (ELPA) for students eligible for services under Title III of the No Child Left Behind Act of 2001 (NCLB) [English Language Learners]
OAKS Online is a web-based computer testing capability available for the Knowledge and Skills Assessments (Math, Reading, Science and Social Sciences). OAKS Online offers students a flexible testing schedule, the opportunity to test more than once a year and the ability to get immediate feedback regarding test results. The Writing Performance Assessment is either a paper/pencil test or an online test available through OAKS (grade and school dependent). ELPA is a computer-delivered assessment (through OAKS Online) which tests a student's proficiency in English listening, speaking, reading, and writing.

The purpose of AMAOs is to provide student-centered program outcome data at the state, and district levels for ELD program evaluation and improvement. Outcomes are measured as student progress toward and attainment of English proficiency, while at the same time meeting challenging State academic content and student academic achievement standards required by section 1111(b)(1). Title III 20 USC 6842 (a) (1).
All Oregon students identified as Limited English Proficient (LEP) in grades K-12 are required to participate annually in Oregon’s English Language Proficiency Assessment (ELPA). School districts must meet specific targets for each of the above sub-measures in order to have met AMAO.
